It indicated the expanding and deepening exchanges across the Taiwan Strait, said KMT Deputy Secretary-General Chang Jung-Kong.     Taiwan had received and would witness a series of mainland delegations headed by senior officials at the provincial-level.     A delegation headed by Li Chongxi, deputy chief of the CPC's Sichuan provincial committee arrived in Taipei on Nov. 1 to discuss cooperation in trade and tourism.     Beijing Vice Mayor Ji Lin, who led a group of more than 250 members, arrived the island the next day and took part in a symposium on science and technology.     Xu Bodong, an expert on Taiwan affairs and also professor of the Beijing Union University, said the visit by the Jiangsu delegation was a continuity of trips made by Sichuan and Beijing.     "The trips reflect higher level development of cross-Strait ties as the exchanges at the local level involved more specific issues," he said. BEIJING, Jan. 8 (Xinhua) -- China issued a directive Friday that aims to promote renovation of the substandard dwellings in the country's urban areas and at state-owned factories and mines, in a move to improve the livelihood of low-income people.     Renovation of squatter homes in cities and at state-owned factories should be completed in the next fives years, according to the directive posted by the Ministry of Housing and Urban-Rural Development on its website.     Priority should be given to "the shanty towns covering large areas and with severe safety defects," according to the ministry.     It also urged relevant departments to give full respect to the rights and interests of the people living in substandard dwellings, who are mainly low-income laid-off workers, and to ensure that renovating work be conducted in an open and fair way.     The directive put forward multiple ways to finance the renovation work, including government funds, favorable loans from financial institutions, and tax rebates.     By the end of 2008, China had 11.48 million families living in substandard housing, 7.44 million of which lived in cities, 2.38 million near state-owned plants and mines, 1.66 million in forest zones and reclamation areas.

SHANGHAI, Nov. 16 (Xinhua) -- President Barack Obama said here on Monday the United States would continue to fully support the one-China policy, and would be very pleased to see the improving cross-strait relationship.    "I have been clear in the past the United States supports a one-China policy. We do not want change that policy or approach," he said during a dialogue with Chinese youth in the nation's economic hub Shanghai.     "I am very pleased with the reduction of tensions and improvement of the cross-strait relations," he said. ROME, Nov. 17 (Xinhua) -- China's experience in eradicating hunger can be learned by other developing countries, the president of the UN International Fund for Agricultural Development (IFAD) said on Tuesday.     Speaking to reporters on the sidelines of the World Summit on Food Security, Kanayo Nwanze said China has done a lot both in increasing national funds for agriculture and in supporting other developing countries through strategic rural investments.     "I have seen firsthand progress," he said. "China was able in 30 years, from 1978 to 2007, to reduce rural poverty from 30 percent to 1.6 percent through massive investments in rural development and rural areas, focusing on women, right policies andl and access."     For Nwanze China can be a role-model for other developing countries.     "Through her own experience China is able to collaborate with others in bringing its knowledge and technology to other parts of the world," he said.     However, "it is then the recipient country's responsibility to ensure that these experiences are properly used," he added.     "China's partnership with developing countries, in particular Africa, is able to assist these countries but it is imperative that the developing countries have themselves the right policies to ensure that the investments reach the rural population," Nwanze said.

BEIJING, Dec. 10 (Xinhua) -- China on Thursday warned that the rich nations should not "shift and shirk" responsibility on climate change, and urged them to provide developing countries with funds to deal with the global issue.     "According to the United Nations Framework Convention on Climate Change (UNFCCC), developed countries have responsibility to offer financial support to all developing countries on mitigating and adapting to climate change," Foreign Ministry spokeswoman told a regular news briefing.     "Funding is one of the key issues that will determine the success or failure of the Copenhagen conference. The offer of funds is the unshirkable responsibility of developed countries," said Jiang.     The UN Climate Change Conference, which opened Monday in Copenhagen, gathered representatives from 192 countries and aimed at mapping out a plan for combatting climate change from 2012 to 2020.     Financial support is a key issue at the talks.     Reports has quoted Todd Stern, U.S. special envoy for climate change, as saying that the United States would contribute to a fund aimed at helping developing nations deal with climate change, but China would not be a recipient of financial aid as it had a booming economy and large foreign exchange reserves.     "We hope that developed countries can positively respond to reasonable requests and suggestions from developing countries, demonstrate political sincerity and fulfil their obligations rather than shift and shirk responsibility," said Jiang.     "We hope the relevant parties make efforts to make the Copenhagen conference achieve results acceptable to all sides," Jiang said.

BEIJING, Nov. 25 (Xinhua) -- A Chinese diplomat told reporters Wednesday a substantial content is more important than the title of the outcome of the forthcoming climate talks in Copenhagen, Denmark.     The key to success of the conference is to uphold the UN Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol, the principle of "common but differentiated responsibilities" and the Bali Road Map, said Yu Qingtai, special representative of the Foreign Ministry for the UN climate change talks.     "No matter what the title of the conference outcome will be, we must follow the principles of the UNFCCC and the Bali Road Map," Yu said.     He said China's determination in coping with climate change has never wavered and it has never relaxed efforts in this regard though the global financial crisis has posed a severe challenge for the country's economic growth.     However, it is unfair to make developing countries shoulder the same responsibilities as rich countries on emission reduction, Yu said.     "The principle of 'common but differentiated responsibilities' is the foundation for international cooperation, and denial of the principle undermines the basis for international partnership," Yu said.     "Common but differentiated responsibilities" was set up in the UNFCCC, which was signed by more than 150 countries in 1992.     In less than two weeks, the 15th Conference of the Parties of the UNFCCC will open in Copenhagen to renew greenhouse gas emissions reduction targets set by the UNFCCC Kyoto Protocol, the first stage of which expires in 2012.

COPENHAGEN, Dec. 15 (Xinhua) -- UN Secretary General Ban Ki-Moon said on Tuesday that China, a developing country, has taken important measures in reducing its emission of greenhouse gas.     "China has also taken quite important measures by cutting forty to forty-five percent of energy intensity by 2020," Ban said at a press conference on the sidelines of the UN climate change conference in Copenhagen.     Ban arrived here earlier on Tuesday to open a high-level segment of the conference, which entered its ninth day of negotiations on a new global deal to push forward the fight against climate change.     The UN chief said he was fully aware of particular challenges faced by developing countries, in particular poor countries, calling on rich countries to improve their commitments in climate financing.     The climate change negotiations were now in a critical but difficult situation as developed countries and developing countries remain divided on key issues, including climate financing.     Developed countries have been reluctant to provide financial support to help developing countries mitigate and adapt to climate change. So far, they only indicated to give 10 billion U.S. dollars annually in the three years between 2010 and 2012.     Ban said developed countries should go beyond the fast-start support and also address medium and long-term financing scaled up to needs.     "I have been urging that developed countries should begin discussing the medium and long term financial support packages," he said, calling on all countries to overcome national interests or interests of any particular groups.     "That would be one of the keys in bridging the gap between developed and developing countries," he added.     Speaking at the same press conference, Danish Prime Minister Lars Lokke Rasmussen said he was encouraged by China's move to set national targets of reducing greenhouse gas emission.     "I am very encouraged by the fact that China has proposed, at this stage, nationally binding targets for mitigation which deviates from business as usual," he said.     But he added China should translate those national targets into some kind of international language.
