TEHRAN, Jan. 14 (Xinhua) -- Iran and China signed a 1.76 billion U.S. dollars deal here on Wednesday for the initial development of Iran's North Azadegan oil field, the official IRNA news agency reported.     The deal was signed between China National Petroleum Corporation(CNPC) and the National Iranian Oil Company (NIOC) in the presence of Iranian oil minister Gholam Hossein Nozari and Chinese ambassador Xie Xiaoyan, IRNA said.     The North Azadegan oil field which located in Iran's western province of Khuzestan has an estimated reserve of six billion barrels of oil and can produce 75,000 barrels per day for 25 years, Nozari was quoted as saying.     Under the deal, CNPC is committed to developing the oil field in two phases, IRNA said.     Oil output of the North Azadegan oil field will reach 150,000 barrels per day when both the two phases of the project are finished, Nozari added.     According to IRNA, the deal is in the form of buy-back terms, based on which CNPC hands over the operation of the field to NIOC after development and receives payment from oil production for a few years to cover its investment.     The period for the development and reimbursement for the first and the second phase of the field would be about 12 and 17 years, Nozari said. 

BEIJING, Oct. 31 (Xinhua) -- Chinese shares dropped 1.97 percent on Friday, the month's last trading day.     The benchmark Shanghai Composite Index lost 1.97 percent, or 34.82 points, to close at 1,728.79. The Shenzhen index was down 1.19 percent, or 70.33 points, to close at 5,839.33 points.     The combined turnover was 35.23 billion yuan (5.03 billion U.S.dollars), compared with 49.35 billion yuan on the previous trading day. Losses outnumbered gains by 656 to 199 in Shanghai and 576 to151 in Shenzhen.     Almost all sectors fell except industries related to aircraft making after the Commercial Aircraft Corporation of China Ltd. (CACC) announced Chinese indigenous regional jets would be sold to the United States, analysts said. CACC is not a publicly traded company.     Coal companies suffered the most losses. Kailuan Clean Coal Co.lost 7.21 percent to 10.3 yuan. Taiyuan Coal Gasification Company fell 4.34 percent to 7.50 yuan.     "I don't think the fall was related to recent mine accidents. It was a reflection of diminishing global energy demand," said Alex Xue, analyst with JL McGregor & Company.     The finance sector also dropped by an average of 3 percent. CITIC securities lost 2.46 percent to 17.84 yuan. Bank of Communications fell 4.20 percent to 4.33 yuan.     According to estimates from Friday's China Securities News, third-quarter profits of the country's 1,466 listed companies would fall 10.17 percent from the same period a year ago and 18.41 percent from the previous month to 206.09 billion yuan.     Operating net cash flow fell 51.75 percent to 827.4 billion yuan in the first three quarters. Analysts said rising material costs and weakening demand led to slumping profits.     The country's industrial output value growth slowed to 11.4 percent in September, the lowest rate since April 2002, the National Development and Reform Commission said on Thursday.     Despite the latest rate cut, which was viewed as helpful to stabilizing the stock market, analysts said the market could possibly continue falling. The long-term affects from the rate cut are yet to been seen.

VICTORIA, Nov.13 (Xinhua) -- The current international financial crisis will not affect China's cooperation with Seychelles, visiting Chinese top legislator Wu Bangguo said here on Thursday.     Wu, chairman of the Standing Committee of China's National People's Congress (NPC), made the remarks in his meeting with Seychellois President James Alix Michel. Wu said that China's economy will maintain its momentum of growth.     "The crisis will not affect the contracted projects between the two sides as well as prospect of their future cooperation due to the strong growth of China's economy," Wu said. Seychelles is the final leg of his five-nation African tour which has already taken him to Algeria, Gabon, Ethiopia and Madagascar.

BEIJING, Oct. 28 (Xinhua) -- China urged Sudan here on Tuesday to take substantial and effective measures to ensure the safety of Chinese personnel after four Chinese workers were kidnapped and killed.     "It is one of the most serious killing cases of oversea Chinese workers in recent years and we are very shocked by it," Chinese Foreign Minister Yang Jiechi said via a phone conversation with his Sudanese counterpart Deng Alor.     "The Chinese side feels strong indignation and condemns the inhumane terrorist act by the kidnappers on unarmed Chinese company staff, " Yang told Alor, according to a press release from the Chinese Foreign Ministry on Tuesday evening.     Sudanese officials earlier reported to the Chinese Embassy in Sudan that five of the nine kidnapped workers were killed on Monday, with two rescued and two missing. It revised the numbers late Tuesday afternoon, saying four were killed, four were rescued and the other was still missing, according to the Foreign Ministry.     The nine workers from the China National Petroleum Corporation (CNPC) were kidnapped from an oil field near the western Sudanese region of Darfur on Oct. 18.     The Chinese Embassy said they were taken by unknown militants in the Southern Kordofan State, but no armed group had claimed responsibility for the kidnapping.     "The Chinese leaders and Chinese government are highly concerned about the case, asking for the utmost rescue efforts with the precondition of ensuring the safety of the kidnapped," Yang, who is among the entourage of Chinese Premier Wen Jiabao's visit to Russia, added.     "We hope the Sudanese side will continue its rescue effort, bring the murderers to severe punishment, and take all substantial and effective measures to prevent similar things happening again," Yang said.     Alor expressed his condolences to the victims and his sympathy to the victims' families as well as the Chinese government and Chinese people, promising that the Sudanese government would continue its rescue mission for the missing Chinese worker, make the utmost efforts to bring the murderers to justice and protect the safety of Chinese people in Sudan, according to the statement.

BEIJING, Jan. 16 (Xinhua) -- Chinese Vice President and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau Xi Jinping Friday conferred certificates on graduates of the Party School of the CPC Central Committee.     Xi, also a member of the Secretariat of the CPC Central Committee, heads the school.     Politburo member and director of the CPC Central Committee Organization Department Li Yuanchao and Ling Jihua, director of the General Office of the CPC Central Committee, both members of the Secretariat of the CPC Central Committee, also attended the graduation ceremony.     The ceremony marked the graduation of 577 Party officials from the Central Party School and more than 2,600 graduates from the school's branches.     The Party School of the CPC Central Committee is the highest institution for training high- and middle-ranking party officials and Maxist theoreticians. The School's history dates back to the school of Marxism and Communism set up in March 1933.

The government has begun measures to sustain the economy, such as the four-trillion-yuan stimulus package and interests cuts.     "We are considering taking more measures at proper time. But currently we are most concerned about two issues, migrant workers returning home and employment for graduates," Wen said.     The financial crisis and China's slowing economic growth has forced 4 million migrant workers to return to their rural homes, according to a report from the Chinese Academy of Social Sciences.     The report also said as of the end of this year, 1.5 million graduates are likely to have failed to find jobs, and the country could see an ever tougher employment situation in 2009 as there will be about 6.1 million seeking jobs.     "We are also studying a package to guarantee jobs for graduates and it will kick in soon", Wen said. "The government will encourage major enterprises to increase recruits from graduates, seek more jobs in grassroots, offer opportunities of further study and skill training."     Scientific research projects conducted by companies, institutions and universities should recruit graduates, and companies must not lay off graduates even if times are hard, he added.     Wen reiterated "confidence", saying it is much more important than gold and currency.

A new round of the six-party talks is begun here Monday afternoon for a fresh round of talks on the denuclearization of the Democratic People's Republic of Korea (DPRK).     BEIJING, Dec. 8 (Xinhua) -- Envoys from the six nations gathered in Beijing on Monday for a fresh round of talks on removing nuclear programs from the Democratic People's Republic of Korea (DPRK).     "I propose the talks focus on three issues," Chinese Vice Foreign Minister Wu Dawei said in his opening address late Monday afternoon.     "First, verification; secondly, implementation of the remaining second phase action plan; and thirdly the establishment of a peace and security mechanism in northeast Asia."     The talks, also involving the United States, Republic of Korea(ROK) Russia and Japan, got under way in Diaoyutai State Guesthouse in western Beijing.     "Since our last meeting in July, all parties have kept in close communication and consultation and registered some progress, which China deeply appreciated," Wu said.     Last week, chief U.S. envoy Christopher Hill and his DPRK counterpart, Kim Kye Gwan, met in Singapore. The talks were reported to be substantive, but the two parties failed to reach a deal on sampling of atomic materials.     "We should participate in the meeting with a flexible and pragmatic attitude. We need joint efforts to narrow differences and lay a solid foundation for promoting talks into next phase," Wu said.     The Chinese host also called on the six nations to continue to adhere to the principles of "word for word, action for action" and” phased implementation."     Monday's talk lasted about one hour, with the issue of verification topping the agenda.     "We discussed fuel oil, the issues of disablement schedule and verification," Hill told reporters at China World Hotel Monday night.     "On fuel oil and disablement, there were no really contentious issues," said Hill.     The difficulty lies in how to verify DPRK's nuclear program.     "The Chinese have some ideas on how to approach the issue. What China is trying to do now is to put together a draft and circulate something tomorrow(Tuesday)," Hill said.     "It has to do with the verification. The key element will be what we did in Pyongyang. As you know we want to see some further definitions of this."     Sunday night, the U.S. envoy said the objective of this round of talks was to produce a verification protocol and a clear road map of what parties need to do to complete the verification.     Under an agreement reached at the six-party talks in February 2007, the DPRK agreed to abandon all nuclear weapons and programs. It promised to declare all its nuclear programs and facilities by the end of 2007. In return, DPRK would get diplomatic and economic incentives.     The six parties agreed to a disarmament schedule in October 2007. The DPRK said it has slowed down that process because of sluggish economic compensation.     On Saturday, DPRK vowed to ignore Japan at the talks, citing Tokyo's refusal to send aid to the country as part of the agreement.     Before Monday's talks began, the Chinese delegation held a series of preliminary bilateral meetings with the other five parties.     Despite recent tensions, the DPRK and ROK delegations also held a rare bilateral meeting before the talks opened.     Launched in 2003, the six-party talks was a vice-minister level mechanism aimed at denuclearizing the Korean Peninsula. BEIJING, Nov. 26 (Xinhua) -- China's State Council, or the Cabinet, said on Wednesday that more efforts would be made to encourage enterprises to upgrade technology and engage in independent innovation.     It also said there would be policies to promote merger and acquisition among enterprises.     The policies were clinched at an executive meeting of the State Council, presided over by Premier Wen Jiabao. The meeting was held to discuss measures to address difficulties faced by enterprises and promote economic growth and deliberate plans to reform finished oil pricing mechanism and fuel taxes and fees.     According to the meeting, plans would be drawn up to help some key industries, including steel, auto, ship manufacturing, petrochemical, light industry, textile, nonferrous metals, equipment manufacturing and information technology.     The meeting urged banks to increase credit supply to help small and medium enterprises overcome difficulties.     To offset adverse global economic conditions, the State Council on Nov. 9 has announced a 4 trillion yuan (585.7 billion U.S. dollars) stimulus package to boost domestic demand. This will be combined with other boosting measures, such as loosening credit conditions and cutting taxes.     The huge amount of money will be spent over the next two years to finance programs in 10 major areas, such as low-income housing, rural infrastructure, water, electricity, transportation, the environment, technological innovation and rebuilding after several disasters, most notably the May 12 earthquake.     The State Council also discussed the reform plans of finished oil pricing mechanism and fuel tax and fees at the meeting. It decided to make public the two draft reform plans to solicit public advice.     According to the National Development and Reform Commission, the government has been studying a fuel tax to replace the current road tolls imposed upon vehicles.     The long-awaited fuel tax and fee reform was first proposed in 1994.     The State Council meeting also reached decisions to increase the storage of key materials and resources, accelerate development of the service industry and enhance measures to promote employment and social security.     More education and job training would be provided among the government's efforts to increase employment. This education and training should also cover the lay-off workers and rural laborers who returned from cities because of unemployment, according to the meeting.
