BEIJING, June 23 (Xinhua) -- President Hu Jintao on Monday hailed the country's remarkable science and technology achievements since the launch of its 1978 Reform and Opening-up Drive, but he also admitted that there is "still a large gap" with the world's most advanced.     Among developing countries, China had now taken the lead regarding the general level of science and technological development, said Hu, also general secretary of the Communist Party of China (CPC) Central Committee.     He attributed the achievements to the full support of the Party, the nation and the hard work by Chinese scientists and technicians.     Hu made the remarks at Monday's inaugural ceremony for both the 14th Congress of the Chinese Academy of Sciences and the Ninth Congress of the Chinese Academy of Engineering Science. Chinese President Hu Jintao makes a speech at the joint inaugural ceremony of both of the 14th Congress of the Chinese Academy of Sciences (CAS) and the Ninth Congress of the Chinese Academy of Engineering (CAE) at the Great Hall of the People in Beijing, capital of China, June 23, 2008.    He began his speech by giving a brief summary of the country's strenuous anti-earthquake efforts after a powerful 8.0-quake struck Wenchuan County in the southwestern Sichuan Province on May 12.     Members of the two academies had made full use of their collective wisdom and power to play an important role in the quake relief, he said.     In his speech, Hu mentioned two major historic events -- the National Science Congress in March 1978, and the Third Plenary Session of the 11th CPC Central Committee in December that same year.     The science conference has been called a "Spring" for the country's science circles following the end of the Cultural Revolution (1966-1976). The latter ushered in the Reform and Opening-up Drive in the country.     Hu recalled it was Deng Xiaoping who talked about major issues regarding the political status. At the meeting, the late leader proposed that science and technology were a productive force, intellectuals were part of the working class, and the key of the country's modernization drive lay with the modernization of science and technology.     He reiterated science and technology were the No.1 productive force; human resources were the No. 1 resource; and it was a must to persistently increase the capabilities in independent innovation; it was a must to adhere to the political advantage of socialism, which enabled the government to gather powers to do big things; it was a must that science and technology served economic and social development as well as the people; and it was a must to display the scientific spirit.

It added that drought prevention work should also be listed on the agenda.     The SFDH initiated a level-three emergency response to the torrential rains that hit China over the past week causing 57 deaths.

KIEV, Sept 19 (Xinhua) -- The Seventh Euro-China Forum ended Friday in Kiev, the capital of Ukraine, as participants called for further dialogue and cooperation between China and Europe.     In the three-day forum entitled "Silk Road of the 21st century," nearly 200 politicians, academicians, economists from Europe and Asia discussed Sino-Europe relations and economic cooperation.     Ukrainian President Viktor Yushchenko said China has made great achievements in its economic development and "Ukraine is willing to learn China's successful experiences and strengthen exchanges and cooperation with China."     China has just successfully hosted the 2008 Olympic Games and its scale and level was impressive, the president said in a message to the forum.     Addressing the forum, former French Prime Minister Laurent Fabius said that apart from economic cooperation, the Europeans and Chinese should enhance their cultural exchanges to know each other even better.     "The economic and trade relations is the core of the Europe- China cooperation. We, Europeans and Chinese, should seize every opportunity to smoothen out potential frictions and to bridge the gap between the intensification of our commercial relationship and the weakness of our intellectual exchanges. In this respect, the Euro-China Forum plays a crucial part. And its influence keeps growing." he said.     Fabius also noted that Europe in the past called China "a sleeping giant" and the giant is now waking up.     "The success of the Beijing Olympic Games showed China's vigor and enthusiasm," he said.     Chinese ambassador to Ukraine Zhou Li said that Ukraine is an important country in Europe and the Chinese government attaches great importance to developing relations with Ukraine and Europe.     The bilateral economic and trade relations between China and Ukraine have developed steadily in recent years, he said.     "I believe the friendly cooperative relations between China and Ukraine will see a more brilliant future thanks to bilateral joint efforts," Zhou Li said.     The non-governmental forum was initiated by China Europe International Business School to foster unofficial exchanges between the two sides of the Eurasian continent. The forum was first held in 2002 in Barcelona, Spain.

HONG KONG, June 2 (Xinhua) -- Mainland-based telecommunications giants China Unicom and China Netcom, both listed on the Hong Kong stock exchange, announced Monday that each share of Netcom will be exchanged for 1.508 Unicom shares in a proposed merger. The rate was based on the price of China Netcom shares on the Hong Kong mainboard before their suspension from trading on May 23, with a 3 percent premium, said Tong Jilu, executive director and chief financial officer of China Unicom.     Chang Xiaobing, chairman and chief executive officer of China Unicom, also said each American depository share of China Netcom will be exchanged for 3.016 American depository shares of the new China Unicom, subject to shareholders' approval. (L-R) China Netcom CFO Li Fushen, China Netcom Chairman and CEO Zuo Xunsheng, China Unicom Chairman and CEO Chang Xiaobing and China Unicom CFO Tong Jilu join hands after announcing the merger of China Netcom and China Unicom in Hong Kong, South China, June 2, 2008. China Unicom also said it reached a framework agreement with China Telecom under which China Telecom will buy CDMA business and CDMA network from China Unicom Group.     The merger is expected to be completed in October this year after the shareholders' conferences in September if everything went ahead smoothly, Tong said.     The merged group, possibly bearing the name of China Unicom, will have an enlarged capital of 23.76 billion shares, worth a total of 439.17 billion yuan (63.28 billion U.S. dollars). It is expected to be a provider of integrated services including mobile and fixed-line telecommunications, broadband, data and value-added services.     "The merger is in line with the trend of convergence of fixed- line and mobile networks, and is expected to enable the merged group to set clear strategy," Chang said, referring to the direction for the company to pursue 3G strength.     China Unicom, currently one of the telecommunications giants in the Chinese mainland, is a far second to the largest mobile carrier China Mobile, while China Netcom is a provider of fixed line telecommunications and broadband services.     The merger was currently between the Hong Kong-listed China Unicom Limited and the China Netcom Group Corporation (Hong Kong) Limited, but not a merger between their mother companies, Chang told a press conference held in Hong Kong.     China Netcom will cease to exist as a listed firm after the merger, subject to approval from the shareholders at the company's annual conference, which is expected in September, said Zuo Xunsheng, chairman and chief executive officer of China Netcom.     Shares of both companies will resume trading on Hong Kong exchange on Tuesday.     The merger was part of a major regrouping in the Chinese telecom industry aimed at more competition by forming three providers of integrated services after regrouping.     State authorities issued an announcement on May 24, saying that they "encouraged" a regrouping of the telecom corporations to form three providers of integrated services to increase market competition. China Mobile has recently announced a proposal to buy fixed-line operator China Tietong, or Railway Telecommunications.     At a separate press conference in Hong Kong on Monday, the HongKong listed China Telecom announced that it has reached an agreement to buy the CDMA services of China Unicom, thus making it one of the three integrated services providers, too.     China Unicom also announced at the conference that it will sell its CDMA services at 43.8 billion yuan (6.31 billion U.S. dollars)and that its mother firm China Unicom Group will sell its CDMA network at 66.2 billion yuan (9.54 billion U.S. dollars) to China Telecommunications Corporation, the mother firm of China Telecom.     Speaking at a separate press conference in Hong Kong, Wang Xiaochu, chairman and chief executive officer of China Telecom, said that the deal is expected to be completed in October, subject to shareholder approval at annual conferences in September.     China Telecom will pay for the transaction in cash, Wang said, adding that he expected the CDMA part to contribute net profit as early as 2012, although the deal could impact the earnings record of the company in short term.     The regrouping will result in three separate providers of integrated services, with most of the analysts saying that they expected China Unicom to benefit the most from the regrouping whereas the strength of China Mobile could be reduced.     Others, however, said they expected China Mobile to remain the giant among the giants and retain most of its power in the mainland telecom industry.     Chang, head of China Unicom, also warned against "over optimism" about the increased strength of the merged company, saying it required long-term effort.

DUSHANBE, Aug. 28 (Xinhua) -- Leaders attending the Shanghai Cooperation Organization (SCO) summit in the Tajik capital issued a joint declaration Thursday on security, energy and several other issues.     The declaration was signed by Chinese President Hu Jintao, his Russian counterpart Dmitry Medvedev, Kazakh President Nursultan Nazarbayev, Kyrgyz President Kurmanbek Bakiyev, Tajik President Emomali Rakhmon and his Uzbek counterpart Islam Karimov.     ON USE OF FORCE     The leaders agreed that any attempt to solve problems by merely resorting to force could not work and would only hinder a comprehensive settlement of local conflicts, the declaration said.     A comprehensive solution to existing problems can be found only by taking into account the interests of all parties involved and including them all in the negotiation process rather than isolating any of them, said the declaration.     Any attempt to strengthen a country's own security at the expense of that of others is detrimental to maintaining global security and stability, it said.     On the issue of South Ossetia, the SCO members expressed their deep concerns over the tension triggered by the South Ossetia conflict, and called on relevant parties to solve existing problems peacefully through dialogue, strive for reconciliation and push for negotiations. Chinese President Hu Jintao (3rd L) poses for group photos with other leaders of the Shanghai Cooperation Organization (SCO) member states in Dushanbe, capital of Tajikistan, on Aug. 28, 2008, during the annual summit of the organization.ON SECURITY COOPERATION WITHIN SCO     The member states of the organization were satisfied with increased cooperation within the SCO framework in their fight against terrorism, separatism and extremism, the declaration said.     The SCO members reiterated their efforts to maintain the central coordinating role of the United Nations in the global fight against terrorism, and to steadfastly implement the UN Global Counter-Terrorism Strategy and to finalize a comprehensive convention on fighting global terrorism at an early date.     The leaders also pledged to establish a mechanism of joint assessment, prevention and response to external threats and challenges to regional security.     On the issue related to the creation of a global anti-missile defense system, they stressed that the establishment of such a system will not help in maintaining a strategic balance, runs counter to international efforts towards arms control and nuclear non-proliferation, and is not conducive to enhancing trust among countries and regional stability. ON ENERGY & ENVIRONMENT     Against the backdrop of global climate change, it is of special significance for the SCO members to forge close cooperation in developing new energy technology, the declaration said.     Therefore, the SCO members should strive to seek a common position to address the negative impacts of climate change and develop environment-friendly clean energy.     The leaders pledged to seek global common development through bridging the technology gap between countries and eliminating poverty under the premises of ensuring all the countries to equally enjoy the benefits of globalization.     They agreed that it was of special significance to implement responsible fiscal and financial policies, monitor capital flows, and ensure food and energy security amid a world economic slowdown.     On the issue of water resources, they said it was of vital importance for the SCO members to conduct dialogue on the efficient use of water resources.     They also promised to strengthen consultation and cooperation in the field of human rights within the UN framework and cooperate with other regional organizations and integration mechanisms on cultural cooperation and promotion and guarantee of human rights.
