The bomber drove into Kabul's heavily guarded diplomatic quarter during the morning rush, leaving behind chaos and destruction. Most of the casualties were civilians, including women and children, but the dead also included Afghan security guards.
The car hit several electric bicycles, injuring 13 people. Three died after medical efforts failed. Ten people are still being treated, but their injuries are not life-threatening, the police said.
The center added that the possibility of a wide epidemic was extremely low.
The case is drawing attention in a country in which 30 percent of the adult population owns at least one gun. Around 50 organizations have filed friend-of-the-court briefs.
The case was first revealed in a white paper on intellectual property protection published in April and was reported by Chinese media on Saturday.

The case was thrust into the public eye last year when Baiyin police discovered evidence, including DNA, that identified Gao as a suspect in the killings. In preliminary interrogations, police said Gao confessed but gave no motive.
The boys, who were in primary school at the time, were left with their 85-year-old grandma at Shuanglou village in Xingtai.
The blast happened at around 8:40 a.m. Billowing flames and strong heat shattered the glass of passing vehicles, including a bus, causing most of the injuries.
