SHANGHAI, Nov. 13 (Xinhua) -- China's first local financial tribunal opened on Thursday in the People's Court of Shanghai Pudong New Area.     The tribunal, with three judges, will accept both individual and institutional civil cases, with no limit on claims, said a judicial official.     Lin Xiaojun, vice chief judge of the tribunal, said the global financial crisis has triggered an increase in financial disputes.     Financial innovation and opening-up had also seen a wider variety of cases, including finance product and company stock ownership disputes, said Lin.     Ding Shouxing, president of the People's Court of Shanghai Pudong New Area said the tribunal would also provide legal services for financial institutions, release case analyses for market information, and make proposals to prevent and resolve financial risks.     The tribunal would hire financial experts as assessors, and setup a consultative team to guarantee just, efficient, professional and clean hearings.     The Ministry of Justice has announced no plans to extend the tribunals to the other parts of the country.     Since 2006, the People's Court of Pudong New Area has heard 5,603 financial cases, including those relating to bank loans, credit cards, securities and assurance, involving more than 1.6 billion yuan (242 million U.S. dollars).     The Chinese government approved Pudong New Area, situated in eastern Shanghai, as a trial base for opening-up in 1990. Since then, 530 domestic and foreign financial institutions have been established there.

BEIJING, Jan. 24 (Xinhua) -- The People's Bank of China, the country's central bank, disproved Saturday the allegations by a U.S. Treasury official that China is manipulating the exchange rates of its currency, saying the statement is untrue and misleading.     Su Ning, vice governor of the central bank, said that the allegation could sidetrack the effort to track the real cause of the financial crisis.     "President Obama -- backed by the conclusions of a broad range of economists -- believes that China is manipulating its currency," the U.S. Treasury Secretary-designate Timothy Geithner wrote to the Senate Finance Committee in documents released on Thursday.     "Also, we should avoid any excuse that might lead to the revitalization of trade protectionism.   BEIJING, Dec. 26 (Xinhua) -- The three warships forming the small fleet that set sail from Sanya in south China's Hainan Province for escort mission off Somali are among the most sophisticated vessels of the Chinese navy.     The flagship of the fleet, DDG-169 Wuhan, is a multi-purpose missile destroyer of Type 052B of the People's Liberation Army Navy. It was built by Jiangnan Shipyard of Shanghai in 2002. BEIJING, Nov. 11 (Xinhua) -- Chinese officials led by President Hu Jintao on Tuesday marked the 110th anniversary of the birth of Liu Shaoqi, late President and Communist leader who was prosecuted and died during the Cultural Revolution.     "We are gathered here with deep respect to remember his contribution to the independence and liberation of China, the development of the country and welfare of the people," said Hu at the ceremony.     State leaders Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang,He Guoqiang and Zhou Yongkang attended the ceremony presided over by Premier Wen Jiabao.     Liu worked hard for the cause of Party and people all his life, making great contribution to the revolution and construction of socialism in China, Hu said.     Born in 1898, Liu joined the Communist Party of China (CPC) at the age of 23 and led several important trade union strikes in the1920s.     He marched with the Red Army in the Long March (1934-1936) but, in the middle of it, he was sent to north China that was ruled by then Kuomintang government and led the underground resistance to the Japanese invasion.     In 1945, Liu was elected a member of the CPC Central Committee Political Bureau and a Central Committee secretary.     When the People's Republic of China was founded in 1949, Liu was elected the vice chairman of the central government. He was president from 1959 to 1968 and introduced many pragmatic economic policies.     Liu was removed from all his positions in 1968 during the Cultural Revolution and died in 1969, denounced as a traitor and an enemy agent. BEIJING, Jan. 8 (Xinhua) -- China is urging the United States to take actions to repair military ties seriously damaged by a U.S. arms sale to Taiwan.     "China-U.S. military ties lag far behind overall relations. The United States should take concrete measures to repair them," Ma Xiaotian, deputy chief of general staff of the Chinese People's Liberation Army, told the visiting U.S. Deputy Secretary of State John Negroponte on Thursday.     China curtailed some military exchanges with the United States after the Pentagon announced a .5 billion Taiwan arms deal last October. It included 30 Apache attack helicopters and 330 Patriot missiles.     It was the biggest arms sale to Taiwan since China and the United States signed the "August 17 Communique" in 1982, in which the United States agreed to gradually reduce its arms sales to Taiwan.     Military contacts between the two countries had become active and fruitful before the Taiwan arms sale. Apart from frequent exchanges at different levels, defense departments set up hotlines and military officials got involved in the China-U.S. strategic talks for the first time last year.     "Military ties, which don't enjoy a solid foundation, were further damaged by the U.S. move," Ma said in his hour-long meeting with Negroponte. "That created an obstacle to exchanges and cooperation in a range of spheres. The responsibility for this belongs entirely to the United States."     Last December, U.S. Deputy Assistant Secretary of Defense David Sedney came to Beijing in an effort to find ways to mend strained military ties. The visit didn't produce any substantive progress.     "I think it will take a long time to restore military relations," Ma said.     With his principal mission of commemorating the 30th anniversary of U.S.-China diplomatic ties, Negroponte hailed the increased exchanges and positive dialogues between the two countries over the past three decade.     "It is fair to say that our military-to-military relationship is not as advanced as the other aspects, like commercial and financial ties. There is work to be done," Negroponte said.     "Probably nothing that I can do or say will cause the exchanges to be restored between now and the end of the Bush administration, which has 10 days left."     Negroponte said the U.S. defense policy would generally continue as the current Defense Secretary Robert Gates will stay in the Obama administration and Chairman of Joint Chiefs of Staff Michael Mullen will keep his function.     "Hopefully in time these ties and exchanges will be restored because they are in the mutual interests of the two nations," he said.
