BEIJING, Jan. 26 (Xinhua) -- Finance Minister Xie Xuren said Monday there would be growing difficulty balancing China's budget this year, and he urged officials to avoid unnecessary spending.     In a Lunar New Year greeting on the ministry's homepage, Xie said that the external and internal conditions affecting China's social and economic development in 2009 were "very severe" and more difficulties had to be overcome to achieve "steady and relatively fast" economic growth.     Xie said government funds should be used efficiently as the government carried out an active fiscal policy to support public investment while cutting taxes.     To stimulate the economy, the government has raised export tax rebates three times since July, increased farm subsidies and endedthe value-added tax for equipment purchases -- a move that's expected to reduce companies' tax bills by 120 billion yuan (about 17.4 billion U.S. dollars) a year.     Moreover, the threshold for individual income tax, which now stands at 2,000 yuan per month, is likely to rise.     Although 2008 fiscal revenue grew an estimated 19 percent from 2007 to some 6 trillion yuan, the economic slowdown, falling corporate profits and tax cuts drove down fiscal revenue in the second half of last year.     Last year, the economy grew 9 percent year-on-year, ending a five-year period of double-digit growth.     Xie said earlier this month that the fiscal decline might continue this year. The Finance Ministry has imposed tighter controls on the general administrative expenditure of local governments.     For example, local governments have been ordered to limit the year's spending on car purchases, meetings, catering and overseas travel to no more than the amounts spent last year.     Jiangxi Province has urged officials to avoid unnecessary travel and vowed to cut meeting outlays by 20 percent from the 2008 level, catering expenses by 10 percent, and international business travel costs by 10 percent.     Many local governments, meanwhile, said they would step up investment spending in 2008. Shaanxi Province, for example, said it planned to invest 40 billion yuan in education, job re-training, public sanitation and social security, up 21 percent from last year, while Henan Province will invest 40 billion yuan to raise living standards.     These and other local governments announced investment plans after the central government put together a 4-trillion-yuan stimulus package in response to ebbing growth.

BEIJING, Nov. 5 (Xinhua) -- Chinese industry faced a grim situation, as the global financial crisis would have a deep impact on the industrial and information technology sectors, a senior official warned on Wednesday.     Zhu Hongren, an official with the Ministry of Industry and Information Technology, said the country needed to increase investment in key areas and weak points of the industrial economy. The government should maintain a reasonable investment scale and step up technical innovation.     He said the imbalance between weakening demand and expanding capacity would become more problematic as the crisis spread. Labor-intensive and export-oriented businesses would be hurt as prices of energy and raw materials would continue fluctuating.     Among others, the electricity, textile and non-ferrous metal industries had already sustained heavy losses, with 18.3 percent of large industrial companies losing money during the first eight months of the year.     Industrial output growth fell to 11.4 percent in September, the lowest since April 2002. Power generation and oil production grew a mere 3.4 percent and 3.7 percent, respectively, while steel output fell 9.1 percent year-on-year.     In the first three quarters, the value of industrial exports rose 15.7 percent, which was 6.1 percentage points less than a year earlier.

BRUSSELS, Jan. 30 (Xinhua) -- China and the European Union (EU) on Friday vowed to further enhance their partnership and deepen cooperation in various fields.     In a joint declaration issued after Chinese Premier Wen Jiabao's visit to Brussels, the two sides emphasized the importance of the strategic partnership in face of globalization and the current volatile international situation.     The document says that the China-EU relationship has gone beyond the bilateral domain and is increasingly of global strategic significance. "Both sides are of the view that it is imperative to further improve the China-EU comprehensive strategic partnership, which reflects the common wishes of the two sides and are in their interests," says the declaration. BEIJING, Nov. 27 (Xinhua) -- China's Party discipline watchdog Thursday vowed to put government-funded projects under scrutiny when the country is investing 4 trillion yuan to stimulate the economy.     "We would try to prevent corruption, when a project is tabled for review and approval, when the land is allocated to it, when a public bidding is held for contractors," said He Yong, deputy secretary of the Communist Party of China Central Commission for Discipline Inspection (CCDI), at a meeting here Thursday.     Besides government-funded ones, other projects with state investment would also be the top priority, he said.     The CCDI would issue a set of rules to regulate business activities and officials' work as soon as possible, he said. For instance, it would push local governments to publicize urban planning documents, which listed infrastructure projects to be implemented, and issue detailed rules to protect fair play in public bidding.     To curb graft in this field, discipline officers would also target commercial bribery, which has implicated officials.     They will establish a database specially for commercial bribery cases. A company involved in such cases would be excluded from any business, He said.     On Monday, the CCDI also issued a statement jointly with the National Development and Reform Commission (NDRC), the Ministry of Supervision, the Ministry of Finance and the National Audit Office to ensure close supervision on the stimulus package.     The statement said two dozen inspection teams will be sent to follow projects funded by the package.

BEIJING, Jan. 24 (Xinhua) -- China Saturday expressed "serious concerns" over India's anti-subsidy investigation on sodium nitrite on Jan. 14 and probe into the special safeguard measure of sodium carbonate on Jan. 16.     Following bilateral consultations, China has urged domestic businesses to contact their Indian peers and solve trade issues through talks and cooperation, Yao Jian, spokesman of the Ministry of Commerce, said in a statement.     But India didn't respond to Chinese efforts and launched its first anti-subsidy probe over Chinese-made sodium nitrite, Yao said. "China expresses dissatisfaction over it," he noted.     China also expressed resolute opposition to India's probe into the special safeguard measure of sodium carbonate, the spokesman stated.     The probe not only hurts the legitimate rights and interests of Chinese businesses, but has negative impact on the stable bilateral trade relations, Yao said.     The current global financial crisis has serious impact on the economies worldwide and all nations need to boost cooperation in fighting the crisis, he said.     China hoped that India could show prudence and restraint in using trade remedies, as trade protectionism could only add to the grim world trade situation.     He added that China and India should step up consultations and promote cooperation among industries from the two developing nations.

BEIJING, Dec. 12 (Xinhua) -- Diplomats of China and the United States on Friday met in Beijing to discuss issues concerning central and south Asia.     China's Vice Foreign Minister Li Hui and Assistant Foreign Minister Hu Zhengyue respectively held consultations with U.S. Assistant Secretary for South Asian Affairs Richard Boucher, according to a statement released by the Chinese Foreign Ministry.     The consultations went on under the framework of China-U.S. Strategic Dialogue, which was initiated in 2005.     Both sides introduced their views and policy objectives on central and south Asia and pledged to continue consultations and coordination as a way of promoting peace, stability and development in those regions.

BEIJING, Oct. 15 (Xinhua) -- China and Pakistan on Wednesday signed more than 10 deals ranging from trade and minerals to agriculture and satellites.     The package of agreements came out of a two-hour summit at Beijing's Great Hall of the People as China rolled out the red carpet for Pakistan President Asif Ali Zardari, who is on his first state visit to the country since taking office in September. He also appreciated Pakistani efforts in backing Beijing's hosting of the Olympic Games.     Zardari reaffirmed Pakistan's adherence to the one-China policy and support of China's peaceful reunification,     They also agreed on enhancing coordination and collaboration on international and regional issues, cooperating on addressing global challenges and ensuring peace, stability and development in the world.     As part of his four-day trip, Zardari is also scheduled to meet with other Chinese leaders, including top legislator Wu Bangguo, Premier Wen Jiabao and top advisor Jia Qinglin on Thursday.
