BEIJING, March 24 (Xinhua) -- Chinese commercial banks will be allowed to trade gold futures in the domestic market, according to a notice released on the regulator's official website here on Monday.     China gold futures trading was launched in January, but domestic banks were barred from trading by the China Banking Regulatory Commission.     According to the notice, domestic banks that meet certain requirements, such as having capital adequacy ratio of more than 8percent, can apply for a trading permit.     "That's great news for the gold futures market, which is not operating that well," said Hu Yuyue, an expert with Beijing Technology and Business University.     "Commercial banks can provide more liquidity and stability to the market, after all, they hold huge capital," said Hu.     "Gold futures trading can also help domestic banks to improve competitiveness against overseas banks as financial derivatives are supposed to be the largest revenue sources for leading banks," he said.     Non-interest income usually accounts for at least 50 percent of bank revenues in developed countries and the proportion can reach 80 percent for some banks.     However, Chinese banks depend heavily on the margins between deposits and loans.

XI'AN -- A fire burnt up trees and shrubs on a mountain that shrouds one of the most famed imperial mausoleums in the ancient city of Xi'an in northwest China's Shaanxi Province, but no damage was caused to the cultural relics, local museum officials said on Sunday.The fire broke out around 2:00 p.m. Saturday on the western part of a mountain that encased the tombs of a powerful Chinese empress Wu Zetian and her husband Gaozong in the Tang Dynasty (618-907). The Qianling Mausoleum, as the tombs are called, reportedly houses the most precious possessions of the two rulers, including paintings, ceramics, calligraphy works and jewelry articles.The fire was fanned up by sandstorms which struck the area on Saturday, said Fan Yingfeng, curator of the Qianling Museum.More than 100 local villagers and 15 fire-fighters managed to put out the fire around 3:10 p.m. on Saturday. About 30 trees and a few shrubs were lost to the blaze.Initial investigation showed the fire was caused by a deserted cigarette end in the dry grasses."Although the fire didn't cause any major damage, it reflected an urgent need to educate residents in neighboring villages to guard against fire risks," Fan said.He said lessons should be learnt from the destruction of a 600-year-old Namdaemun gate in Seoul, one of the most treasured landmarks in the Republic of Korea. The two-tiered gate was set ablaze by a man upset over a land dispute.

BEIJING - Chinese share prices rebounded by 1.88 percent on Tuesday with the Shanghai Composite Index, which covers both A and B shares, closing at 5,285.45 points at the end of morning session.The Shenzhen Component Index on the smaller bourse ended at 17,213.70  points, up 0.87 percent.The rise came after a fund has been approved to open for additional subscriptions late this week, which is believed to be a new signal from the government to back up the stock market.On November 4, China's Securities Regulatory Commission (CSRC) issued a notice ordering fund firms not to expand the promised scale of their funds within six months.Heavy weights drove up the share prices. Sinopec went up by 6.58 percent while the new market heavy weight PetroChina by 2.88 percent. The national urban and township unemployment rate was reduced to 4 percent last year, thanks to the creation of more than 12 million jobs and despite more people entering the workforce, a top labor official said yesterday.The number of jobs created exceeded the target of 9 million set at the beginning of last year, Zhai Yanli, vice-minister of Labor and Social Security, said at a press conference.Zhai said that by the end of the year, 99.9 percent of the country's 869,000 former "zero employment" families had succeeded in finding work for at least one member.Last year saw the total urban and township unemployment rate fall by 0.1 percentage points for the third year in a row.During the period of economic restructuring in the late 1990s, the rate rose to a high of 6 percent.Zhai attributed the decline to the country's economic growth and measures to stabilize employment. He said the rate will be held within 4.5 percent this year.Every year for the past decade, China has posted double-digit GDP growth. Between 1978 and 2006, the number of urban and township jobs rose from 95.14 million to 283.1 million.But the country continues to face employment pressure, with 10 million people entering the workforce every year between now and 2010, according to official figures.At the same time, the move away from labor-intensive industries in line with efforts to upgrade the economy and improve productivity will also mean fewer jobs being created in those industries, Chen Liangwen, an economics researcher at Peking University, said.Research by the Chinese Academy of Social Sciences has suggested the government look to create more jobs in the country's tertiary, or service, industries.While these already account for about 39 percent of the country's total jobs, the ratio in many developed countries is between 50 and 60 percent.Zhai also said the ministry is mulling over a new salary regulation, to guarantee steady pay rises."The regulation has been drafted and is now soliciting advice. WASHINGTON -- The special US envoy on Sudan affairs said Wednesday that important progress has been made toward peace talks on Darfur and China plays a "constructive" role in facilitating such progress."I am very happy with the role the Chinese are playing," Andrew Natsios said in a speech at the Center for Strategic and International Studies, a Washington-based think tank."It is a constructive role," Natsios said. "I think the Chinese are like a locomotive that is speeding up."With mediation by China, he said, the Sudanese government has accepted a UN Security Council resolution adopted in July to authorize a hybrid UN-African Union peacekeeping force for the Darfur region.He said the major obstacles to the peace talks now come from the rebel groups rather than the Sudanese government.In a related development, China's Special Representative on African Affairs Liu Guijin said in Beijing on Tuesday that China will send a military liaison officer to Sudan's Darfur.Liu, who has just wrapped up a seven-day visit to the United States and the United Nations, said China has informed the UN of its decision.China also pledged to send a 315-member multi-functional engineering unit to Darfur in early October, which would be the first batch of UN-AU peacekeepers in place, and China will stick to its commitment, Liu said.Liu reiterated China's constructive and unique role in finding a solution to the Darfur issue, saying China has provided much aid and help with regard to the reconstruction and development of Darfur."The US and UN both hold positive views on China's role in resolving the Darfur issue, and hope China will play a bigger role in this regard," said Liu.

Authorities were unable to accurately predict the recent weather conditions due to lack of equipment and an adequate forecast model, the national meteorological agency has said."We underestimated the duration and severity of the weather and failed to pre-evaluate its impact on transport and the power sector," China Meteorological Administration (CMA) spokeswoman Jiao Meiyan said.The CMA had forecast all five rain and snowstorms between Jan 10 and Feb 5 two to five days in advance. China began to develop its own numerical forecast model less than a decade ago.There is a 10-year gap between the Chinese model and advanced foreign models, Duan said.The extreme weather also made it a huge challenge for Chinese meteorologists."It was increasingly difficult to forecast as low-probability extreme weather is occurring more frequently," Qiao Lin, chief weather forecaster of the Central Meteorological Station, said.To enhance the country's defense against extreme weather, China will begin to establish a monitoring and warning system, Jiao said.

WASHINGTON - Post-menopausal Chinese women who eat a Western-style diet heavy in meat and sweets face a higher risk of breast cancer than their counterparts who stick to a typical Chinese diet loaded with vegetables and soy, a study found. The researchers, writing on Tuesday in the journal Cancer Epidemiology, Biomarkers & Prevention, tracked about 3,000 women in Shanghai, about half of whom were diagnosed with breast cancer. Post-menopausal women who ate a Western-style diet -- beef, pork, shrimp, chicken, candy, desserts and dairy products -- were 60 percent more likely to develop breast cancer than those eating a diet based on vegetables and soy, the study found. The study found the increased risk most acute for cancer involving so-called estrogen-receptor positive tumors. The post-menopausal women with the Western-style diet experienced a 90 percent increased risk for this type of breast cancer. One of the researchers, Marilyn Tseng of the Fox Chase Cancer Center in Philadelphia, said the study detected a much smaller increased breast cancer risk among younger women on a Western-style diet which was not statistically significant. Tseng noted that breast cancer rates among Asian women traditionally have been low but have been rising in recent years. Some experts have suspected that the adoption of a more Western diet may be at least partly to blame. "The increase in risk did appear to be due to the increase in red-meat intake," Tseng said in a telephone interview. "But we didn't do specific analyses to see if it could have been due to other parts of a western diet, like the high intake of desserts or high intake of dairy." The findings also suggested such a diet may increase breast cancer likelihood by increasing obesity, the researchers said. "We are the first to find evidence for an increased risk of breast cancer for a Western-style dietary pattern in an Asian population," the researchers wrote. They detected two dietary patterns in the women, who were diagnosed with their cancer from 1996 to 1998 and were subsequently interviewed about what they ate. One was a "vegetable-soy" pattern based on tofu, cauliflower, beans, bean sprouts and green leafy vegetables, with not much meat. The other was a "meat-sweet" pattern among women gravitating away from typical Chinese fare in favor of more Western foods. "Most studies have tended to look at single dietary factors. And what was unique about this study is that we tried to describe patterns of intake -- foods that go together, that seem to occur together in the diet," Tseng said.
