SINGAPORE, Feb. 16 (Xinhua) -- Singapore's Senior Minister Goh Chok Tong said on Tuesday that China will become even more important globally and Singapore must find opportunities to ride on China's growth.Speaking at the Business China spring reception on Tuesday night, Goh said that China has over the past year weathered the global economic downturn with exceptional resilience.Despite shrinking external demand and rising unemployment, China's timely and bold policy responses have enabled its economy to grow at a sizzling 8.7 percent last year, he said, adding that China is now reinforcing its role as the engine for growth in Asia, if not the world.Goh said that the city state recognized China's potential early, soon after China began to open up its economy in 1978.Because of the early efforts made by the Singapore government and Singaporeans, China is today the city state's third largest trading partner and top investment destination, Goh said.As for riding on China's growth, Goh said that the Singapore government will help its companies gain an even stronger foothold in China, and continue to catalyze business opportunities in China.The seven provincial-level business councils, as well as other high-level dialogues and platforms, help open opportunities for companies, reinforce the Singapore brand name and increase its mindshare in China, Goh said.

HANGZHOU, Feb. 13 (Xinhua) -- Days before its 4,000 employees, mostly migrants, started off upon their annual trips home for the Chinese Lunar New Year, Tiansheng Group, a textile company in the eastern Zhejiang Province, promised pay rises hoping workers would all come back after the holiday."We are expecting a severe shortage of skilled workers this year," said Wei Guoliang, president of the company's trade union. "But it also eats way the competitive edge of thousands of small businesses that used to rely on cheap labor."Besides the worker scarcity, many entrepreneurs are also worrying about the skills and overall quality of their employees.Zhou Xiaoguang, president of a Yiwu-based decoration firm, remembers the dainty products he saw at an exposition in Europe. "Why can't we produce stuff like that? We can spend heavily to buy better equipment and hire better designers, but we don't have high-caliber workers at our production lines."Langsha Group, China's leading producer of socks and stockings, dropped a procurement plan last year for an Italian-made automatic packing machine that could spare the manual work of 30 workers and improve quality."No one is able to run the machine or fix it if it breaks down," said the group's president Weng Rongdi. "Our lack of training for the workers is a big problem.""Like all other Chinese manufacturing companies, we need high-caliber workers if we want to make further breakthroughs," he said.

BEIJING, March 21 (Xinhua) -- Chinese leaders have urged police chiefs across the country to step up their efforts in capability building to do good work in solving social conflicts and safeguarding stability.In his written instruction to a training session for city-level public security bureau heads, Zhou Yongkang, Standing Committee member of the Political Bureau of the Communist Party of China Central Committee, told the police chiefs to strengthen their studies and exchanges, and continuously enhance their management capabilities to push forward the solving of social conflicts.Zhou also called for a harmonious relationship between the police and the people.State Councilor Meng Jianzhu, who is also minister of public security, said at the opening ceremony of the training course on Saturday that public security authorities should explore new measures to enhance their capability in safeguarding national security and social stability.About 470 police bureau chiefs attended the training session which will last for 10 days.

BEIJING, March 16 (Xinhua) -- Chinese President Hu Jintao has commended the heroic deeds of a special policeman, who died on duty at the age of 28, and asked the country to build a special police team with high fighting capacity.Hu made the call in a written instruction to a meeting on Tuesday honoring Shen Zhandong, a special policeman from Zhengzhou, of the central Henan Province.Shen was known for his outstanding performance in many missions, including the rescue work after the deadly Wenchuan earthquake in Sichuan Province and the security work for the Beijing Olympic Games in 2008.Shen died on Jan. 30, the day of his 28th birthday. BEIJING, March 24 (Xinhua)-- China's Ministry of Finance (MOF) announced Wednesday it would issue a batch of ten-year book-entry treasury bonds with a total par value of 26 billion yuan (3.8 billion U.S. dollars) starting on Thursday.The batch is the 7th of its kind the MOF has issued this year. The issue of this batch of T-bonds ends on March 29, according to a statement on the MOF's official website.The bonds would be traded on the interbank bond market and securities bond market from March 31.The bonds have a fixed annual interest rate of 3.36 percent, with the interests to be paid every half year, on March 25 and Sept. 25, respectively, according to the statement.The last interest payments and principals would be paid back together on March 25, 2020, statement said.　 Book-entry bonds are the bonds recorded in the investors' securities accounts called book entries. They can be traded on the open market, and their market prices can deviate from par value.

BEIJING, Jan. 27 (Xinhua) -- The government and enterprises should continue to step up efforts in pollution and emission control to ensure targets set previously are met, according to a meeting of the State Council.The government should "slack no efforts" to cut pollutants and emissions to meet the targets as the situation remains "grave", according to a statement issued Wednesday after the councils' executive meeting chaired by Premier Wen Jiabao.The government set the goal to cut emissions of major pollutants, sulfur dioxide and chemical oxygen demand (COD) by 10 percent from 2006 to 2010, the 11th Five-Year Plan period.According to the meeting, the central task at present is to ensure pollution treatment facilities run normally.Vigorous efforts should be made to cut pollution from sectors including thermal power, iron and steel, non-ferrous metal, cement, paper making making, chemical, brewing and printing and dyeing, it said.The statement said the toughest standards should be applied in the management of water resources to ensure safe drinking water for people.Emissions of sulfur dioxide in China dropped 10.4 percent last year compared with that of 2008, Minister of Environmental Protection Zhou Shengxian said Monday.Zhou said the country's COD and emissions of sulfur dioxide fell for four consecutive years after the targets were set at the beginning of 2006.
