BEIJING, July 5 (Xinhua) -- The Chinese government has allocated more than 126 million yuan (about 18.4 U.S. dollars) for disaster relief in six worst rainstorm-hit provinces, autonomous regions or municipalities in south China, the Ministry of Civil Affairs said here Sunday.     The six provinces, autonomous regions and municipalities include Guangxi, Jiangxi, Hunan, Hubei, Guizhou and Chongqing.     A total of 5,200 tents were also sent to Guangxi, Jiangxi and Hunan to provide shelter for the people displaced there, the ministry said.     While Beijing and neighboring provinces are fighting heat waves, the southern half of the country has been drenched in rain or flood since late June.     The latest round of rainstorms and flood, also this year's worst according to the ministry, had battered 12 provinces, killing 75 people and leaving another 13 missing and 938,000 homeless as of 4 p.m. Sunday.     Close to 40 million people were affected by the rainstorms and the flood, it said, adding that a total of 101,000 houses were toppled in the flood, causing over 13 billion yuan (about 1.9 billion U.S. dollars) in direct economic losses, it said.

RAMALLAH, June 23, (Xinhua) -- With more than 30 years of involvement in the work related to the Middle East issue, China's new special envoy to the Middle East Wu Sike said on Tuesday that he'll employ his personal experience on the region to help fulfill his mission.     Wu arrived in the West Bank city of Ramallah on Tuesday, starting the second leg of his first regional tour as China's new special envoy.     Upon his arrival, Wu told Xinhua that Chinese and Palestinian peoples have a traditional friendship, China has been long supporting the righteous Palestinian cause, with the positive sign emerged recently on the peace issue, China, along with the international community, is concerning on how to revive the peace process and push forward the process toward a final solution.     With this concern, Wu said the aim of his trip is to know the attitude and response of all sides involved in the peace process on the newly emerged situation, lay out China's stance on the issue, and exert efforts to boost the process with all sides in coordination.     Touching upon the issue of the internal Palestinian dispute between factions, mainly the rival Fatah and Hamas, Wu said Palestinian unity is crucial to solve the Middle East issue.     "Hamas is a major Palestinian faction, which enjoys strong public support," said the envoy, adding that, "it'll be important if Hamas can take an positive attitude toward the peace process and involved in it."     Wu said China is willing to see the success of the internal Palestinian dialogue, and is ready to make efforts on helping Palestinians to achieve national unity.     Wu, former Chinese ambassador to Egypt, was appointed as the special envoy in March this year to replace Sun Bigan.     He has been director of the Department of West Asian and North African Affairs of the Foreign Ministry, ambassador to Saudi Arabia and Egypt, and also the first Chinese plenipotentiary to the Arab League.     Citing his three-decade long diplomatic experiences in the region, Wu said that he witnessed both the disasters and losses caused by conflicts and the development, stability and opportunities brought by peace tracks between countries in the region.     "The contrast between the two tracks makes me convinced that military confront could not bring about the resolution of the Middle East issue, and the only way out is through peace negotiations," said the envoy.     Bearing the belief, the envoy said he will discuss both his personal experience and China's stance on the Middle East issue with all sides during his mediation, and actively involve in the peace process to fulfill his mission. 

BEIJING, April 24 (Xinhua) -- The People's Liberation Army (PLA) Navy should comprehensively push forward its modernization to constantly enhance its capability to carry out its missions in the new century and new phase, Chinese President Hu Jintao said here Friday.     Hu, also chairman of the Central Military Commission, made the remarks when meeting with veteran officers and model soldiers of the PLA Navy Friday night, a day after the 60th anniversary of the founding of the PLA naval force.     Hu first paid respects to the veteran officers and model soldiers for their contributions to the development of the navy and extended regards to all members of the navy. BEIJING, May 8 (Xinhua) -- China on Friday honored dozens of military organizations and individuals for their contribution to the nation's quake relief or scientific research work.     President and Chairman of the Central Military Commission Hu Jintao signed a decree awarding merits to 15 organizations and 28 individuals with the People's Liberation Army (PLA).     Three classes of merits were meted out in accordance with the receivers' contribution.     Ten units and individuals were cited for their relief efforts after the 8.0-magnitude earthquake struck southwestern China on May 12 last year, two for "remarkable troop building," five for "achievements in major scientific experiments," two for artist creations and the rest for achievements in scientific researches, according to the decree.     In a separate decree signed by Hu, four other soldiers and officers were awarded honorable titles as being "model examples" for their peers.     One of them, Meng Xiangbin, was given the honor posthumously as he was drowned while trying to save a suicidal woman from a river in eastern Zhejiang Province in 2007.

BEIJING, June 25 (Xinhua) -- Chinese President Hu Jintao raised a five-point proposal Thursday to advance the Sino-Turkish friendly and cooperative relationship to a higher level.     Hu put forward the proposal on promoting the Sino-Turkish partnership on the basis of mutual respect, mutual trust, equality and mutual benefit as well as common development, when talking with visiting Turkish President Abdullah Gul at the Great Hall of the People in Beijing. China was willing to work with Turkey to strengthen political ties, said Hu, adding that the two governments should strengthen communication and coordination and support each other on important issues concerning their core interests.     Their legislatures and parties should continue to conduct multi-level exchanges, so as to promote understanding and friendship. CHONGQING, June 6 (Xinhua) -- Rescuers set off a blast in the debris of a landslide Saturday in an effort to open up a shaft to reach the 27 trapped miners in southwest China's Chongqing Municipality.     Rescuers ignited explosives at 8:07 p.m. at a location calculated by experts to reach the shaft where the miners were believed to be buried.     More blasts are needed as about 1.5 million cubic meters of rock and dirt slumped 600 meters from a nearby mountain Friday afternoon, covering up the entrance to the mining pit.     Experts said ventilation, food and water could not be sent into the shaft and the air underground could only support the miners for about seven days.     Experts are still busy surveying and revising plans of future blasts.     So far, 72 people, including 21 local residents, the 27 trapped miners and 18 miners who worked on the ground, two telecom company workers and four passers-by, remained missing.     The accident happened at about 3 p.m. Friday at an iron ore mining area of Jiwei Mountain in Tiekuang Township, Wulong County, about 170 kilometers southeast of Chongqing's downtown.     Chinese vice-premier Zhang Dejiang inspected the site early Saturday morning, asking rescuers to try their best to save life while avoiding secondary disasters. Experts are called on to find out the causes of the landslide.

Crude oil futures have risen 60 percent to more than 70 dollars a barrel this year from a July record on signs of a global recovery.     However, economists and analysts believe this round of price hike will not have any direct and obvious impact on the Chinese economy, which is largely fueled by coal.     "As China only needs oil to supply 20 percent of its energy consumption, costlier oil will not make things as bad as costlier coal," said Lin Boqiang, director of the China Center for Energy Economics Research at Xiamen University.     "However, the economy will be hurt if higher crude prices drive up coal prices," Lin said.     In addition, China's consumer prices fell for a fourth month in May, making it easier for the government to raise oil prices, said Niu Li, senior researcher at the State Information Center.     The price hike comes amid a surge in demand for automobiles in the world's third-largest economy. Passenger car sales rose 47 percent in May to 829,100 units, the biggest jump since February 2006.     Chen Zheng, an auto industry analyst with China Securities Co, believed that consumer demand would not be seriously dampened by this round of price hikes, as China's car owners are largely social elites, who can afford the moderate increases in gasoline prices.     "But if oil prices continue to surge, I'm sure many people will stop buying new vehicles, especially the high-emission cars," Chen said.     PetroChina and Sinopec, two major oil producers, went high shortly after opening, but closed with smaller gains, up 0.28 percent and 0.66 percent to 14.48 yuan and 10.66 yuan respectively in Shanghai Tuesday.

BEIJING, June 27 (Xinhua) -- China's monthly power generation is expected to rise for the first time in June, after eight months of declines, said the National Development and Reform Commission (NDRC) Friday on its website.     The top planning agency based the forecast on statistics collected by State Grid and China Southern Power Grid from June 1 to 23.     Due to increasing economic activity and high temperatures, daily power generation topped 10 billion kilowatt hours for nine days during mid-June and exceeded 10.80 billion kw/hrs on June 23 -- the highest this year, said the NDRC.     Eight provinces and regions set power records from June 1 to June 23: Hebei, Hubei, Jiangxi, Sichuan, Yunnan and Hainan provinces and Guangxi Zhuang Autonomous Region and Xinjiang Uygur Autonomous Region.

BEIJING, May 30 (Xinhua) -- China's central authorities issued a circular here Saturday urging candidates to practice fair play in direct elections of village heads amid complaints of bribery and other dirty tricks to win votes.     "The villagers' committee election work in some rural areas is not properly conducted as bribery situation is grave and seriously harms the impartiality of election," said the circular jointly issued by the General Office of the State Council and the General Office of the Communist Party of China (CPC) Central Committee.     According to the circular, candidates' behaviors must be "strictly regulated". Punishment ranging from disqualification from election, removing current post to criminal penalty will be given to those who try to win votes from villagers with money, violence or intimidation and those who cheat in vote count.     Villagers have the rights to report any improper behaviors of the candidates and such reports should be investigated and managed immediately, the circular said.     "Currently, the country's rural areas are experiencing fresh reform and farmers' ideas are also undergoing deep changes," said the circular." Improving the work of election will help ensure villagers to practise their rights and develop grass-root democracy."     In addition, government organizations at provincial, city, county and township levels should set up special departments to regulate and guarantee the smooth run of village elections.     According to the circular, related organizations are also urged to "carefully" deal with post-election issues, such as auditing the work of former villagers' committees, ensuring former committee members' social welfare and even comforting candidates who lose.     A villagers' committee in China's countryside is a mass organization of self-management comprising local villagers, usually five members that manage village affairs.     China has introduced the practice of self-administration and direct elections at village levels since the Organic Law of Villagers' Committees was enacted in 1988.     The law, which sets out basic principles to ensure democracy at a local level, states that any villager aged 18 years or over has the right to vote or stand as a candidate.

SHANGHAI, July 17 (Xinhua) -- U.S. Commerce Secretary Gary Locke said in Shanghai Friday that he expected cooperation between China and the United Stated in the fields of clean energy technology and carbon emission elimination would benefit both countries in the campaign against climate change.  "I believe there is great opportunity for greater cooperation between United States and China," said Locke, a Chinese American, in his speech at a welcome ceremony jointly hosted by American Chamber of Commerce in Shanghai and the US-China Business Council.     His audience included dozens of Chinese businessmen from across the country and representatives of international corporations with branches in Shanghai.     "I want China and the United States to lead the world and save the planet from irreversible climate change.
