BEIJING - Chinese central government offices suffered a day without air-conditioning as they warmed to a campaign to cut energy consumption and improve energy efficiency, Xinhua news agency said on Wednesday. Tuesday's campaign, dubbed "experiencing energy shortage", targeted offices and government departments under the State Council, the nation's cabinet. "Beijing was not as sun-burning as previous days on Tuesday, but the overcast weather still made people sweat in the afternoon," Xinhua said. Chinese President Hu Jintao and other officials have said the country is committed to emission reduction, but refused mandatory caps. Beijing has held up its voluntary energy saving measures as an important contribution to fighting global warming, and called for more technological help for clean energy.

BEIJING -- Strong economic growth means that fiscal revenues for 2007 will far exceed forecasts made at the beginning of the year, according to a report by the State Council to the top legislature here on Saturday .The extra money will be used to improve people's livelihood with education, health care, social security on top of the government work agenda, the report said.Central government fiscal revenue is expected to total 2.84 trillion yuan (about 389.5 billion U.S. dollars), or 401.1 billion yuan above the budget forecast.In the first 11 months, central government fiscal revenue was 2.68 trillion yuan, up 37 percent over the same period last year, statistics from the Ministry of Finance showed.Local governments will get a windfall too, with their extra fiscal revenue expected to reach 300 billion yuan, the report said."The huge extra fiscal revenue reflects China's stable, rapid economic growth," the report said.By the end of the third quarter, most major economic indicators had already outstripped 2007 targets: industrial output, total fixed asset investment, retail sales, realized company profits and foreign trade.Tax revenues derived from those activities also expanded rapidly in the first nine months. Value-added tax, import tax and individual income tax collections rose 9.9, 10.8 and 12.9 percentage points, respectively.Corporate income tax, business tax and deed tax collections were up 39.2 percent, 29.7 percent and 38.4 percent year-on-year, respectively. Those gains were 24.2 percentage points, 16.7 percentage points and 28.9 percentage points above target, respectively.According to the State Council, the extra fiscal revenue will be used to improve people's livelihood with education, health care, social security to top the agenda.The central government will use 40 billion yuan to subsidize farmers to raise fine breeds of livestock and plant improved variety of crops, and to renovate agriculture infrastructure such as roads, bridges and reservoirs, the report said.The central government will give 21 billion yuan to subsidize the compulsory education, 40 billion yuan to social security, 31.8 billion yuan to medical care, 29 billion yuan to scientific and technological development and 1.1 billion yuan for cultural causes, the report said.The central government will use the extra revenue to offset fiscal deficit by 45 billion yuan and keep the deficit of this year at 200 billion yuan.The State Council required the local governments to focus the use of their 300 billion extra revenue on improving people's livelihood too.

The survey shows investment continues to grow in China, while investment and consumption posted healthy gains in the two special administrative regions of Hong Kong and Macao. The survey, however, warns against several downside risks in the region, such as a possible oil price hike, abrupt cooling of the US housing market, vulnerability of the currency, global imbalances and reversal of the Japanese economy after its recovery. To ensure better long-term growth in the region, the survey suggests Asian economies monitor the vulnerability of the currency and boost domestic demand through private investment.

TAIYUAN -- Fifteen miners have been confirmed dead following Saturday's gas explosion in a coal mine in Linfen City, north China's Shanxi Province, rescuers said on Sunday. Rescue operation is still going on. The gas blast occurred around 1:50 p.m. on Saturday at Pudeng Coal Mine in Kecheng Township of Puxian County. About 30 miners were trapped underground, according to preliminary estimates. "The exact number of miners trapped underground is yet to be affirmed," said a spokesman for Shanxi Provincial Bureau of Coal Mine Safety Supervision. The cause of the gas explosion is being investigated. Pudeng Coal Mine, which is in operation with permits, produces 150,000 tons of coal a year. Zhao Tiechui, director of the State Administration for Coal Mine Safety Supervision, together with local officials have rushed to the accident site to direct rescue efforts.

China's State-owned Sinochem Corporation, one of the world's top 500 companies, had profits of more than eight billion yuan (US.1 billion) in 2007, up 95 percent over the previous year, the firm said on its web site.The Beijing-headquartered company didn't elaborate on these figures. Preliminary estimates showed that revenue topped 200 billion yuan, up 19 percent. Total assets exceeded 100 billion yuan. Sinochem, which began as a trading company in 1998, is involved in a range of businesses including agriculture, energy, chemicals, finance and real estate.Sinochem International, one of its subsidiaries, said last month that it would buy part of the business of Monsanto Company, a US-based agricultural company.Under the terms of the agreement, Sinochem will purchase the assets related to Monsanto's pesticide business and certain other assets in China's Taiwan Province and countries including the Philippines, Thailand, Vietnam, India, Pakistan and Bangladesh.

The president delivered a speech to more than 100 model teachers from all over the country, marking China's 23rd Teachers' Day which falls on September 10.President Hu stressed that education should be developed in priority to help train more professional and skilled people for the building of a well-off society in an all-round way and propelling of socialist modernization, and vows to support the development of education with more fiscal input.Statistics with the Ministry of Finance said that China's fiscal budget on education in 2007 reached 646.1 billion yuan (US billion), 105.3 billion yuan (US.9 billion) more than that of the previous year, up 19.5 percent year-on-year, higher than the 15.7 percent growth rate of national fiscal budget.In the first half of 2007, China's input into education within the budget has increased over 30 percent in comparison with the same period of last year, according to the ministry.The ministry said China is improving its national input mechanism on education, with the input kept increasing in the past years.During the tenth five-year plan period between 2001 and 2005, China's input on education within the budget totaled 1.5 trillion yuan (US0.4 billion), increasing 1.22 times that of the input during the ninth five-year plan between 1996 and 2000, realizing an annual increase of 17.63 percent.According to the ministry, this year, the increased government input into education will be used in four aspects, namely the rural education, subsidy to poor students, high-schools and colleges, and vocational education.On the basis that the country exempted students in rural areas of western and middle China from tuition and miscellaneous fees related to nine-year compulsory education last year, the same has been applied to the total of 150 million rural students of the whole country this year.The ministry said that in the coming years by 2010, the newly added input from both the central and local governments used on reforming the rural education input mechanism will reached 218.2 billion yuan (US.9 billion), including 125.4 billion yuan (US.6 billion) from the central government.The government also started to improve its subsidy system since the fall semester this year, a move to improve education equality. The system will benefit about four million students from the 1,800 high-schools and about 16 million students from 15,000 vocational schools.To buildup the five-class subsidy framework, the government will input 15.4 billion yuan during this fall semester, with the input to be doubled to 30.8 billion yuan next year. The ministry said the annual input from the government on the improved subsidy system will reach 50 billion yuan in the future.In addition, the Chinese government has also input nearly 40 billion yuan to improve the teaching quality of the high-schools, so as to help China's high-schools listed among the world's top-level schools.To train more professional and skilled talents in the coming years, the central government also planned to input a total of 14 billion yuan on the development of vocational education in the 11th five-year period. The fund will be used to set up more training bases for the vocational schools and further improve teaching quality of those schools.

The city now has 336 such properties able to accommodate 38,080 people, Guo said."We want to increase the number of beds to 50,000 by 2010," he said, adding that community services and medical care for the elderly will also be improved.Also at Friday's press conference, Guo said the municipal government will continue to provide low-income families with subsidies to help counter the rising cost of living.In October, the authorities began paying monthly subsidies of 20 yuan to 229,000 of the city's lowest earners.Under the initial plan, the subsidies were to end in February, but Guo said the government had decided to extend them until June to account for possible further price hikes.
