BEIJING, June 21 (Xinhua) -- A central government official has urged government complaints-receiving offices at all levels to work hard to contribute to China's reform, development and social stability.     Ma Kai, state councilor and secretary-general of the State Council, made the call during his recent research tour in Anshan and Shenyang of northeast China's Liaoning Province. A main purpose of this trip is to look into grass-roots efforts to respond to public complaints.     During this trip, he paid a visit to the family of Pan Zuoliang, a role model in the complaints-receiving bureau in Liaozhong County, Shenyang. Pan died on duty of cerebral hemorrhage last May. He was praised by the central authorities as a model official in dealing with public complaints.     He also visited urban communities, industrial enterprises and complaints-receiving offices.     Ma said the Central Committee of the Communist Party of China (CPC) and the State Council have always attached great importance to the work of dealing with people's complaints.     Since the 16th Party Congress, in 2002, when Hu Jintao took office as the General Secretary of the CPC Central Committee, the Party Central Committee has adopted a series of important resolutions and arrangements to improve the work, the official said.     He urged the complaints-receiving officials to safeguard the legal rights and interests of the people and actively solve matters that may cause instability so as to create a sound social environment for the celebrations of the 60th founding anniversary of New China, or the People's Republic of China (PRC).

BEIJING, July 11 (Xinhua) -- Nearly a week after the deadly riot bruised Urumqi and sent residents fleeing its major streets, it was quite a relief to see people gradually return to normal life.     The first weekend after last Sunday's riot seemed peaceful in Urumqi, with residents strolling in downtown parks with their families, banks reopening after a five-day business suspension and business owners looking to the future. Some people began holding funeral rites for the dead, while soldiers in riot gear stood guard nearby.     A group of photos filed by my colleagues in Urumqi Saturday showed snow white pigeons, the symbol for peace, swaggering in a square near the city's major bazaar. On one of them, a woman was crouching, reaching out an arm to cuddle one of the birds while a baby rests in her other arm. From the looks in their eyes I read lust for life as it is.     Canadian teacher Josph Kaber said he sensed tension when some Uygur-run stores on the campus of Xinjiang University were closed after Sunday's riot. "The very next day, young couples were seen strolling by the artificial lake again, and I knew things were getting better."     But for those bereaved of their beloved ones in last Sunday's riot, the worst to have hit the Uygur autonomous region in six decades, the trauma would probably take a lifetime to heal.     Chinese people customarily think the seventh day after death is an important occasion for families and friends to mourn the deceased.     Now on the eve of this special mourning day, as shock and terror at the bloodshed give way to anguished quest for the cause of the tragedy, we all feel their grief and are ourselves eager to find out the black hand behind the terror.     It is not surprising that Rebiya Kadeer is in the spotlight. If not for what happened in Urumqi last Sunday, most Chinese people knew little of the former businesswoman who built a fortune in Urumqi and became a rising star on the country's political arena, got jailed for stealing national secret, and fled to the United States in 2005.     People continued to bombard Kadeer Saturday: some said the World Uygur Congress leader was seeking to become a ** Lama much needed by the East Turkestan, while others made a mockery of her photo with the exiled Tibetan monk.     In an interview with Xinhua Saturday, former chairman of Xinjiang's regional government Ismail Amat said the woman was "scum" of the Uygur community and was not entitled to represent the Uygur people.     For most people, the Uygur woman's profile was blurry, stuck in the dilemma of her rags-to-riches legend and her separatist, sometimes terrorist, attempts.     Kadeer took advantage of China's reform and opening up policy to build her fortune, but ended up building connections with East Turkestan terrorists and selling intelligence information to foreigners.     When the rioters in Urumqi's streets, in an outrageous demonstration of violence, slaughtered innocent civilians and left thousands fleeing or moaning in agony, the "spiritual mother of Uygur people" touted by East Turkestan terrorists insisted they were "peaceful protesters".     To illustrate her point Kadeer ironically showed a photo in a Tuesday interview with Al Jazeera, which later proved to have been cropped from a Chinese news website on an unrelated June 26 protest in Shishou of the central Hubei Province.     Until Friday, she was still spreading rumors in an interview with AP, most of which centered on what she called "Chinese brutality".     As I read this I recalled vividly a text message a friend sent me via cell phone from Urumqi shortly after the riot. "I feel like crying," wrote the man of 26, "to see the mobs beating up and killing the innocent, and setting fire to vehicles and stores... I hate myself for not being able to do anything to stop them. Even a police officer is crying."     I worry what Kadeer and her World Uygur Congress are doing will worsen the situation for folks in Xinjiang, already bruised by the deadly riot.

BEIJING, May 19 (Xinhua) -- China and Brazil issued a joint communique on Tuesday to boost their strategic partnership as Brazilian president visited Beijing.     Chinese President Hu Jintao and his Brazilian counterpart Luiz Inacio Lula da Silva agreed that both countries have enjoyed fruitful cooperation since forging diplomatic ties 35 years ago, the communique said. They believed it is of great significance to further facilitate China-Brazil strategic partnership at the current stage.     The two countries signed cooperative agreements in politics, law, science, space ,finance, port, energy and agricultural products, among others.     Lula da Silva reiterated in the communique his country's adherence to the one-China policy and admitted that the People's Republic of China is the sole legal government of China and Taiwan is a part of China. The information collected by the satellites was offered to other developing countries for free. The project was considered a technology cooperation model between the developing countries.     The two sides also agreed to expand cooperation in education, culture, press, tourism and sports. China welcomes Brazil to set up a general consulate in Guangzhou, capital city of south China's Guangdong Province, the document said.     Brazil will participate in the 2010 World Expo in Shanghai, and the president wished the World Expo a complete success, according to the communique.     The two developing nations agreed to keep close contacts within the frameworks of the Group of Five(G5) and the BRIC (Brazil, Russia, India and China), and enhance coordination with other developing countries, to increase the participation and voices of developing countries in international affairs.     Hu and Lula da Silva believe and the two countries have taken "important" measures to tackle the global economic downturn, and made positive contribution to maintain respective economic growth and global economic recovery, the communique said. "More credit support will be given to small companies in terms of innovation."     Financial experts attending the two-day Lujiazui Forum, which ended Saturday, called on the city to take more measures to retain talent and financial institutions.     "The major European and US markets are reshuffling after the crisis and it has created a good opportunity for Shanghai to lay a sound basis and infrastructure for rising as an international financial center," said Laura Cha, deputy chairman of the Hongkong and Shanghai Banking Corp.     "We should learn lessons from them and avoid the mistakes they have made."     Shanghai is still lagging behind in terms of financial talent both in quality and quantity, she added.     She suggested shoring up the city's financial high education sector and rotating financial talents to develop more overseas experience.

The yuan closed at 6.8311 by the end of the previous week.     China will continue its policy of diversifying its huge amount of foreign exchange reserves, the currency regulator said last Friday.     Hu Xiaolian, head of the State Administration of Foreign Exchange, told Xinhua news agency that it will stick to major currencies and high-quality assets in its foreign exchange investments.     China's overseas earnings hit 82.5 billion U.S. dollars in the past year, an 8-percent rise from a year earlier, according to data released by the administration last Friday.     Hu also noted the positive outlook of China's economy has lessened concerns over a depreciation in the yuan.

ROME, July 10 (Xinhua) -- China is set to become a global leader in the implementation of environmental-friendly policies and green technologies to tackle climate change, an Italian expert told Xinhua in a recent interview.     For Stefano Pogutz, an environmental management professor at Bocconi University in Milan, China's green-policies investment plans are greater than those carried-out in the United States and in many other industrialized countries.     "What China is doing to tackle global warming is impressive considering the density of Chinese population and the rapid economic growth model China is following," Pogutz said.     Climate change is at the core of the G8 summit held in L'Aquila from Wednesday to Friday. Talks had focused on the need to forge anew post-Kyoto agreement and to increase research and investments in the green economy.     The results of the G8 summit on climate change should pave the way to the United Nations meeting in Copenhagen in December, which aims at sealing a global deal to limit greenhouse gas emissions.     According to the UN climate change framework agreement and the Kyoto protocol, China is not subject to mandatory emission cuts ofCO2.     However, on its own China is already contributing to the fight against climate change through a series of initiatives aimed at curbing carbon emissions, such as lowering internal energy consumption levels and launching traffic and transportation monitoring schemes.     "I don't agree with those who believe that China is responsible for global pollution," Pogutz said. "China is doing a lot, there's a direct public intervention on measures aimed at fighting climate change. The Chinese government has increased investments in technologies and infrastructures to boost energetic efficiency and cut CO2 emissions."     Luca Labella, a China analyst with Rome's International Studies Center (Cesi), remembered the numerous local green projects implemented in China such as Shanghai's LPG buses and the rural towns' biomass-fueled.     "China is open to climate change issues and solutions. However, in China climate change is not considered under a political perspective but a scientific one, focused on progress and research," he added.     According to Pogutz, China is set to have a role of leadership in the use of renewable energies and other green technologies.     "Today China is one of the greatest producer of solar panels and in the near future it could lead in the export of alternative energy technologies."     But it's not only a matter of strategic investments in green technologies. China's contribution to the global fight against climate change largely depends as well on its human resources. "Almost all PhD students in the U.S. come from China," he added.

He returned to Beijing Wednesday afternoon.     The meeting said the government would "firmly crack down on serious crimes, including assaults, vandalism, looting and arson."     The Standing Committee ordered authorities to "isolate and crack down on the tiny few" and "unify and educate the majority of masses."     "Instigators, organizers, culprits and violent criminals in the unrest shall be severely punished in accordance with the law," it said. "Those taking part in the riot due to provocation and deceit by separatists, should be given education."     Hu's stance in handling the riot was echoed by Zhou, one of the nine Political Bureau Standing Committee members, who arrived in the region Thursday afternoon.     Zhou said Thursday that the government and the Party would crack down hard on violence, severely punish the outlaws in accordance with the law, so as to protect the lives and property of people of all ethnic groups, safeguard ethnic unity and restore normal social order in the region as soon as possible.     The country's top police officer Meng Jianzhu was the first senior official from the central government to arrive in the Xinjiang region.     When visiting residents injured by the rioters and family members of those victims in Urumqi on Wednesday, the state councilor and public security minister urged "no leniency in the punishment of thugs who took part in the Urumqi riot".     Meng said leading rioters should be punished "with the utmost severity" and those taking part in the riot, who were provoked and cheated by separatists, should be given persuasion and education.     "All the thugs in the riot should be severely punished in accordance with law, otherwise we will let the victims and their relatives down," Meng repeated his comment on Thursday while visiting residents in Urumqi and a funeral parlor to mourn the Armed Police and other victims of the riot.     Senior Chinese leader He Guoqiang also stressed social harmony and stability on Wednesday.     He, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks during a two-day visit to Gansu Province, which neighbors Xinjiang.     "The recent violence in Urumqi... has again alerted us to the importance of social stability. It is our top priority," he said.     He urged Party and government departments at all levels to crack down on the acts of sabotage by hostile forces both at home and abroad, in order to ensure national and ethnic unity and social stability.     The Party's top publicity official Li Changchun on Wednesday called for redoubled efforts to improve education on patriotism and ethnic unity, to create a favorable atmosphere for the celebration of the 60th anniversary of the founding of the People's Republic of China.     Li, also one of the nine Political Bureau Standing Committee members, made the remarks during a three-day visit to the northwestern province of Qinghai, adjacent to Xinjiang.     "In regions inhabited by ethnic minorities, patriotic education must be combined with education on ethnic unity," he said, to let the public understand that "ethnic unity comes with blessings while disunity with woes".

BEIJING, June 25 (Xinhua) -- Chinese Premier Wen Jiabao said on Thursday that China and Germany should join hands to combat trade and investment protectionism.     The premier made the remark during a telephone conversation with German Chancellor Angela Merkel in which the two leaders also discussed bilateral ties and other issues of common concern.     Wen said cooperation between China and Germany, both among the world's major economies, is developing smoothly in a variety of fields.     He said the two sides should continue to handle their relations from a strategic and long-term perspective, and keep up high-level exchanges. The two nations, Wen said, also should strengthen communications and coordination to push for a healthy and stable development of their bilateral ties.     China, Wen said, always adheres to a win-win strategy in opening to the outside world and insists on the maintenance of a fair and open market environment. He said China would never discriminate against foreign enterprises or products.     The premier said China's determination to cope with climate change is firm, its operations active, and its measures effective. China, Wen said, is ready to enhance collaboration with Germany in developing new and renewable energy and maximizing energy efficiency.     China also will participate in related negotiations and work with other countries to help bring about positive results at the December UN Conference on Climate Change in Copenhagen, Wen said.     Merkel said Germany is very satisfied with the development of China-Germany relations. She said Germany is ready to work with China to maintain high-level exchanges, strengthen trade and economic cooperation, and oppose trade and investment protectionism.     Germany also is prepared to jointly deal with the challenges brought about by the global financial crisis and advance bilateral ties, she said.     Merkel said she hoped that the two countries would strengthen communications and jointly tackle the issue of climate change.
