BEIJING, Oct. 27 (Xinhua) -- China's anti-graft chief He Guoqiang on Tuesday urged discipline and supervision authorities to press ahead with the building of a clean government and strengthened efforts in corruption prevention.     He, secretary of the Central Commission for Discipline Inspection of the Communist Party of China (CPC), said in a meeting that efforts should be made to handle people's complaints and embrace innovation in the establishment of anti-corruption mechanism.     He asked discipline and supervision authorities to combat extravagance, intensify crackdown on the practice of "small coffer", which refers to fund, securities and assets that should be but fail to be listed into the account books of CPC and government organizations in accordance with relevant laws and regulations.     He also called for authorities to make public Party affairs, especially at grassroots organizations, and investigate and prosecute corruption cases.     Efforts should be made to expand channels for the general public to be involved in anti-corruption endeavor, said He, who is a member of the Standing Committee of the Political Bureau of the CPC Central Committee.

ADELAIDE, Australia, Nov. 28 (Xinhua) -- China Giant Pandas Wang Wang and Funi arrived at Australia's Adelaide airport on a chartered jumbo jet from China on Saturday. The pandas were welcomed at their new digs in the Adelaide Zoo after arriving in a climate-controlled semi-trailer escorted by police.     They will spend the next 30 days in quarantine in their specially built enclosure at the Zoo before going to the public on Dec. 13.     The CEO of Adelaide Zoo Dr. Chris West and the Cultural Councilor of Embassy of the People's Republic of China in Australia Ke Yasha with a crowd of about 100 local people greeted them at the Airport.     Ke said, "Nearly 400 Chinese people welcomed the arrival of the Giant Pandas in Chinatown despite the poor weather." BEIJING, Nov. 18 (Xinhua) -- The leader of the world's largest developed country came across the Pacific Ocean to the largest developing country this week, and nobody could ignore the event nor its significance.     As today's world is undergoing tremendous development and change, how China and the United States define their relations means much, not only to each other, but also to the rest of the world.     "The significance and influence of China-U.S. relations go far beyond the two countries," Chinese President Hu Jintao has said.     Soon after she took office, U.S. Secretary of State Hillary Clinton said that U.S.-China relations would decide whether the 21st century international relationship is antagonistic or peaceful. U.S. President Barack Obama has also stressed on several occasions that U.S.-China relations would shape the 21st century.     Compared to the past, the current China-U.S. relations have shown new characteristics.     Bilateral communication has been expanded geographically against the backdrop of globalization, and the contacts involving China and the United States occur everyday at almost every corner of the world, not just between the two countries.     Moreover, the content of the China-U.S. communication has been expanded to every area, including politics, economy, military, culture and environmental protection, which is not limited to a certain field.     It's worth noticing that after entering the 21st century, the relationship between China and the United States has been increasingly intertwined with global issues, and the two nations have to face various global challenges together, not just problems of their own.     "The major challenges of the 21st century, from climate change to nuclear proliferation to economic recovery, are challenges that touch both our nations and challenges that neither of our nations can solve by acting alone," Obama said in Beijing after meeting the Chinese president on Tuesday.     As the China-U.S. Joint Statement issued after the meeting of the two leaders pointed out, under the circumstance of the international situation undergoing profound and complex changes, China and the United States have common responsibilities on regional and global security issues.     China-U.S. relations, the relationship of the world's largest developing and developed countries, reflect a new character along the evolution of world structure in this new century, that is, developing countries have been gaining more say and influence in the world, with their status on the international political and economic stage becoming more important.     In a changing world, the trend of China-U.S. ties has impact on the well-being of the future world.     Through Obama's Asia tour and his first visit to China, it is easy to see that cooperation between China and the United States will not only benefit the two countries and the two peoples, but also conduce to peace, stability and prosperity of the Asia-Pacific region and the world as a whole. Such consensus has been reached by the leaders of the two countries.     Obama described China as both an important partner and a friendly competitor, saying the United States seeks cooperation, instead of confrontation, with China. He said the United States does not intend to contain China's rise and that he welcomes China as a "strong, prosperous and successful member of the community of nations."     It is on the basis of such consensus that Obama's China visit turned to be fruitful. The two countries reaffirmed the new definition of their ties -- a positive, cooperative and comprehensive relationship in the 21st century -- as established by their heads of state, and enriched their relations and cooperation with more strategic connotation.     The cooperation between China and the United States is indispensable for the world's development. It is presumable that the two countries' interests are to further intertwine and bilateral cooperation is to make continuous progress. However, the two sides must soberly deal with differences and contradictions at the same time.     Just as President Hu said, "it is normal for China and the United States to have some discrepancies since the conditions in the two countries are different, yet the most critical part lies in the respect of common interests and major concerns."     According to Hu, for an enhanced China-U.S. relationship, it is primarily necessary to establish strategic mutual trust, and politicians of the two countries are required to "have enough strategic insight and political wisdom" and to make joint efforts, improve understanding, expand cooperation and deal properly with discrepancies so as to push China-U.S. ties onto a new level.     "The Chinese side is willing to work with the U.S. side to push for the sustained, sound and stable development of China-U.S. ties so as to better benefit the peoples of the two countries and the world as well." ASTANA, Dec. 12 (Xinhua) -- Chinese President Hu Jintao and Kazakh President Nursultan Nazarbayev on Saturday pledged to advance their countries' strategic partnership.     During a meeting with Nazarbayev, Hu put forward a five-point proposal for the development of bilateral relations between China and Kazakhstan. He also announced a decision to increase from 100 to 200 the number of Kazakh students who study in China on Chinese government scholarships every year.     Nazarbayev agreed with Hu's five-point proposal and said the Kazak side was satisfied with the development of the good-neighborly friendship and strategic partnership enjoyed by the two countries.     Hu's visit took place on the eve of the 18th anniversary of Kazakhstan's independence, which Nazarbayev said reflects the importance that China places on its relations with his country.     The two leaders watched the completion of a natural gas pipeline in Kazakhstan earlier Saturday. The pipeline is part of the China-Central Asia gas pipeline that links Turkmenistan, Uzbekistan and Kazakhstan.     Noting that bilateral relations have ushered in a new stage of energy cooperation, Nazarbayev said his country was willing to strengthen pragmatic cooperation with China in the fields of trade, finance, infrastructure, energy and non-energy.     He also agreed with China's handling of the July 5 incident in Urumuqi in northwest China's Xinjiang Uyghur Autonomous Region and reiterated his support for China's efforts to strike against the "three evil forces" of terrorism, separatism and extremism     China's efforts were necessary to maintain stability in Xinjiang, and were good for stability in Kazakhstan, he said.     The president also thanked the Chinese government for increasing the number of Kazak students studying in China and said his country was ready to work with Beijing to smoothly run the two Confucius Institutes in Kazakhstan.     China and Kazakhstan have witnessed sustained, rapid and healthy progress of bilateral ties since establishing diplomatic relations in 1992.     Kazakhstan has become China's largest trading partner in Central Asia. Despite the global financial crisis, two-way trade reached 17.55 billion U.S. dollars in 2008, exceeding the 15-billion-dollar target set by the two countries' governments.     China and Kazakhstan have also made concerted efforts in fighting against the "three evil forces", cracking down on drug trafficking and other cross-border crimes.     Hu arrived in Astana earlier Saturday for a two-day visit to Kazakhstan at the invitation of Nazarbayev.     Kazakhstan is the first leg of Hu's two-nation Central Asia trip. He is expected to leave Kazakhstan on Sunday for Turkmenistan.

GENEVA, Nov. 30 (Xinhua) -- China will maintain the stability of its Renminbi (RMB) exchange rate all along, which does good for the world economic recovery, Commerce Minister Chen Deming said on Monday.     China's exchange rate reform has continued smoothly, and the value of RMB has risen by some 20 percent against the U.S. dollar since 2005, Chen told reporters in Geneva, where he is attending a ministerial conference of the World Trade Organization.     Despite the impact of the global financial crisis and all kinds of other difficulties, the Chinese government has actively tried to boost domestic consumption and stimulate imports, Chen said. JOHANNESBURG, Dec. 24, (Xinhua) -- Legal ties between China and Africa have taken a major step forward with the conclusion of the First Forum on China-Africa Legal Co-operation in Cairo, Egypt on Monday.     Under the theme "Strengthen China-Africa Legal Exchange and Promote All Round Development of China-Africa Relationship", this forum was the first time lawyers from the China and Africa had met in such circumstances.     Greg Nott, who led the South African delegation, said on his return to Johannesburg on Thursday that he was "terribly excited by this forum and look forward to the implementation of a number of proposals tabled."     These included an exchange and cooperation between Chinese and African legal circles and a legal "think tank" to promote a universal and sustainable development of the China-Africa relationship.     Nott, who is the legal representative of the China-Africa Development Fund as well other China investor clients, said there were a number of other "ambitious and exciting proposals".     These include "the establishment of training and consulting centres as well as training projects for young African lawyers. This goes all hand-in-hand with private sector lawyers driving intellectual and legal support for business activity on both continents."     The forum was convened as the first step towards pragmatic cooperation between Chinese and African legal circles.     It was attended by delegates from Botswana, Ethiopia, Nigeria, Tanzania, Uganda and Zambia, as well as a strong delegation from the China Law Society.     The agenda included the important role of law in China-Africa cooperation, an introduction to the legal systems of China and African countries and their impact on trade and investment relations.     A number of prominent Egyptian and Chinese lawyers presided over the panels. The lawyers have much work to do because while China has one legal system, the 53 nations which make up Africa each have their own systems. Most are based on either the British legal system, with elements of Roman/Dutch law, or the French legal system.     There is also a strong legacy of Portuguese influence in former colonies. China's civil law system is based on traditional customs and practices, with Soviet and German influence.     Held on Dec. 20 and 21, the forum was hosted at the Cairo Regional Centre for International Commercial Arbitration.     The South African delegation included Rajen Ranchhoojee and Sheng Wu of the Johannesburg legal firm Dewey & LeBoeuf, where Nott is the managing partner.     The legal forum followed shortly after the meeting of foreign ministers at the fourth Forum on Africa China Cooperation, which was held in for Sharm-El-Sheikh, Egypt from Nov. 8 to 9.     At that meeting South African International Relations and Cooperation Minister Maite Nkoana Mashabane said China had played an important role in Africa's renewal. "For instance it has had significant role in peacekeeping in Africa."     She said a major strength of Chinese aid was its orientation to recipient priorities such as infrastructure (telecommunications, energy, roads) and productive sector investments (agriculture).     "Furthermore, Chinese assistance is considered to be relatively predictable assistance because it is disbursed on schedule within the intended financial year."     At that point she said development cooperation between South Africa and China is was regulated by two Agreements, "namely an agreement on Human Resource Development that was signed in 2004 and a February 2007 Agreement on Technical and Economic Cooperation".
