BEIJING, March 10 (Xinhua) -- The National Development and Reform Commission (NDRC), China's top economic planning agency, said on Monday the country's combined edible vegetable oil consumption stood at 23 million tons in 2007, 2 million tons more than a year earlier.     The country's total market supply last year reached 23.8 million tons, according to a statement on the NDRC website.     The NDRC said the current demand and supply of edible vegetable oil on the domestic market were balanced and could meet citizens' needs.     However, the NDRC and the State Grain Administration (SGA) called on their local branches to endeavor to maintain stable market supply as international soybean and edible oil prices had risen sharply recently.     The NDRC and the SGA ordered their local branches to accentuate the importance that the import of soybeans and edible vegetable oil would not be disrupted.     Two-thirds of edible oil materials in China, the largest global consumer, relies on imports. According to General Administration of Customs statistics, imports of edible oil and soybean reached 8.38 million tons and 30.82 million tons, respectively, last year, up 1.69 million tons and 2.58 million tons year on year.     The NDRC also asked local governments to track the inventory and price of edible oil price in real time and make efforts to maintain a sound market order.

WASHINGTON - Senior officials from the United States and China are scheduled to hold a twice-yearly dialogue in Washington this week on bilateral and multilateral issues, AFP reported Monday, citing a statement by the US State Department. US deputy secretary of state John Negroponte and China's Executive Vice Foreign Minister Dai Bingguo will lead their teams to the two-day US-China "senior dialogue" beginning Wednesday, said the statement. The dialogue is expected to cover the countries' bilateral relations as well as a range of key global issues, including security in Northeast Asia, energy and the environment, Iran and the conflict in Sudan's Darfur. The dialogue "is an important forum for both countries to discuss issues of strategic and political importance, including how to achieve our common goals," according to the statement. US President George W. Bush and Chinese President Hu Jintao agreed in 2004 during a summit of the Asia Pacific Economic Cooperation ( APEC) forum to hold the talks among their officials as part of efforts to improve ties. US-China ties are clouded by a variety of issues, including US accusations that China is keeping its currency undervalued. Currency concerns dominated a US-China "strategic" economic dialogue last month led by Chinese Vice Premier Wu Yi and US Treasury Secretary Henry Paulson even as unveiled measures to boost trade and investment ties.Despite criticism from the US in particular, Chinese officials contend that currency reforms are moving as quickly as the developing economy and financial system will allow.

A leading Chinese trade union for journalists is considering action against a bogus "official" website for the organization. The website -- www.acja.cn -- runs genuine news industry information and links, as well as the emblem of the All-China Journalists Association (ACJA), the ACJA announced in Beijing Wednesday. "The fake website claims it is the website of the ACJA and uses the emblem of ACJA on their website," Gu Yonghua, ACJA party secretary said. "Under the name of ACJA, it even runs recruitment advertisements, carries advertisements and operates other business," Gu said. "The website has infringed on the rights of the ACJA," Gu said, warning Internet users to avoid the bogus site. The ACJA, formerly the China Youth Journalists Association, was founded in Shanghai on Nov. 8, 1937. The association, as a national association for Chinese journalists, has 223 local association members representing750,000 Chinese journalists. The genuine website for the ACJA was just opened in February. The fake website carries the claim that it opened 10 years ago and is planning to go public. It is linked to several media websites, including The People''s Daily and the Washington Post. Search engines like Google and Baidu are also on its webpage. However, the server and operators of the website are still unknown, sources with ACJA said. The ACJA was contacting the Ministry of Information Industry and other government agencies to identify the operators and servers and would take legal action against the website if necessary, said ACJA sources.

Shanghai -- British Prime Minister Gordon Brown hailed a new era of environmental cooperation between Britain and China on Saturday and called for a renewed drive for a world trade deal.Brown visited a highly efficient gas-fired power station in Beijing and studied the plans for an environmentally friendly town to be built near Shanghai to underline his keenness to cooperate with China on fighting global warming."We now enter this new era of environmental cooperation," Brown told a news conference in Shanghai after listening to a presentation on Dongtan, billed as the world's first eco-city.Construction is due to start early this year at Dongtan, designed by British engineering firm Arup. It will use renewable energy and will not allow gasoline-fuelled cars.It is the first of a number of low-carbon eco-towns being planned by both Britain and China.Brown, who flies to India on Sunday, pleaded for progress in slow-moving talks on a new world trade agreement."I would like the talks which have now been stalled for some months to resume," he said.All sides would have to compromise to reach a deal but the differences can be bridged, Brown said."In the next few weeks I will ... talk to all the potential players as I've done with the Chinese government, as I will do tomorrow with the Indian government, (about) the importance of us moving forward to a trade agreement as soon as possible."

Businesses in the Taihu Lake area will have to pay heavy fees to discharge pollution into the lake and nearby waterways this year, officials from the Jiangsu environmental protection bureau said Thursday.The new regulation, approved by the State Environmental Protection Administration and the Ministry of Finance last month, is the first of its kind in the country. However, those that do not use up their quotas are welcome to trade the difference with other companies.

China will gradually sell its planned 1.55 trillion yuan (3.6 billion) in special domestic bonds to finance its overseas investment agency, a senior central bank official was quoted on Monday as saying. The country's stock market has been hit by the bond issue plan, approved by China's parliament on Friday, as investors feared such a move would suck funds from the market. "The plan will be carried out gradually according to its monetary policy," Yi Gang, assistant governor of the People's Bank of China, told the Shanghai Securities News. Yi reiterated the Finance Ministry's view that the bond issue would have only a neutral impact on the domestic economy, the newspaper said. The Finance Ministry indicated on its Web site on Friday that it would issue the bonds directly to the central bank in exchange for part of the .2 trillion in foreign currency reserves under the central bank's control. No specific timetable was given for the sale of the bonds, but the increase in this year's debt ceiling suggests they will all be issued this year.

KUNMING - A comprehensive research and preservation facility for the germplasm of rare and endangered plants,wild animal species and microorganisms was completed on Sunday in southwest China's Yunnan Province. With an investment of 148 million yuan (US.5 million) over the past two years, the "Southwest China Germplasm Bank of Wild Species" facility was established by the Kunming Institute of Botany (KIB) with the help of the Chinese Academy of Sciences (CAS). "The bank will be a key player in China's biotech industry and a pioneer in the nation's biodiversity conservation and bioresource development strategy," Chen Zhu, vice president of CAS, said at the inauguration ceremony. According to the KIB, the bank sees itself as a leading storage facility of Asian species within 15 years of its foundation, and expects to make significant contributions to the development of the biotech industry and life science research by providing valuable resources, information and expertise. Within the next five years, the bank is expected to collect 6,450 wild species, 4,000 of which will be plant seed species. Within 15 years, its collection will reach 19,000 species. The bank comprises a seed section, an in-vitro micro-propagation unit, a microorganism bank, an animal germplasm bank, a DNA bank, an information center and a garden. Stretching across an undulating landscape and climatic zones ranging from the tropical to the frigid, Yunnan is home to a multitude of plant species linked together by a complex network of phylogenetic relations, and accounts for more than 50 percent of China's plant diversity.
