BEIJING, April 6 (Xinhua) -- China will promote health-care reform in four areas -- public health services, medical treatment, medical insurance and drug supply -- for both urban and rural residents, according to a central government document released on Monday.     The reforms will make health-care more convenient and affordable and narrow the urban and rural gap, said the reform guidelines, jointly issued by the Central Committee of the Communist Party of China (CPC) and the State Council.     The government will provide unified education on disease prevention and control, health-care for women and children, first aid, blood donation and family planning to both urban and rural residents, the guidelines said.     Efforts will be made to further improve the sanitation of living and working conditions for urban and rural residents and to deal with all forms of pollution, said the document, adding that the monitoring for food sanitation and sanitation at work places and schools will be strengthened.     Medical treatment will mainly depend on nonprofit medical organizations with state-run hospitals playing the major role and commercial hospitals developing in a complementary way, the guidelines said.     The medical service in rural areas will be greatly improved, with emphasis on county-level hospitals. Large hospitals in cities should provide long-term aid to county-level hospitals in terms of clinical services, personnel training, technological guidance and equipment sharing, according to the document.     The reform will set up a new urban medical system based on community health-care services, which can help lower the medical expenses and provide more convenient service.     Chinese traditional medicine will play a bigger role in disease prevention and control, and in dealing with emergency public health incidents and medical care services, the document said.     The guidelines said a comprehensive medical insurance system composed of the basic medical insurance for urban employers and employees, basic medical insurance for urban residents and a new rural cooperative medical care program will cover 90 percent of the population by 2011.     In 1998, China began to establish a medical care system, aimed to cover all employers and employees in urban areas. The country introduced a comprehensive medical insurance program, which covers all urban residents, including children and the unemployed, in July 2007. A total of 79 cities were selected to launch the pilot program.     The insurance system's principle will shift from major diseases to also covering minor diseases. Commercial medical care insurance will also be made available to meet individual needs, according to the guidelines.     The document said China will speed up the establishment of a drug supply system to ensure basic supply and safety. The system is based on a catalogue of necessary drugs that are produced and distributed under government control and supervision.     The basic medical insurance will cover all listed drugs to effectively provide access to a range of basic medicines and to reduce quality problems, and prevent manufacturers and business people from circumventing the government's price controls.

He said the two countries should:     -- take effective measures to maintain the growth of bilateral trade;     -- fulfill previous agreements and give priority to the cooperation in the energy and resources sectors;     -- reinforce financial and investment cooperation to ensure smooth implementation of major cooperation projects;     -- promote cooperation in the non-resources field, such as infrastructures, so as to forge a more dynamic bilateral trade relation.     Nazarbayev said the two countries had signed a series of cooperative documents during his visit, which fully reflected the common will of the two nations to jointly resist the financial crisis and China's strong support to Kazakhstan.     He believed that China would certainly be able to cope with the challenges, which was crucial for strengthening the international effort in combating the crisis.     Kazakhstan agreed with China's tentative plan on enhancing economic and trade cooperation between the two countries and was ready to work with China to boost cooperation in such sectors as oil and gas, agriculture, technology innovation, finance and transportation, he said.     The BFA, established in 2001, is a high-level forum where governments, businesses and scholars promote regional economic integration and bring Asian countries closer to their development goals.     Under the theme "Asia: Managing Beyond Crisis," more than 1,600participants will discuss how to cope with the international financial crisis.

CARACAS, Feb. 17 (Xinhua) -- Visiting Chinese Vice President Xi Jinping delivered a keynote speech at a seminar here Tuesday, elaborating on bilateral ties, cooperation and common development between China and Venezuela.        BRIGHT FUTURE FOR BILATERAL TIES     In his speech at the opening ceremony of a seminar attended by entrepreneurs from both China and Venezuela, Xi said bilateral ties have seen comprehensive and fast growth since the establishment of diplomatic ties 35 years ago, particularly after the two countries built their strategic partnership for common development in 2001. Chinese Vice President Xi Jinping makes a speech at a business seminar in Caracas, Venezuela, Feb. 17, 2009. Xi arrived in Caracas Tuesday for an official visit to Venezuela. Both sides have enjoyed close high-level exchanges, strengthened mutual political trust and fruitful cooperation in all areas, he said.     Venezuela has become China's fourth biggest oil provider and fifth largest trade partner in Latin America, with bilateral trade volume reaching a record 9.85 billion U.S. dollars in 2008 -- a year-on-year increase of 68.2 percent, said Xi.     He noted that the strengthening of friendly, mutually beneficial cooperation is in keeping with the fundamental interests of both peoples. It is also conducive to the common development of the two countries as well as to relations between China and Latin America as a whole. Chinese Vice President Xi Jinping (1st L) talks with Venezuelan President Hugo Chavez (1st R) at a business seminar in Caracas, Venezuela, Feb. 17, 2009Xi said he had held "very fruitful talks" with Vice President Ramon Carrizales on Tuesday.     "We both are very enthusiastic and determined to develop friendly cooperation between our two countries."     To that end, Xi proposed that both China and Venezuela focus on the following four aspects:     First, both nations should focus on common development and boost mutual political trust. China and Venezuela should view each other from a strategic perspective and adhere to the principles of mutual trust, mutual assistance, reciprocity and mutual benefits. Chinese Vice President Xi Jinping (L) shakes hands with Venezuelan President Hugo Chavez at a business seminar in Caracas, Venezuela, Feb. 17, 2009"We should reinforce political dialogue, broaden strategic common grounds, deepen mutual political trust, constantly enrich the contents of strategic partnership, and promote a long-term stable reciprocal cooperation in an all-around way," the Chinese vice president said.     Secondly, he said the two countries should further improve their cooperative mechanism and upgrade cooperation.     This mechanism, namely the Sino-Venezuelan inter-governmental commission founded eight years ago, "has played an active role in communication and collaboration, under which great progress has been made in cooperation in all areas," said Xi.     He expressed hope that the commission would continue to play its guiding and coordinative role in laying the groundwork of pragmatic cooperation and opening new fields of cooperation.     He also proposed setting up a council for entrepreneurs from both countries.     Thirdly, Xi said China and Venezuela should boost cooperation in energy and finance.     Energy cooperation is a priority and constitutes an important part of bilateral cooperation, he said, expressing hope that the two sides would make a joint effort to push forward an all-around energy partnership.     Xi also said that both nations had agreed to increase their contributions to a joint fund to finance projects in either country.     Finally, Xi said the two countries should explore more fields and channels for cooperation. Apart from energy cooperation, they should better tap the cooperation potential in agriculture, infrastructure and high-tech, as well as promote projects in the housing, railway, telecommunication and electric power sectors.     "We deeply believe that through concerted efforts, China and Venezuela will surely have a bright future of cooperation," Xi said.     BETTER COOPERATION AND COMMON DEVELOPMENT     The Chinese vice president said the scope and pace of cooperation between China and Latin America has reached an "unprecedented" level since the beginning of the new century.     Bilateral trade reached 143.39 billion U.S. dollars in 2008, 39.7 percent up from the previous year and 10 times that of 2000, Xi noted.     Meanwhile, mutual investment has been growing with areas of cooperation being expanded, he said, adding that trade and economic cooperation has shown excellent prospects for all-around development.     China, the largest developing country in the world, is ready to join hands with Latin America, one of the world's major developing regions, to push forward their cooperation and raise it to a still higher level, he said.     China and Latin American nations -- whose combined population makes up a fourth of the world's total -- are all at a crucial stage of socio-economic development, he said.     Under the current circumstances, while standing up to the serious challenges brought about by the global financial crisis, one should not lose sight of the new emerging opportunities for all-around cooperation between the two sides, he said.     The vice president put forward a four-point proposal for strengthening all-around cooperation for common development.     First, he said efforts should be made to promote mutual political trust, bearing in mind the importance of long-term development of friendly cooperation.     China is ready to maintain high-level visits and contact with Latin American nations and favors increased bilateral understanding and support on issues of mutual concern, he said.     Both sides should strive to improve the existing bilateral and multilateral mechanisms of political consultation and dialogue and coordinate cooperation in various fields from a strategic height and long-term perspective.     In the face of the global financial crisis, China is ready to work with Latin American nations to strengthen coordination and boost confidence so as to contribute to the stable growth of the global economy, Xi said.     Second, mutual cooperation should be deepened, said the Chinese vice president.     China is ready to continue to expand trade and mutual investment with Latin American nations, push forward pragmatic cooperation in such key areas as energy, finance, agriculture, manufacturing, infrastructure and the high-tech industry.     The Chinese government is ready to join hands with Latin American governments to further promote strategic cooperation between companies from both sides and make continued efforts to ensure greater success in hosting the China-Latin America Business Summit and the China-Caribbean Economic and Trade Cooperation Forum, he added.     Third, efforts should be made to boost human and cultural exchanges, with a view to cementing the foundation of the China-Latin American friendship.     China is ready to enhance exchanges with Latin American nations in the fields of culture, education, health, sports and tourism, and carry out practical cooperation in poverty alleviation, social security, environmental protection and disaster relief.     Both sides should also expand exchanges between youth and women's organizations as well as media bodies and academic institutions in efforts to promote understanding and friendship between the Chinese and Latin American peoples, Xi said.     Fourth, both sides should strengthen consultation and cooperation in international affairs.     China is ready to strengthen coordination with Latin American nations, through participating in regional and international organizations or other multilateral mechanisms, and jointly safeguarding the legitimate rights and interests of developing nations.     Both sides should work together to push for the establishment of a global economic system for sustainable development, an inclusive international financial system, a fair and equitable international trading system and a fair and efficient global development system.     Both sides should urge developed countries to fulfill their commitments in terms of increasing investments and aid, reducing trade barriers, speeding up technology transfer and reducing and writing off debts, he said.     China is a staunch force for maintaining world peace and the Chinese people are trustworthy friends of the Latin American people, said Xi.     China and Latin America enjoy a profound traditional friendship and share broad common interests. China is ready to work with Latin American nations to write a new chapter in the efforts to establish partnership for all-around cooperation, said the vice president.     Venezuelan President Hugo Chavez was present during Xi's address.     Xi arrived Tuesday in Caracas for an official visit to Venezuela, the fourth leg of his six-nation tour, which will also take him to Brazil and Malta. He earlier visited Mexico, Jamaica and Colombia.     In November 2008, China issued its first Policy Paper on Latin America and the Caribbean, seeking to build and develop a comprehensive and cooperative partnership featuring equality, mutual benefit and common development with the region.

BEIJING, Feb. 5 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao have ordered all-out efforts to combat the severe drought in the country's vast wheat-growing area to ensure a good summer harvest, a State Council meeting was told Thursday. The central government on Thursday decided to earmark another 300 million yuan (44 million U.S. dollars) as drought relief fund in additional to 100 million yuan already allocated. The fund will be used to buy agricultural machinery and other production materials.     Lack of rainfall has led to severe drought in northern China, leaving about 141 million mu (9.3 million hectares) wheat or 43 percent of the country's total affected, according to the Ministry of Agriculture (MOA). People irrigate the wheat field at Xiaolu Village in Yuzhou, a city in central China's Henan Province, on Feb. 4, 2009. Henan, China's major grain producer, issued a red alert for drought on Jan. 29. The provincial meteorological bureau said the drought is the worst since 1951. The drought has affected 63 percent of the province's 5.26 million hectares of wheat.    About 145 million mu crops have been affected by the drought nationwide, or 40 million mu more than the same period last winter.     Government at all levels should give anti-drought work a priority in an effort to stabilize grain production, increase farmers' income and ensure agricultural production, the State Council said.     Relevant departments in local regions were asked to enhance farmland management, mobilize human resources, ensure technology service and enlarge irrigation areas.     Efforts should also go to build emergency water resources projects and carry out artificial precipitation to alleviate water shortage and ensure drinking water for both people and livestock. The Ministry of Water Resources also said it would enhance supervision and launch emergency plan when necessary.     Relevant departments should allocate special funds to aid poverty-stricken people in rural areas.     The Cabinet said it will send working teams to eight drought-hit provinces to discuss anti-drought procedures. The MOA has already sent 12 working teams of experts to the drought-hit provinces, to instruct farmers on drought relief work.     Plant diseases and pest prevention were discussed and local governments were advised to supervise and prevent the spread of severe animal diseases.     Efforts should also be made to monitor or combat forestry fire, upgrade anti-disaster ability and avoid casualty, the State Council said.

BEIJING, March 6 (Xinhua)-- China has named its first home-made jumbo jet C919, which will take off in around eight years, its chief designer Wu Guanghui said on Friday.     "C represents China as well as COMAC, the abbreviation for Commercial Aircraft Corporation of China, Ltd," said Wu, who is also the deputy general manager of COMAC, the manufacturer of C919.     "The name also reflects our determination to compete in the international market for jumbo jet. C919 comes after Airbus and Boeing, so you will have ABC in the aviation industry," said Wu, apolitical advisor who is here attending the annual session of 11thNational Committee of the Chinese People's Political Consultative Conference.     The first 9 in the name implies forever in Chinese culture, while 19 means the first jumbo jet produced by China will have 190seats, he said.     Wu said that his company will choose suppliers of engines, airborne equipment, and materials through international bidding, and will encourage foreign suppliers to enter into partnership with Chinese manufacturers.     "We will choose foreign-manufactured products like engines at the beginning phase, but we will also independently do the research and manufacturing work at the same time," noted Wu.     The Shanghai-based COMAC was set up in May, 2008 after approval in early 2007 by the State Council, China's Cabinet. BEIJING, March 14 (Xinhua) -- World media spoke highly of Premier Wen Jiabao's remarks Friday at a press conference and policies China has adopted to battle the economic crisis, saying the two just-concluded political sessions delivered "China's confidence." The two sessions are known as the Second Session of the 11th National People's Congress (NPC) and the Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC).     The U.S. Chinese Biz News said in a commentary that China has worked out various measures to boost confidence in a number of fields, noting that the package of measures was unprecedented concerning its covered area, depth and influence. Chinese Premier Wen Jiabao answers questions during a press conference after the closing meeting of the Second Session of the 11th National People's Congress (NPC) at the Great Hall of the People in Beijing, capital of China, March 13, 2009. The annual NPC session closed on Friday    "China's confidence" was frequently used by reporters covering the NPC and CPPCC, making it a key phrase of the two sessions, it added.     Zheng Yide, editor-in-chief of the U.S. Qiaobao, said the two political sessions spurred confidence of the world amid the unfolding economic turmoil.     China has pledged an 8-percent economic growth, and considering the important role it plays on the world platform, such commitment uplifts people's confidence not only in China's economy but also in the world economy, Zheng said.     The Paris-based Nouvelles d' Europe, the biggest Chinese newspaper in Europe, published a commentary saying "confidence" had been a key word running through the two political sessions and left a deep impression on the world.     The recurring word offered China as well as other countries an effective prescription for surviving the economic crisis.     Lianhe Zaobao, a leading Chinese-language newspaper in Singapore, said in an editorial that Wen has unequivocally said China is ready to confront even bigger challenges amid the financial crisis and can "roll out a new stimulus package at any time."     That is a promise not only to the Chinese people but to the whole world, the editorial said.     It is remarkable that China delivered such kind of determination and confidence at a time when the United States and Europe are still entrenched in their positions on measures to overhaul the global financial system, the editorial said.     Nanyang Siang Pau of Malaysia said that China has set an 8-percent economic growth target for this year.     The paper quoted Wen as saying that China's fiscal deficit is controllable and the government's debt level is safe.     China will keep its currency, the yuan, stable at a reasonable and balanced level, Wen was cited as saying. "No country in the world has the right to put pressure on the devaluation or appreciation of the Chinese currency."     Malaysia's China Press and Sin Chew Media also covered the conclusions of the two political sessions and Wen's press conference.
