BEIJING, June 5 (Xinhua) -- China will continue its massive elimination of backward industrial facilities in 2009 to save energy and cut pollution in its bid to address climate change, the government said Friday.     China aims to close down small coal-burning power stations with a total generating capacity of 15 million kilowatts, according to an action plan approved by a joint meeting of the national steering committee for responses to climate changes and the State Council steering committee for energy-saving and emission control Friday.     China will continue to eliminate obsolete capacity in key industries, including 10 million tonnes in iron-making industry, 6million tonnes in steel industry, and 50 million tonnes in cement industry, said the plan examined at the meeting presided by Premier Wen Jiabao.     The meeting decided to adopt more measures, including stricter energy efficiency and environmental assessments, to control the expansion of industries that consumed excessive energy and discharged pollutants. New sewage treatment projects will treat 10 million cubic meters of waste water.     The government would also publicize local government efforts to reduce energy consumption, improve supervision and enhance cooperation with international agencies to develop alternative energies and low-carbon technologies.     The government has set a goal to reduce energy consumption per 10,000 yuan (1,464 U.S. dollars) of gross domestic product (GDP) by 20 percent from 2006 to 2010.     In the three years to 2008, energy consumption per unit of GDP fell 10.1 percent, according to the State Council. That means saving 300 million tonnes of standard coal and cutting carbon dioxide emissions by 750 million tonnes.     Emissions of sulfur dioxide in the same period fell 8.95 percent, and chemical oxygen demand (COD), a measure of water pollution, was down 6.61 percent.

"Rather than setting up a plant in China, Tengzhong will use the current facilities including their employees in the United States," said Zhao Xiaolu, spokesman for the ongoing transaction for Tengzhong, a leading manufacturer of road, construction and energy industry equipment based in southwest China's Sichuan Province,     Zhao works for the Brunswick Group, which is handling the public relations matters for the Tengzhong deal. Tengzhong's managers were not available for comment on the transaction, which was disclosed Tuesday, a day after GM filed Chapter 11 bankruptcy. The Chinese buyer will also assume existing dealer agreements relating to Hummer's dealership network.     Tengzhong CEO Yang Yi said in a statement Tuesday that the company will "allow Hummer to innovate under the leadership and continuity of its current management team".     James Taylor, Hummer chief executive officer, went to Chengdu City and Deyang City, Tengzhong's current base and new base under construction, to discuss project cooperation with local officials in March.     "This transaction, if successful," said Taylor in a statement Tuesday," will allow us to embark on a more aggressive global expansion, ensuring a successful future with our new partners."     According to Zhao, Tengzhong will use internal fund and bank loan to make the transaction, which will be a "strategic move for the company to expand into the premium off-road vehicle segment". Formed in 2005 through a series of mergers, Tengzhong currently has more than 4,800 employees.     "It is probably more attractive for Chinese enterprise like Tengzhong to learn from the foreign brand's past successful experience in research, design, marketing and service," said Guo Guoqing, a professor with the School of Business, Renmin University of China.     Xu Zhaohui, head of the Sichuan Provincial Department of Commerce, said the officials will "strive to serve the transaction", which is expected to close in the third quarter of this year and is subjected to customary closing conditions and regulatory approvals.     In recent years, there have been several headline purchases of foreign auto brands by Chinese enterprises. In the first quarter, almost 2.68 million vehicles were sold in China, which marked a 3.88 percent increase year on year.     However, not all foreign auto brands revived under Chinese management. In February, a Seoul court granted Ssangyong Motor bankruptcy protection. SAIC was deprived of management control despite its 51 percent ownership.     "Declining asset prices amid the financial crisis do not always mean a good bargain for the buyer," said Zhang Zhiyong, the chief adviser on auto market with Mingyuan Consultancy in Beijing, "a Chinese automaker should choose a foreign brand with conforming strategy and similar culture for possible acquisition."     The fuel-hungry brawny Hummer also pose new challenges for Tengzhong to control cost and boost competitiveness after takeover. URUMQI, July 11 (Xinhua) -- The Xinjiang branch of China Charity Federation said Saturday it had received 2.03 million yuan (297,218 U.S. dollars) in donation from all walks of life for victims in the Urumqi riot.     The single largest donation is 200,000 yuan from the Xinjiang company of China Pacific Life Insurance Co., Ltd., said the federation.     Wu Jie, an employee of the insurance company, said she would like to do something for the dead and injured people. "We need to comfort the families of the dead and help the people who need medical treatment."     Maolaxifu Rishat, a businessman of the Tartar ethnic group who was the first to propose a comfort fund for riot victims, donated 5,200 yuan on behalf of 14 donators from 14 different ethnic groups.     "We pray for national unity in Xinjiang, so that we can have a peaceful and harmonious environment," he said.     Urumqi Public Transport Group, which suffered 37.6 million yuan as hundreds of its buses were torched or smashed, received 3.38 million yuan in donation from enterprises in the city. Five bus drivers of the group were killed by mobs and 57 others injured.     The riot in Xinjiang on July 5, the worst in six decades, caused a severe shortage of blood at local hospitals where more than 1,000 injured people were rushed in.     Shortly after the shortage was reported, many citizens rolled up their sleeves to donate blood.     On Friday, Urumqi's blood center announced the shortage had been eased, but donors continued to pour in.     A total of 1,315 people from 13 ethnic groups had come to the blood collection stations to donate 400,000 milliliters of blood as of 10 p.m. Friday. More than 1,000 other people have made appointments with blood collection centers to donate blood in the coming days.

URUMQI, July 14 (Xinhua) -- Abdul'ahat Abdulrixit, vice chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said Tuesday that ethnic unity was the "basic benefit" for all the people in Xinjiang.     "Ethnic unity is the basic benefit for the 21 million people of various ethnic groups in Xinjiang... and these people have a long tradition of loving and supporting each other," Abdul'ahat Abdulrixit told Xinhua in an interview in Urumqi Tuesday.     Abdul'ahat Abdulrixit, an ethnic Uygur, was born in 1942 in northwest China's Xinjiang Uygur Autonomous Region. He joined the Communist Party of China (CPC) in 1960 and was elected CPPCC National Committee vice chairman in 2008. The UN should respect the jurisdiction of its member state," Liu said.     He said China has time and again stressed that the secretary-general's good offices are a process and his visit is a part of the efforts.     Ban had in-depth talks with top leaders of Myanmar, directly conveyed to them the concern of the international community and enhanced mutual trust between Myanmar and the UN, Liu said.     "This will play an important role in encouraging the Myanmar side to maintain the current momentum and promote the democratic process according to the established plans," Liu said.
