HAIKOU, April 5 (Xinhua) -- Traffic had been resumed on Sunday on the highway that had been flooded by collapse of a small reservoir on March 27, in south China's Hainan Province, local authorities said.     The Wanning section of the province's eastern expressway had been resumed in both directions at 8:00 p.m. after nine days of reconstruction work, said an official with the provincial Communication Department.     The Bofeng reservoir, with a designed water storage capacity of1.02 million cubic meters, collapsed at about 10 p.m. in Xinglong Town, Wanning City.     The ensuing floods washed out a slip road to the province's eastern expressway and swept away two cars, injuring three people in the vehicles.     The water also inundated 20 hectares of farmland and caused slight damage to three riverside houses.     The municipal water conservancy administration had claimed that only 100,000 cubic meters of water burst from the reservoir. However, Chen Xingzhang, secretary of the CPC municipal committee of Wanning, doubted its credibility.     Vehicles had to detour around the flooded road over the past days.     The reservoir was being reinforced at the time of the accident. An investigation showed that workers of a company in charge of the project exploded part of the cofferdam before the water dropped to the safety level, which led to the collapse. The scheme had no approval from authorities at the time.     The construction contractor, Hongda Water Conservancy Projects Co, Ltd., based in Henan Province, and the project supervising company, Hainan Institute of Water Conservancy and Power Construction Survey and Design, were banned from carrying out further business in the city.     Police have detained four project workers in connection with alleged safety violations that led to the collapse in the province, the local Communist Party of China (CPC) committee said Monday.     Chen Ruchuan, former head of the water conservancy administration of Wanning City, and two deputy heads, were also sacked from their posts Monday, according to the Wanning municipal committee of the CPC.     The local government has been working on a plan to compensate people affected in the accident.

BEIJING, Feb. 17 (Xinhua) -- China and Russia on Tuesday signed seven agreements on a package cooperation program for energy resources.     The agreements include a pipeline construction project, a long-term crude oil trading deal and a financing scheme between the China Development Bank and the Russia Oil Pipeline Transport Company, according to a source with the Chinese Foreign Ministry. It was sharply down from 44.3 percent of growth rate in 2007, according to data from the General Administration of Customs.     Russia's gross domestic product (GDP) grew only 5.6 percent year-on-year in 2008 because of the financial crisis and drastic decline in income from oil exports. The growth rate was 2.5 percentage points lower than a year-earlier level.

CHANGSHA, March 30 (Xinhua) -- Chinese Vice Premier Li Keqiang on Monday called for faster construction of affordable housing.     "In the affordable housing projects lie the immediate interests of the people, especially low-income families," said Li at a working conference on the issue in Changsha, capital of the central Hunan Province.     He said affordable homes could increase investment and stimulate consumption, and were an important measure to deal with the global financial crisis and to maintain economic growth.     The government has pledged that 7.5 million affordable homes will be provided in cities, and 2.4 million in forest districts, reclamation areas, and coal-mining regions by the end of 2011. This year, 2.6 million urban and 800,000 rural homes would be built. Another 800,000 rural homes in poor condition will be renovated.

BEIJING, April 16 (Xinhua) -- Chinese Premier Wen Jiabao said Thursday that government stimulus moves had begun to produce results and the economy was now in "better-than-expected" shape.     Wen's remarks at a cabinet executive meeting came after the government said there had been positive economic changes, even though the economy grew just 6.1 percent in the first quarter, the slowest pace in a decade.     The premier cited pick-ups in investment, consumption and industrial output, abundant liquidity in the banking system, and improved market expectations as signs of those "positive changes."     The National Bureau of Statistics said Thursday that first-quarter industrial output grew 5.1 percent year on year, with a rise of 8.3 percent in March.     It also said fixed asset investment rose 28.8 percent to 2.81 trillion yuan (413.2 billion U.S. dollars), with real growth exceeding 30 percent, while retail sales grew 15 percent to 2.94 trillion yuan.     Such positive changes indicated that the government's macroeconomic policies, taken since the second half of last year, have been "timely, powerful, and effective," said Wen, who presided over the meeting.     China announced a 4-trillion-yuan stimulus package last November to boost domestic demand, slashed interest rates five times since last September, unveiled support plans for 10 key industries, and projected a record fiscal deficit of 950 billion yuan this year.     These measures were prompted by a collapse in exports as the global downturn took its toll on the world's fastest-growing economy.     China's economic growth cooled to a seven-year low of 9 percent last year, ending five years of double-digit expansion.     "However, we must also be clear-headed and understand that grounds for the country's economic recovery are not solid enough yet, as circumstances both at home and abroad remain grim," Wen warned.     He said that global financial turmoil was still spreading, and was exerting a deepening influence on the national economy.     The premier cited continued falling in external demands, oversupply in some sectors that would suppress industrial output growth and worsen corporate earnings, reluctance in private investment, increased difficulty in raising farmers' income, the dwindling fiscal revenue, and the acute pressure to create enough jobs.     He warned against blind optimism and called for unslackened efforts to achieve the country's goals of social and economic development.     China is aiming to achieve an 8-percent growth this year, which has long been held as essential for the populous developing nation.     "We should anticipate more risks and difficulties ahead, expect a longer time frame within which we would be able to overcome the crisis, and get prepared with more satisfying measures."     The government would focus on following moves, according to the premier.     -- To bring into play measures aimed at expanding investment.     The country would soon cash in the third batch of pledged central government investment. The central government has so far cashed in 230 billion yuan (33.8 billion U.S. dollars), which is part of the 4-trillion-yuan stimulus package.     The government would also revise government approval of investment projects -- or loosen government grip on investment project approval, to encourage private investment, and would continue the work on stabilizing and expanding foreign investment.     -- To expand consumption, and consumer spending in particular.     The country would continue to improve its policy for subsidies to farmers who buy designated brands of home appliances, and stimulate spending on culture, tourism and information in the service sector.     It would also try to keep spending on such items as housing and auto stable.     -- "Using every possible means" to maintain stable trade growth.     The government would scrap policies that could restrict exports, and extend support to exports of hi-tech and labor-intensive products.     It would also increase imports of important energy resources, heavily-demanded raw materials and key technologies and equipment, and encourage domestic firms to invest overseas.     -- To keep the stable development of agriculture.     The country would continue to carry out policies favorable to farmers and agriculture. It would initiate the plan to increase the country's grain output by 50 million tonnes over the next 12 years.     -- To promote the restructuring of key industries.     The government will unveil details of the stimulus packages for10 key industries as soon as possible, and cash in the fund from central government that will be exclusively used for the restructuring and technological renovation.     The Chinese government would improve policies in favor of innovation and hi-tech industries, and may cultivate new growth in sectors of new energy, energy conservation, environmental protection, bio-pharmaceuticals, telecommunications and modern services.     -- To advance with efforts to improve people's livelihood.     The government would make public the execution plan and documents for the huge health care reforms as soon as possible. BEIJING, Feb 7 (Xinhua) -- After some parts of the drought-stricken north China embraced the long-awaited rain on Saturday, more rainfall was expected to come on Sunday, said National Meteorological Center (NMC) on Saturday.     Rain or snow is forecast for Sunday and next Monday in parts of the northwest and southwest China. DAR ES SALAAM, Feb. 14 (Xinhua) -- Chinese President Hu Jintao arrived in the Tanzanian capital of Dar es Salaam Saturday night for a state visit to the eastern African nation.     Hu was greeted by Tanzanian President Jakaya Mrisho Kikwete and a local performance at the airport.     In a statement released upon arrival, Hu said the bilateral relationship has been developing in a sound and smooth way since 45 years ago when the diplomatic ties were established.     "It can be viewed as an exemplary relationship of sincerity, solidarity and cooperation between China and an African country and between two developing countries," Hu said.     The president said his visit is aimed at enhancing mutual trust, expanding cooperation, planning for the future and lifting the friendly and cooperative relations to a new high.     Hu said he is expecting an in-depth exchange of views with President Kikwete and other Tanzanian leaders on the bilateral relations and regional and international issues of mutual interest.     During his stay here, Hu will also meet with Zanzibar President Amani Abeid Karume, attend the completion ceremony of Tanzania's state stadium, visit a cemetery for Chinese experts, and deliver a key-note speech at a welcoming meeting on Monday. WASHINGTON, March 11 (Xinhua) -- The U.S. House of Representatives on Wednesday adopted a resolution on Tibet in gross interference in China's internal affairs.     The resolution neglected the remarkable and widely recognized progress in Tibet in politics, economy, culture and society over the past 50 years.     It also repeated groundless accusations against the Chinese government over its Tibet policy and voiced support for the ** Lama's separatist activities.     Chinese Foreign Ministry spokesman Ma Zhaoxu urged the U.S. representatives Tuesday to follow the basic norms guiding international relations and stop pushing the bill on Tibet.     "The Tibet issue is purely China's domestic issue. The Chinese government and people, as always, oppose any country or anyone to interfere in China's internal affairs on the pretext of the Tibet issue," he said.     This year marks the 50th anniversary of the end of feudal serfdom in Tibet.     Fifty years ago, the central government of China foiled an armed rebellion by the ** Lama and his supporters to block reform in Tibet and split the region from China.     On March 28, 1959, a new local Tibetan government was formed, freeing millions of Tibetan serfs and slaves, who accounted for more than 90 percent of the then population.     "Over the past 50 years, Tibet has undergone profound changes in political, economic and cultural sectors and millions of serfs have become owner of Tibet," Ma said.     However, with the backing of certain anti-China elements in the West, the ** Lama and his followers have continued to pursue either disguised or undisguised activities in an attempt to separate Tibet from China and restore feudal serfdom in the region.     On March 14 last year, followers of the ** Lama staged riots in Lhasa to put pressure on the central government. BEIJING, April 15 (Xinhua) -- China, the world's biggest manufacturer of electronics and information technology (IT) products, said Wednesday it will boost the industry's development to create more than 1.5 million new jobs in three years.     The electronics and IT sector is expected to contribute at least 0.7 percentage points to China's annual gross domestic product (GDP) growth from 2009 to 2011, compared with 0.8 percentage points last year, according to a document approved by the State Council and published on the government Web site.     That will provide new jobs for nearly 1 million college graduates, which are included in the total 1.5 million targeted vacancies, said the document.     China's electronics and IT products sales surged at an average annual rate of 28 percent from 2001 to 2007, but slowed sharply to 12.5 percent last year amid the economic downturn.     Sales in 2008 totaled 6.3 trillion yuan (920 billion U.S. dollars), with exports reaching 521.8 billion U.S. dollars, or 36.5 percent of the country's total export value.     The government announced a support plan for the industry in February. The Wednesday document made clear details of the plan.     The government will boost the industry by increasing state investment, credit support and export tax rebates, said the document.     It also pledged to expand the domestic market for the industry and encourage innovation and restructuring.     In the next three years, the country aims to achieve technological breakthroughs in strategic domains of the industry such as integrate circuits, new-type displays and software, according to the document.     For instance, revenues from software and information service sectors will take up 15 percent of the industry's total, up from the current 12 percent.     In addition, fresh growth will be cultivated in such fields as digital TVs and the new generation of mobile communications and Internet.     The government said it will vigorously promote the overseas commercial use of its domestically-developed TD-SCDMA standard for the high-speed third-generation mobile communications.
