BEIJING, Oct. 1 (Xinhua) -- A grand military parade will be held at the heart of Beijing Thursday morning to celebrate the 60th anniversary of the founding of the People's Republic of China, underscoring the country's self-defensive policy.     "As an important force safeguarding world peace and development, the People's Liberation Army (PLA) will continue pursuing a national defense policy that is defensive in nature and pose no threat to other countries," said Lieutenant General Fang Fenghui, commander-in-chief of the parade and commander of PLA Beijing Military Area Command in an interview with Xinhua.     "We will stick to our country's policy to safeguard world peace and promote common development," Fang said.     China adheres to a long-standing defensive policy of "no first use of nuclear weapons" from the very beginning it developed its nuclear ammunition, Fang said.     Addressing the United Nations Security Council nuclear summit in New York on Sept. 24, 2009, Chinese President Hu Jintao proposed that all nuclear weapon states abandon the nuclear deterrence policy based on first use of nuclear weapons and take credible steps to reduce the threat of nuclear weapons.     "To realize a safer world for all, we must first and foremost remove the threat of nuclear war," Hu said. "All nuclear-weapon states should make an unequivocal commitment of unconditionally not using or threatening to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones, and conclude a legally-binding international instrument in this regard."     According to the White Paper "China's National Defense in 2008"released on Jan. 20 this year, China noted that its nuclear missiles of the Second Artillery Force "are not aimed at any country in peacetime."     China has been reporting on its national defense policy in a white paper every two years since 1998, introducing its national defense policy, the structure and development of the forces, the budgets and use of defense expenditure.     Chinese leaders have made repeated commitments to world peace and development since the nation's founding in 1949.     "For now and in the future, China would never seek hegemony, nor would we turn to military expansion or arms race with other countries," Chinese President Hu Jintao told heads of 29 foreign navy delegations attending the PLA Navy celebration in Qingdao on April 23, 2009.     "China will unswervingly stick to the road of peaceful development, which demands China to adhere to the defensive national defense policy," Hu said.     During the process of reform and opening up, the Chinese army takes it as the fundamental purpose to safeguard world peace, development and stability, as well as national sovereignty, security and development.     Wang Xinjun, a research fellow of warring theory and strategy at the PLA Military Science Academy, said defensive armaments were the majority of the PLA ammunitions as offensive weapons account for a very small proportion of its depot.     "This is the most distinctive aspect that makes PLA different from the troops in other countries," Wang said. "The core of Chinese military strategy lies in defensiveness rather than offensiveness."     Preparing to disclose many of its latest national defense strength in the parade, China holds on to its goal of a peaceful development.     "What poses threat to another country is not one country's military strength, but the policy it follows," said Major General Gao Jianguo, spokesman for the joint headquarters for the parade in Beijing.     "China unswervingly persists in taking a road of peaceful development, striving for a harmonious world that highlights global peace and common prosperity," Gao said. "Our military ties with foreign countries are based on equality, mutual trust and cooperation."     Through non-alignment, non-confrontation and non-targeting at any third party, China has established military ties with more than 150 countries and set up military attaché offices in 109 countries. Meanwhile, 101 countries have set up military attaché offices in China.     Among the permanent members of the United Nations Security Council, China currently sends the most peacekeepers. More than 13,000 Chinese peacekeepers have carried out 18 UN peacekeeping operations since China's first dispatch of military observers to such operations in 1990.     Since the end of last year, the Chinese navy has carried out escort missions in the waters of the Gulf of Aden off Somali and has escorted more than 800 ships.

COPENHAGEN, Oct. 6 (Xinhua) -- The impressive celebrations on Oct. 1 has testified that China is now a very important country in the world and holds a strong position globally, a European expert on China said.     The celebrations to mark the 60th anniversary of the founding of the People's Republic of China "were very impressive," Kjeld Erik Broedsgaard, professor and director of the Asia Research Center in Copenhagen Business School, told Xinhua in a recent interview.     "I think China now is in a stronger position globally than it was in any times since 1949. The celebrations really testify that this is the case," said Broedsgaard, who has been closely following the development of China for more than 30 years.     China's economic, political and cultural influence has been on the rise in recent years, said Broedsgaard, who has written and edited 18 books and monographs on modern China and East Asian affairs.     Describing China as being at the "forefront in terms of economic development," the Danish professor said China's role is "critical" in tackling the global financial crisis.     On China's political influence, he said China has taken part in "a variety of multilateral for a" in addition to international organizations such as the World Trade Organization and the United Nations.     The Beijing Olympic Games in 2008 also showed China's increasing significance, he observed.     Culturally, "China is also in a position where soft power is increasing," said Broedsgaard, who is a member of the Advisory Committee of the EU-China Academic Network and the Sino-Danish Joint Committee for Cooperation in Science, Technology, and Innovation.     Many people are interested in the Chinese tradition and culture, while more and more people are studying the Chinese language, he said, taking South Korea as an instance.     There are more people in South Korea studying Chinese than English, he explained.     Confucius institutes have been established in many countries, he said, adding that there is a Confucius Business Institute in Copenhagen.     As for the problems that China faces, Broedsgaard said that "there are always problems when a country rises."     But he said it is useful to remember history and put things in a historical perspective, adding that it is very important to remember that this is the "re-emergence" of China, which was a strong and important country in the past.     To ease the concerns of other countries, China has to relate to its partners and major powers and reassure them that it is a win-win situation in which "I get stronger, but you also get benefit," he said.     Broedsgaard also commented on the party building of the Communist Party of China (CPC), which was a focus of the Fourth Plenary Session of the 17th CPC Central Committee held in Beijing from Sept. 15 to Sept. 18.     "The whole issue of party building is important because the quality of leadership is important," he said, adding that the failure of the Soviet Union in the 1990s was part of "a question of the quality of leadership."     The CPC has been able to reform, renew and revitalize itself, he said.

BEIJING, Oct. 11 (Xinhua) -- China honored a common officer, who devoted himself to his work as a file clerk at the military archives, at a ceremony held here Sunday.     Liu Yiquan had worked as a clerk and then a consultant at the archives of the People's Liberation Army (PLA) for about 38 years. He had processed more than 830,000 pieces of military archives. PITTSBURGH, United States, Sept. 25 (Xinhua) -- Chinese President Hu Jintao on Friday called on world leaders to make every effort to promote global economic growth and a comprehensive, balanced and sustainable socioeconomic development.     In a speech at the Group of 20 (G-20) economic summit in Pittsburgh, Hu said the world economy has seen positive signs since the two G-20 summits held in Washington in November and in London in April.     "The international community's confidence has strengthened, financial markets have moved toward stability and the world economy has seen positive signs," the Chinese president said.     Hu warned that the foundation of an economic recovery is not yet solid, and that many uncertainties remain.     "A primary task at present," he said, "is to counter the international financial crisis and promote a healthy world economic recovery." We should value the important role of technological cooperation in promoting balanced development, reduce man-made barriers to technology transfer, and create an enabling environment for developing countries to narrow the development gap," Hu said.     The Chinese leader said his country has attached great importance to comprehensive, balanced and sustainable socioeconomic growth, and has mainly relied on expanding domestic demand, in mitigating the impact of the international financial crisis.     "In the first half of this year, despite the drastic contraction in overseas demand, China's GDP managed to grow by 7 percent year-on-year," he said.     Hu said that China has taken an active role in international development cooperation, and has been actively engaged in international cooperation to tackle the crisis since it broke out.     He said China will follow through on its assistance pledges and measures in a responsible manner, and within its capabilities offer more help to developing countries, particularly the least developed nations in Africa.     "I am confident that with the concerted efforts of the entire international community, we will prevail over this international financial crisis and usher in a more prosperous future for the world economy," he said.     Leaders from the Group of 20 gathered in Pittsburgh on Thursday and Friday to discuss ways to promote a recovery from the world economic and financial crisis.
