MOSCOW, June 4 (Xinhua) -- Russia and China have agreed to establish a cross-border nature reserve to protect Siberian tigers and other endangered animals, local media reported on Thursday.     An agreement on the creation of the nature reserve was signed by Russian Minister of Natural Resources Yury Trutnev and his Chinese counterpart Zhou Shengxian, news reports said, citing the Russian Ministry of Natural Resources.     The Siberian tiger, also known as the Amur tiger, is the largest subspecies of the family with a length of more that three meters and a weight of up to 300 kg. There are only about 500 of them left in the wild.

Bilateral relations have shown a sound momentum of accelerated growth since President Koroma took his office.     The two heads of state agreed to explore cooperation in the areas of infrastructure construction and resource exploitation.     To boost bilateral ties, Hu proposed to keep close contacts among the two countries' leaders, maintain friendly exchanges between lawmaking organs and ruling parties, and make joint efforts to facilitate bilateral education, public health and human resources programs.     He told Koroma China values its trade ties with Sierra Leon, and is committed to helping speed up the country's economic reconstruction.     Hu welcomed more Sierra Leone young people to study in China, pledging to foster more professionals for the country.     China had offered scholarship to altogether 311 Sierra Leone students since 1976.     Hu also vowed to promote the accomplishment of existing bilateral projects as scheduled, offer aid to Sierra Leone's education, culture, public health programs, and enhance coordination with it on major issues including peacekeeping, poverty reduction and fighting against global challenges.     Koroma said his country welcomed increased investment from China to aid his country's economy, vowing to create sound environment and conditions.     "Sierra Leone highly values relations with China, and is ready to cement all-round cooperation with the country and learn from its development experience," he said.     Koroma called on enhanced bilateral cooperation on international and regional issues, in particular African issues, to further push forward Sierra Leone-China and Africa-China ties.     The two presidents attended a signing ceremony for three cooperative agreements including one on China's providing anti-malaria medicines to Sierra Leone.     The West African country, once British colony, gained independence in 1961 and founded the Republic of Sierra Leone. With a population of over 6.1 million and an area of some 71,740 square kilometers, the country is the lowest ranked country on the Human Development Index and seventh lowest on the Human Poverty Index, following years of civil wars.     China forged diplomatic ties with Sierra Leone on July 29, 1971. Between that date and this March, China had invested 33.9 million U.S. dollars in the country and helped build more than 30 projects including hydropower stations, a national stadium, hospitals and government buildings.     Sierra Leone rolled out its first CDMA network in the country last month with help from Chinese equipment vendor Huawei Technologies. Sierratel, the country's government-owned telecommunication company, received a delivery of 16.6 million U.S. dollars worth of wireless telecommunication equipment from Huawei, funded by the Chinese government's preferential loan.     Chinese ambassador to Sierra Leone Qiu Shaofang said China would build two hydropower dams in Sierra Leone in the next three years.     "China has offered long-term economic aid to Sierra Leone and has promised not to reduce assistance in spite of the global slump," said Qiu.     Bilateral trade topped 83.71 million U.S. dollars last year, up 30.4 percent year on year. With the global downturn, total bilateral trade in the first four months of the year was down 40 percent to 12 million U.S. dollars.     China mainly exports machinery and electrical products, textiles and chemical products to Sierra Leone, while imports logs, natural rubber and coco beans.     Koroma's ongoing China trip will also take him to central China's Hunan Province and the country's financial hub Shanghai.

He ordered government bodies to step up technical equipment and material storage, arrange designated hospitals and be well prepared for emergencies. It was also the first such casein Asia.     China Monday cancelled a chartered flight to Mexico to pick up 120 or so stranded passengers. The airline said another 80 Chinese citizens have requested to take the expected chartered flight back to the country.     NO DISCRIMINATION, CHINA SAYS     Monday's take-off of Chinese plane has been a result of a bilateral agreement between the governments, which allows both to send chartered flights to each other's country to lift their stranded nationals.     The agreement was reached even after diplomatic disputes whether China has taken discriminatory measures against Mexican citizens.     Mexican Foreign Minister Patricia Espinosa Cantellano has complained China's quarantine of some Mexican citizens with no symptoms of the virus was discriminatory and short of scientific evidence. He also reminded Mexican citizens not to travel to China until it corrected the discriminatory measures.     Foreign Ministry spokesman Ma Zhaoxu said on Monday that the country's medical quarantine of some passengers who had traveled on the same flight with the Mexican man who was infected with influenza A/H1N1 as necessary.     "The measures concerned are not targeted at Mexican citizens and there is no discrimination," he said in a press release. "This is purely a medical quarantine issue."     Ma said China hoped Mexico would be understanding of the measures adopted by China and handle this matter objectively and calmly given the overall situation of jointly addressing the epidemic.     He also said China and Mexico are friendly countries and China attaches great importance to diplomatic relations with Mexico.     "China is willing to enhance cooperation with Mexico and make joint efforts to combat the epidemic situation," said Ma.     All the 176 passengers and 13 crew aboard have been located and those who remained in China have been quarantined, including Mexicans. 　　MORE INSPECTION TEAMS     In another move to contain the epidemic, the government has stepped up checks on people entering the country by sending another six supervision teams to major provinces to prevent influenza A/H1N1 from spreading to the country, the top quality supervisor said Monday.     These teams went to provinces of Shandong, Hebei, Sichuan, Jiangsu, Zhejiang, Hunan, Hubei and Shaanxi and would work together with local authorities, according to the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ).     GAQSIQ required all people entering China by air, land and sea to fill in personal health statement cards to strength control efforts.     The 6 teams were in addition to the previous 5 teams going to Beijing, Shanghai and Guangzhou on April 25.     Also on Monday, the Ministry of Health said it had listed A/H1N1 under the category of infectious diseases that warranted quarantine, and would quarantine people and material crossing China's borders that were suspected of transmitting the virus.

ANSHAN, Liaoning, June 16 (Xinhua) -- An official with the Ministry of Industry and Information Technology (MIIT) said Tuesday that the proposed alliance of Rio Tinto and BHP Billiton had a "strong monopolistic color" and Chinese firms would watch it closely and find ways to cope with it.     Last year, China imported 440 million tonnes of iron ore, half of the world's total, so any slight market changes would affect Chinese steel makers. China's anti-monopoly law should apply in the proposed deal, said Chen Yanhai, head of the raw material department of MIIT at an industry meeting held in the northeastern city of Anshan, Liaoning Province.     If the tie-up proved to be monopolistic, "we have to seek new policies and regulations to allow Chinese companies have a bigger say in iron ore pricing," said Chen without elaborating.     Rio Tinto scrapped a proposed 19.5-billion-U.S.-dollar investment by Aluminum Corp. of China, or Chinalco, on June 5, and turned to rival BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     On Monday, spokesman of the Ministry of Commerce Yao Jian said if the revenue of the joint venture reached "a certain amount," China's anti-monopoly law would apply.     That law requires a company to get government approval before consolidation if its global revenue exceeds 10 billion yuan (1.47 billion U.S. dollars) and its revenue in China exceeds 2 billion yuan.     An anti-monopoly review is also necessary if two or more parties in the company had more than 400 million yuan of revenue in China in the previous fiscal year.     In the year ended 30 June, BHP Billiton's revenue in China was 11.7 billion U.S. dollars, while that for Rio Tinto was 10.8 billion U.S. dollars, according to the companies' websites.     It was unclear what actions China would take if the case was determined to be covered by the Chinese anti-monopoly law.     At the meeting Tuesday, Chen also said domestic steel makers should beef up technology and innovation to cut energy consumption and raise efficiency. Also, he said, China "should increase exploration of domestic mines to reduce reliance on imports."

URUMQI, July 12 (Xinhua) -- The violence-torn Xinjiang Uygur Autonomous Region is plodding on the road to recovery amid vigilance one week after the violence in its capital city of Urumqi that left 184 people dead and 1,680 injured.     Police with riot gears were inspecting checkpoints, combing coaches for runaway suspects involved in the deadly violence.     Zhou Yongkang, member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said in his tour to the autonomous region on Sunday that to maintain social stability is the top concern of the livelihood of the people of all ethnic groups in Xinjiang for the time being.     The regional government chairman Nur Berkri said in a televised speech Sunday afternoon that the number of people injured in violence on July 5 had risen to 1,680.     Altogether 216 of the 939 hospitalized are seriously injured and 74 injured fatally, he said.     An oil tank explosion occurred at a chemical plant in Urumqi Sunday morning. Police ruled out the possibility of intentional sabotage after on-the-spot investigation but said the reason of the explosion needs further investigation.     At the suburb of Aksu City, people who flocked into the Uygur bazaar, Toksun, as the local residents called it, said they had felt something different.     "There are much fewer people compared with what it was before the violence," said Tunxunjiang Tuohuniyazi, a local Uygur who were visiting the bazaar with his wife.     "On my way here, I saw a lot of policemen," he said. "But I understand it. The heavy security helps ensure our safety."     The bazaar, which boasts 3,000 stands, only saw a little more than 500 of them in business on Sunday.     Tuniyazi Yiming, a vender busy baking dumplings, said his turnover halved with number of the bazaar visitors on such a sharp decline.     The same bleak business picture could be seen in the border city of Kashgar in southern Xinjiang, where markets and bazaars reported only a few visitors.     Also hurt is the the region's tourism. Sources with the Urumqi Municipal government told Xinhua that because of the riot, 1,184 tour groups had cancelled their plans to visit the city as of Sunday.     They involved 74,218 travelers, including 10,731 tourists from overseas.     Railway authorities said Sunday that situation in the Urumqi's train terminal is normal.     The passenger volume was reported at 21,000 persons at the station on Sunday, 4,000 fewer than Saturday.     "There are no so-called 'waves of refugees' and ticket scalpers reported by some overseas journalists in the train terminal," said Chen Kai, vice chief of the South Train Station of Urumqi.     In Urumqi, thousands of youngsters have expressed their willingness to serve the city by signing up to be volunteers.     "Two days after the hotline was launched, we have received more than 1,600 calls," said Yu Yinglong, head of the Volunteer Association in Urumqi. "They volunteered to serve in hospitals and to give psychological help to those who were traumatized in the violence."     "The Koran teaches us that Muslims should be united. It teaches us to live in harmony with non-Muslims as well.
