DUSHANBE, Aug. 26 (Xinhua) -- Chinese President Hu Jintao arrived in Tajikistan's capital Dushanbe on Tuesday for a state visit and to attend the 8th Shanghai Cooperation Organization (SCO) summit, scheduled for Thursday.     Hu flew to Dushanbe from Seoul after concluding a state visit to the Republic of Korea, and was met at the airport by Tajik President Emomali Rakhmon.     During his stay in Dushanbe, President Hu will hold talks with Rakhmon and sign bilateral cooperation deals related to political, economic and trade exchanges, according to a senior official of the Chinese Foreign Ministry.     In a written speech delivered at the airport, Hu said China and Tajikistan are friendly neighbors sharing common mountains and rivers.     Since the two countries forged diplomatic ties 16 years ago, bilateral relations have witnessed smooth development with tangible results achieved in political, economic, security and other areas, he said. BEIJING, Oct. 12 (Xinhua) -- China's ruling Communist Party said on Sunday that it would strive to double the per-capita disposable income of rural residents by 2020 from the 2008 level.     The goal was part of the decision made at the close of the third Plenary Session of the 17th Communist Party of China (CPC) Central Committee, which focused on issues concerning rural reform and development. Hu Jintao, general secretary of the CPC Central Committee, delivered a work report at the four-day plenum, held from Oct. 9 to 12 in Beijing.     The government would also boost consumption of rural residents by a big margin and basically eliminate absolute poverty in rural areas by 2020, according to a communique issued on the plenum's conclusion. A rise of at least 6 percent was expected for 2008, according to a government report in March.     The rural population mired in absolute poverty was reduced to 15 million last year, down from 250 million in 1978.     Targets set at the plenum for rural reform and development till 2020 also included "improving the system of economic growth in the countryside and establishing a mechanism to integrate urban and rural areas in terms of economic growth and social development".     "The modernization of agriculture will advance with major progress, and agricultural productivity will be elevated to a higher level, with national grain security and product supplies guaranteed," said the communique.     The Central Committee also agreed a goal to improve grassroots democracy in the countryside, and vowed to guarantee equal public services in rural areas, such as education opportunities for all rural residents and better medical services and subsistence support.     The communique said there were several "musts" which should be followed:     -- strengthening the position of agriculture as the foundation of the national economy and putting the food security of 1.3 billion people as the top priority.     -- protecting farmers' rights and ensuring the aim and outcome of all the work of the Party and the state is to realize, safeguard and expand the fundamental interests of the majority of the farmers.     -- unremittingly liberating and developing the productive forces in rural areas and make reform and innovation as the fundamental driving force for the development of the rural regions.     -- taking into overall consideration the development of both urban and rural regions.     -- upholding the Party's role as the leadership in the development of the rural areas.     The communique outlined the plan for advancing rural reform and development in the next few years, giving priority to reform and innovation, developing modern agriculture, boosting the capacity of agricultural production, and developing public utilities in rural regions.     About the land policy, the communique said it was necessary to maintain and improve the basic system for rural operations and improve the strict management system of land in rural regions.     It was also necessary to set up a modern financial system in rural areas and establish a system which would help integrate economic and social development in urban and rural areas.     In addition, the communique said it was imperative to enhance standardization of agricultural products and strengthen work on improving quality of agricultural products.     "We should strictly conduct supervision in the entire production process and carry out supervisory duty to ensure quality of the products. We should never allow unqualified products to enter the market," it said.     A total of 202 full members and 166 alternate members of the Committee attended the plenum, according to the communique.     Members of standing committee of the CPC central committee for discipline inspection and top officials of the relevant departments were also present at the session, the communique said.     The plenum had also gathered delegates to the 17th CPC National Congress who had been working on agriculture and rural development at grassroots levels, and experts and scholars on agriculture, rural areas and farmers.     This meeting was significant because it was the third Plenary Session of the 11th CPC Central Committee 30 years ago that pushed the country on to the road of its historic reform and opening-up drive.

BEIJING, April 25 -- The key mainland stock index yesterday soared 9.29 percent, the biggest one-day jump in six years, as investor sentiment was boosted by the government lowering of stamp duty.     The slashing of trading tax from 0.3 percent to 0.1 percent, effective yesterday, was widely seen as another government effort to lift the stock market from the doldrums it has been in for six months.     It followed the introduction of trading rules last Sunday to mitigate the impact of an expected flood of previously non-tradable shares after the lock-in period, which could greatly depress the market. Total market capitalization swelled 9.2 percent to 22.94 trillion yuan (.3 trillion).     Turnover on the two bourses more than doubled from the day before to 261 billion yuan ( billion), the highest this year.     Analysts said the reduction in the stamp duty and restrictions on the sale of unlocked shares showed that the market has fallen as low as the government would like to see.     "The timing of the stamp duty cut suggests that the 3000 point may be a psychological bottom line for policymakers," said Peng Cheng, an economist at Citi China.     "The government had been patient in waiting until the market correction was more than 50 percent before taking action," Peng added.     Xu Wei, an analyst at Sinolink Securities, estimated that the cut in stamp duty saves investors up to 102 billion yuan (.7 billion) a year.     In addition, "the relatively lower A-share valuation and the more stable performance of overseas stock markets have combined to help investors regain confidence," said Rui Kun, a fund manager at China international Fund Management Co Ltd.     Security companies, especially those focusing on brokerage services, will benefit from the increasingly active trading because of the stamp tax cut, analysts said.     Shanghai-based Haitong Securities, Sinolink Securities and Guoyuan Securities soared to the daily limit of 10 percent.     However, some market insiders said that weak fundamentals and unfavorable China economic growth data are likely to outweigh the positive impact of the government move, and the rebound may not last long.     "It is doubtful that such administrative measures can have a sustained effect on shares when earnings face significant challenges in the periods ahead," said Peng at Citi China.     "The cumulative effect of tightening policies and rising input costs, along with shrinking demand, could cut profits more deeply than what is currently evident," Peng added.

BEIJING, Aug. 16 (Xinhua) -- For a second day, the Olympic host city reported Grade I -- or excellent -- air quality on Saturday, the eighth day of the Olympics. In most of the day, the city basked in sunshine.    Figures released by the China Environmental Monitoring Center (CEMC) revealed that Beijing's Air Pollution Index (API) showed a reading of 23 on Saturday, which fell into Grade I, whose API reading ranges between 1 and 50. On Friday, CEMC's figures showed an API reading of 17.    China uses the API system to report the country's air quality. An API reading between 51 and 100, or Grade II, means the air quality is fairly good. An API reading between 101 and 150, or Grade III, entails the air quality is slightly polluted.Also on Saturday, deputy director of the Beijing Municipal Bureau of Environmental Protection Du Shaozhong said the city reported seven days with Grade I air quality in the first half month in August, which was the highest since 1998.    In the other eight days, Beijing's air quality was in Grade II, which was within the standards to host the Olympics.    "Beijing often reports more days with Grade I air quality during the autumn and winter in comparison with the summer. But this August, the number of days with excellent air quality is unusually high," he said.    Since 1998, the highest monthly number of days with excellent air quality in the summer was five, in July of 2006, he said. Last August only two days reported excellent air quality.    Du forecast that Beijing's air quality would be excellent or fairly good during the Olympics and Paralympics. "Should weather conditions be favorable, Beijing's air quality would be excellent. Should weather be unfavorable, the air quality would be in Grade II," he saidWang Zifang, a Beijing-based expert on weather forecasting, said Beijing's air quality would be excellent until Monday.    "During Aug. 19-21, the wind is forecast to change direction and may bring pollutants from cities to the southeast of Beijing, such as Tianjin and Langfang," Wang said.    Du attributed good air quality to efforts made by Beijing to curb air pollution over the last nine years, especially this year.    Beijing municipal government said it had poured more than 140 billion yuan (20.5 billion U.S. dollars) since 1998 into more than 200 projects dedicated to improving the city's air quality.    In the run-up to the Beijing Games, the host city implemented some drastic measures to reduce pollution.    In one of these measures, Beijing has imposed an odd-even restriction system based on licence plate numbers that would keep vehicles off the road on alternate days from July 20 to Sept. 20.

BUDAPEST, May 8 (Xinhua) -- Jia Qinglin, head of China's top political advisory body, on Thursday met with Hungary's parliament speaker and put forward a package of proposals for further expanding friendship and cooperation between China and Hungary.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), held talks with Szili Katalin, speaker of the Hungarian National Assembly in Budapest Thursday morning.     During the meeting, Jia suggested that the two countries should maintain high-level contact so as to deepen political trust. The two countries should also expand trade and economic cooperation in a bid to promote common development. China will continue to encourage well-established companies to invest in Hungary. It will also adopt effective measures to increase imports from Hungary and encourage enterprises from both countries to carry out active and concrete cooperation, Jia said. BEIJING, May 21 -- China's tax authority has cut or waived a tax levy, offered a tax refund, and reiterated the tax concession on donations related to the earthquake in Sichuan Province as means of helping to support victims.     Losses suffered by companies and individuals due to the 8.0-magnitude earthquake can be tax deductible, the State Taxation Administration said in a notice on its Website.     As of 6pm yesterday, the number of people killed by the devastating quake has reached 40,075 while 247,645 people have been injured and there were still 32,361 people unaccounted for.     The supplies donated by overseas governments, individuals and companies are exempted from import taxes (including Valued Added Tax and Customs Duties), the tax authority said.     People whose tax-paid autos or ships have been destroyed in the quake can apply for a refund of Vehicles and Vessels Usage Tax for the period from the date they were destroyed until the end of the year. Normally auto and ship tax is prepaid at the beginning of the year. Donations that exceed the amount are not tax deductible.     For individuals, donations that are less than 30 percent of their income, can be tax deductible. The donations must be made through domestic non-commercial social entities or government bodies. Individuals' donations made directly to the quake victims are not tax deductible.

BEIJING, June 20 (Xinhua) -- The Ministry of Finance said late Friday it allocated another 3.78 billion yuan (548 million U.S. dollars) in subsidies to help low-income families against the latest fuel price hikes announced a day earlier.     Of the total, 1.85 billion yuan will go to urban low-income families, and the rest will be offered to such families in rural areas, the ministry said.     Low-income families in cities would get an extra 15 yuan for each person every month starting from July, 10 yuan for rural families, according to the announcement on Thursday.
