BEIJING, Sept. 28 (Xinhua) -- China's Ministry of Commerce (MOC) issued a statement late Monday saying it would approve U.S. automaker General Motors Co.'s (GM) plan to buy part of parts supplier Delphi Corp, but set conditions on the deal to avoid restricting competition.     The approval came after an anti-monopoly probe by the MOC into the deal last week and negotiations with the two companies over the deal conditions, aimed to avoid exclusion or restriction of competition, according to the statement.     The conditions include a ban on GM and Delphi exchanging trade secrets on Delphi's other Chinese customers, to prevent GM from getting confidential and competitive information.     Delphi should also maintain the timeliness and quality of supplies indiscriminately to the other domestic automakers, at market prices.     The ministry said it had discussed with the two companies its concerns on competition, and GM and Delphi had come up with solutions.     According to a Dow Jones report Monday night, authorities in the U.S. and E.U. had earlier given their approval for the deal, after Delphi, GM's former parts division, received approval from a U.S. court to sell assets to its lender and GM.     The report said this would clear the way for the auto-parts supplier, which operates 17 wholly-owned entities and joint ventures in China and 21 manufacturing sites, to end its four-year stay in bankruptcy.     Under China's anti-monopoly law, mergers and acquisitions that could impact the domestic market must undergo an anti-monopoly review.

In 2009 (January-September) ASEAN export to China was approximately 85.6 billion U.S. dollars.     China is the third largest source of import of ASEAN. HONG KONG, Aug. 29 (Xinhua) -- China has made great progress in gender equality and empowering women in the past 60 years, well on track to achieve the Millennium Development Goals (MDGs) by 2015, said a senior UN official on Saturday at the Asia Pacific Women Forum held in Hong Kong.     Khalid Malik, the United Nations Resident Coordinator and the UN Development Program resident representative in China, quoted Chairman Mao Zedong's famous remarks "Women holding up half of the sky" to review China's good will and determination in promoting gender equality.     He noted that the People's Republic of China has witnessed important progress since its founding nearly 60 years ago, with gender equality as the country's basic national policy and one of the core elements to pursue a harmonious society.     Six years away from the deadline of MDGs, China is now well on track for further progress to meet the goal in promoting gender equality, said Malik.     "There is almost no gender disparity to Chinese women's access to a living market, and there is much that the Asia-Pacific region can learn from China's lessons," he said.     The eight MDGs, set by world leaders at a UN summit meeting in 2000, also include relieving poverty, popularizing primary education, reducing child mortality and ensuring environmental sustainability.     As the Asia-Pacific region emerges stronger than any other one from the undergoing global financial crisis, he also believed the women in the region have a real prospect in redefining and strengthening their role in economy and society amid "a time of great changes".     "Women are the driving force to overcome poverty and hunger, fight illiteracy, prevent the spread of diseases and promote stability," he said.     More efforts were needed yet, Malik added. He urged both China and the whole region to eliminate even more bias towards empowering women and to bring the gender equality to a whole new level on the foundation of all the progress that has been made so far.

BEIJING, Sept. 12 (Xinhua) -- A senior leader of the Communist Party of China (CPC) on Saturday urged concrete measures to maintain stability, which he described as an "arduous" task.     Zhou Yongkang, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks at a meeting after hearing reports on the preparation for the security during the National Day holiday and the situations in the country's far western Xinjiang and Tibet.     "While on the whole the social situation is stable, the country now faces grave challenges in maintaining stability, and the task is arduous," Zhou said.     Currently, the overwhelming political task is to maintain the stability of the capital, said Zhou.     Grand celebrations will be held on Oct. 1 in Beijing to mark the 60th founding anniversary of the People's Republic of China.     Zhou urged officials and security workers to "fully prepare themselves for the most complicated situation" in order to ensure the smooth run of all activities during the National Day holiday.     Describing the security campaign as a "people's war", Zhou urged the capital's neighboring areas to strengthen security check and stamp out any factors that might harm stability outside Beijing "with utmost efforts."     Zhou noted that maintaining stability in Xinjiang, where recent needle attacks caused public scare and triggered mass protests after the riot on July 5, is also one of the most significant missions.     The riot left 197 people dead in Urumqi, the regional capital of Xinjiang, while five died during the mass protests in the city last week.     In addition, Zhou urged the local government in Tibet Autonomous Region to strengthen management on monasteries and "strictly" prevent any harmful attempts from separatists.     He said currently people across the country are all hoping for stability and development and "we are fully confident" in managing the security well around National Day.

BEIJING, July 23 (Xinhua) -- Chinese President Hu Jintao vowed to stick to the proactive fiscal policy and moderately easy monetary policy in the second half year to sustain stable and relatively fast economic growth.     Hu, who is also general secretary of the Central Committee of the Communist Party of China (CPC), made the remarks at a conference with leaders of the country's leading non-Communist Parties on Thursday in Beijing.     Chinese Premier Wen Jiabao and other senior leaders including top political advisor Jia Qinglin, Vice President Xi Jinping and Vice Premier Li Keqiang, attended the meeting.     Hu said the Chinese economy is generally improving because of the stimulus packages the Chinese government rolled out to weather the global economic downturn, but caution against risks should be strengthened.     The macroeconomic policies should be maintained to consolidate the current recovery to achieve the goal of eight-percent economic growth for this year, Hu said.     China's annual economic growth quickened to 7.9 percent in the second quarter of this year, mainly boosted by a 33.5 percent surge in fixed-asset investment driven by powerful fiscal and monetary stimulus. The figure was compared with the 6.1 percent economic growth in the first quarter and 6.8 percent in the fourth quarter of last year.     Hu called for thorough implementation of stimulus measures to expand domestic demand. The government tried to boost domestic demand to offset falling exports because of a slump of global demand. The measures included programs of rural home appliance subsidy and home appliance replacement and purchase tax cuts on autos.     Economic restructuring and innovation should be enhanced to ensure economic recovery, Hu said.     In rural development, Hu called for efforts to boost grain production and increase farmers' income through various channels. More investment should go to ethnic, border and poor regions, Hu added.

SHANGHAI, July 30 (Xinhua) -- China would firmly stick to its moderately easy monetary policy and concrete the recovery momentum of the country's economy, said vice governor of China's central bank on Wednesday. Su Ning, Vice Governor of the People's Bank of China (PBOC) made the remarks in a meeting held in the bank's Shanghai-based headquarter, saying a proactive fiscal policy and moderately easy monetary policy were crucial for sustained growth.     Despite an initial economy recovery resulted from the government's stimulus efforts in the first half, the country still faced severe difficulties and challenges from both domestic and abroad.     In the second half, the PBOC would use a set of monetary policy mix to coordinate a "reasonable" credit structure based on market rules, and to ensure more loans to major infrastructure construction and technology innovation, Said Su.     China's economy rebounded to grow 7.9 percent in the second quarter driven by a surge of fixed-asset investment backed by government's 4-trillion-yuan stimulus package on last September.     Chinese banks lent a record 7.37 trillion yuan in the first half to shore up the economy, which sank to 6.1 percent in the first quarter.
