JINAN, May 2 (Xinhua) -- Thirteen people were confirmed dead and two others fatally injured in a fireworks explosion Saturday afternoon in east China's Shandong Province. The explosion took place at an unlicensed fireworks processing factory in Yangzhuangzi Village of Qingyun Township, Qingyun County, at 1:30 p.m. Three rooms owned by villager Yang Ziye were toppled, according to the Qingyun county government. Identities of the dead were still unknown at the moment.     The police were hunting down for the tenant who was suspected of causing a major crime for the accident, said Gao Lixia, an official in charge of publicity with Qingyun County Committee of the Communist Party of China (CPC).     The two injured were rushed to a hospital in Binzhou, a nearby city in Shandong, for medical treatment.     Qingyun is a county in northern Shandong and is about three hours' bus ride from Jinan, the provincial capital.

Both sides should make good planning and preparations for a series of activities, such as those marking the 60th anniversary of bilateral diplomatic ties and concerning The Chinese Festival in India and the Indian Festival in China. Both sides will continue to receive each other's delegations consisting of young people, officials, and people from news media and different localities, promote friendly exchanges in various fields and at various levels through visa facilitation and increasing direct air flights.     On border issues, Hu expressed the hope that the two sides would continue to advance the negotiating process in the spirit of peace and friendship, equal consultations, mutual respect and mutual accommodation so that the border issues could be properly resolved at an early date.     Both sides should do their utmost to ensure that the border issues do not undermine the overall situation of bilateral ties, he said.     Before these issues are eventually resolved, both sides should make joint efforts for maintaining peace and tranquility along the border region, he said.     With the efforts of both sides, Hu said, the Sino-Indian strategic and cooperative partnership will see sound development and the growth of bilateral relations will bring benefits to the two peoples.     Singh said the two countries forged the strategic and cooperative partnership during his tenure as prime minister. BRUSSELS, April 22 (Xinhua) -- The number of civilian deaths in Afghanistan went down by 39 percent in the first three months of 2009 compared to the same period a year before, NATO said on Wednesday.     NATO spokesman James Appathurai said 81 percent of the civilian deaths were caused by the Talilban-led insurgents and 19 percent by international troops in the first three months of 2009. He did not give the overall number of civilian deaths in this period.     A total of 1,240 civilians were killed in 2008 in Afghanistan and the Taliban and other militant groups were responsible for 80 percent of them, according to NATO counts. But the UN mission in Afghanistan said more than 2,100 civilians were killed last year.     "It is important to note that despite the increase in (the numbers of) international forces, efforts to reduce the numbers of civilian casualties are having an effect," said Appathurai.     He said NATO and the Afghan security forces will establish about three dozen joint coordination centers throughout the country by mid-summer to coordinate military support and security support for the presidential and provincial elections in August.     Four battalions of extra troops will be deployed by mid-summer to help secure the elections. The extra troops will stay long enough in case a presidential run-off is needed in early October, he said.

TOKYO, May 27 (Xinhua) -- China's Shanghai has donated 50,000 face masks to Osaka of Japan where a large number of new-flu infections is reported.     The masks arrived at Osaka, Shanghai's "sister city" on Wednesday and will be distributed to local medial facilities in both Osaka city and Osaka prefecture. They are expected to ease the region's shortage of face masks due to the abrupt outbreak of A/H1N1 flu.     Shanghai is the third Chinese city to donate masks to Japan. Earlier, northern city of Tianjin and the southern Guangdong Province also donated masks to their "sister" cities or prefectures in Japan, Kobe city and Hyogo Prefecture respectively.     The number of new-flu infections in Japan came to 364 in 10 prefectures as of Wednesday afternoon, with Wakayama Prefecture joining other western Japan prefectures in reporting an outbreak.     The newly confirmed infection in Wakayama city government is a male company employee in his late 20s. Earlier Wednesday, two children in central Japan's Shizuoka city also were confirmed infected with the flu.
