BEIJING, March 23 (Xinhua) -- Chinese President Hu Jintao held talks with his visiting Uruguayan counterpart Tabare Vazquez here Monday. They agreed to promote bilateral relations to a higher level. He also called for expanded cooperation in investment, trade and technology for their mutual benefits.     He named agriculture, fishery, product quality inspection, software and engineering technology consultation as fields where cooperation should be strengthened.     "The Chinese government encourages its companies to start businesses and invest in Uruguay and is willing to boost bilateral cooperation in energy, information technology industry, biological technology and agricultural technology", Hu said.     He also proposed the two nations boost cultural and people-to-people exchanges by expanding cooperation in culture, education, sports, media, and tourism sectors.     "China will make joint efforts with developing countries, including Uruguay, to address global challenges such as the current international financial crisis in an aim to maintain and promote peace, stability and development", the Chinese president said.     He added that China supports the integration process of the Common Market of the South and is willing to develop friendly and cooperative ties with its member states.     The two heads of the state also consulted on the international financial crisis.     Hu said China is willing to strengthen cooperation with developing countries including Uruguay to jointly face up to various global challenges such as the financial crisis, and safeguard and promote peace, stability and development across the world.     He said China attaches high importance to the G20 Summit scheduled for April 2 in London and is committed to intensifying dialogue and communication with the participating parties to ensure the summit will produce positive outcomes.     Vazquez stressed the necessity for the establishment of a new international financial order and expressed his hope the summit will lead to positive results that will help alleviate the impact of the financial crisis on developing countries.     After the talks, the two presidents witnessed a signing of a number of bilateral agreements.     At the invitation of Hu, Vazquez arrived in Beijing Saturday morning for a six-day state visit.     Vazquez will leave Beijing for a visit to Shanghai on March 24.     This is President Vazquez's first visit to China since he took office in 2005.

BEIJING, Feb. 13 (Xinhua) -- A new entry in government-issued press cards, to be added later this month, might help many Chinese reporters persuade tight-lipped officials to talk.     The entry will say: "The governments at all levels should facilitate the reporting of journalists who hold this card and provide necessary assistance."     "Without a proper reason, government officials must not refuse to be interviewed," said Zhu Weifeng, a senior official with the General Administration of Press and Publication.     Many considered this a positive signal that the authorities welcomed supervision from the media.     The new press card statement followed a regulation on the disclosure of government information, effective last May, which was the first government rule safeguarding citizens' right to be informed.     "Media and public supervision are among the arrangements the country is making to control the power of the state and protect civil rights," said Li Yunlong, a human rights expert at the Institute for International Strategies of the Party School of the Central Committee of the Communist Party of China (CPC).     "How to prevent state power from infringing on civil rights is a very important issue in human rights protection," Li said.     This week, the United Nations Human Rights Council in Geneva conducted its first review of China's human rights record, and it acknowledged the country's efforts in human rights protection.     The country took a long and winding road to acceptance of the concept of "civil rights" but was headed in the right direction, Li said. "I have seen a trend toward increasing supervision of the authorities and more restrictions on their power."     Mo Jihong, a research follow with the Law Institute under the Chinese Academy of Social Sciences, saw the same trend in legislation. "The changes in the Constitution were obvious," said Mo.     China's first three Constitutions, issued respectively in 1954,in 1975 and 1978, all had a chapter on the fundamental rights and duties of citizens. But none of those versions defined "citizen," which affected the implementation of these items, he said.     The current Constitution, adopted in 1982, closed this loophole and put the chapter on citizens' rights before that of the structure of the state, he said.     "It showed the country acknowledged that the state derived its legitimacy through protecting citizens' rights, rather than by giving rights to citizens."     In 2004, an amendment to the Constitution added an article stating that the state respects and preserves human rights.     "Through the amendments, the Constitution gave more responsibility to state organs to protect civil rights," Mo said.     The country has also adopted laws to restrict the exercise of state power. In 1990, the law on litigation against the administration provided the first way for the common people to sue government departments.     Further, the law on legislation, adopted in 2000, included an article stating that only laws can limit personal freedom. This had the effect of barring any authority, except the legislature, from issuing regulations or rules to limit personal freedom.     "But the implementation of laws remained a problem," Mo said. "The authorities who enforce the laws should be carefully watched."     Li noted that China's unique culture played a role. Traditionally, Chinese seldom talk about "rights" but instead stress the concept of people's obedience to the society.     "Civil right is a concept borrowed from the West. That's why it will take time to make everyone aware of it, especially those holding power," he said.     "But we should not give up because we don't have such a tradition," he said. "China does not need to make itself a Western nation but can explore its own way based on its own culture and reality," he said.     Last year, in the wake of an increasing number of protests nationwide, the government launched a campaign requiring officials to talk with citizens and consider their requests regularly. The move proved to be an effective way to ease public anger and reduce misunderstanding.     A trial program to invite independent inspectors to detention houses in northeast Jilin Province also received acclaim as an innovation in this field.     The two-year program ended late last year. The 20 independent inspectors, who were teachers, doctors, businessmen and community workers, examined conditions in these detention houses and examined their records so as to ensure that custody procedures were in line with the law and detainees were not treated inhumanely.     "The concept of 'putting people first' raised by the present CPC leadership can be regarded as an effort to respect and protect civil rights," Li said.

However, the process may vary largely from one region to another, depending on economic development degree, enterprise's anti-risk ability, and fortune capacity in different areas."     Zhang Hanya, deputy chairman of the Investment Association of China, echoed Zhuang, saying that compared with central and western areas, enterprises and local governments in eastern regions can do a better job.     Zhang described their advantage as "natural abilities" -- the coastal areas in eastern China have long been served as the battlefront or the pioneers of the country's economic reforms.     "As for the local governments in eastern areas, flexible policies, sufficient capital reserves and fiscal support are the musts to guarantee economic development," he said.     Take Shanghai, another important economic engine of China, for example. MOSCOW, March 30 (Xinhua) -- Russia and China "have similar positions" on the reform of the international financial system, Russian presidential aide Arkady Dvorkovich said Monday.     Both Russia and China have voiced support for the notion of a "supra-national reserve currency," and the two countries have held discussion over the issue, Dvorkovich told reporters at a briefing.     "Indeed, we have similar positions," Dvorkovich said, adding the G20 London summit may initiate broad consultation over the issue.     The applicability of a supra-national reserve currency in the international balance and trade can be taken into consideration in the short term, said Dvorkovich, who added there is yet no serious discussion about using the currency in the cash flow.     The presidential aide also said Russian Ruble and Chinese Yuan should be included in the basket of the IMF's Special Drawing Rights (SDRs).     When speaking of the upcoming meeting between Chinese President Hu Jintao and his Russian counterpart Dmitry Medvedev on the sidelines of the London summit, Dvorkovich noted it revealed the significance of bilateral ties for both countries.     Sharing a profound prospect for further cooperation, Russia and China have huge potentials for cooperation in the fields like energy, industry, service and cultural exchanges, he added.     Dvorkovich told Xinhua that having great potential for cooperation, BRIC (Brazil, Russia, India and China) share "similar interests" on the assurance of the world's stable economic growth and the reconstructure of the international financial supervision system.     BRIC will continue to play a bigger role in the future global economic and financial system, he said.     Yet the four countries will not issue a joint statement alone at the G20 summit, since only one comprehensive statement, indicating all parties' agreed stance, will be passed at the summit, he added.

SHIJIAZHUANG, April 9 (Xinhua) -- Beijing-based Sanyuan Group successfully bid 49 million yuan (7.2 million U.S. dollars) on Thursday to buy a 95-percent stake in the Sanlu (Shandong) dairy company, previously owned by the Sanlu Group, the bankrupt dairy firm at the center of the melamine contamination scandal.     The shares were put up for sale at an auction in the northern city of Shijiazhuang, capital of Hebei Province, according to sources with the Hebei Jiahai Auction Co. Ltd.     Four companies participated in the auction, which started at 10a.m., with the opening bid of 33 million yuan.     "The company is happy with the result," said a representative of Sanyuan after the auction, but he refused to comment further.     Sanlu (Shandong), which was set up in 2006, specializes in making and selling liquid milk products. The company changed its name to Shandong Ecological Pasture Co. Ltd. in October last year.     The other three bidders were Beijing investment consultancy Tongde Tongyi, a Hebei food company Xiangyao, and Wandashan dairy company in northeast Heilongjiang Province.     Auctioneer Yuan Guoliang told Xinhua that "the four bidders had clear idea about the value of the shares, and the atmosphere was tense."     However, the sale of a Sanlu's 70-percent stake in the Tangshan Sanlu company had been revoked just before the auction.     Sanyuan Group successfully bid 616.5 million yuan to buy Sanlu's core assets on March 4.     Sanlu Group, which was based in Shijiazhuang, had been China's leading seller of milk powder for 15 years until the melamine scandal broke in September last year. The group's revenue hit 10 billion yuan in 2007, when Sanyuan's revenue was only 1 billion yuan.
