BEIJING, March 6 (Xinhua) -- A 17 percent year-on-year increase in China's broad money supply, and a target of 7.5 trillion yuan (1.1 billion U.S. dollars) for this year, indicated a relatively easy monetary policy, said Su Ning, deputy governor of the People's Bank of China, the country's central bank.Speaking on the sidelines of the ongoing annual session of the top legislature, the National People's Congress (NPC), Su said the 17 percent increase in the nation's broad money supply was larger than the combined increase of targeted GDP and CPI growth, which suggested an "easy" monetary policy."If M2 (the broad measure of money supply) growth is 2 to 3 percentage points higher than the combined growth of GDP and CPI, the monetary policy could be seen as easy," said Su.Chinese Premier Wen Jiabao said Friday, in the government work report submitted to the NPC, that China targeted an approximate 3 percent rise in consumer prices and 8 percent GDP growth this year.Su further believed the 17 percent increase in the broad money supply would be able to support the ongoing economic recovery throughout the country.China's financial institutions lent a record 9.6 trillion yuan in new yuan-denominated loans last year, almost double that of the previous year, to spur the economy amid the global downturn, but it was accompanied by soaring property prices and rising expectations of possible inflation.Su said the 7.5 trillion yuan in new lending this year should speed up completion of projects under construction, rather than support new projects.

BEIJING, Feb. 18 (Xinhua) -- China's operational high-speed railways have exceeded 3,300 kilometers, leading the world in both length and technologies, the Ministry of Railways said on its official website Thursday.Last year China finished two high-speed railways between Wuhan-Guangzhou and Zhengzhou-Xi'an, with an operating speed of 350 km/h. Before that, China had built high-speed railways between some of its major cities, including Beijing-Tianjin, Shijiazhuang-Taiyuan, Qingdao-Jinan, Hefei-Wuhan and Hefei-Nanjing.A number of new high-speed railways are being built and will be finished in the coming few years, of which the Beijing-Shanghai line has a length of 1,318 km and a designed travel speed of 350 km/h. Construction of the line started in April 2008 and would finish in around five years. KAMPALA, Jan. 25 (Xinhua) -- Ugandan President Yoweri Museveni on Monday met officials of the China National Offshore Oil Corporation (CNOOC) amidst increased lobbying by international oil giants to enter the country's oil sector.A State House statement issued here said that the CNOOC officials who met Museveni at State House Entebbe, 40km south of the capital Kampala, expressed interest in joining Uganda's oil and gas sector by partnering up with Tullow, an Irish oil company.Tullow, which has oil blocks in western Uganda, is seeking a partner to help it start oil production in the country.The CNOOC meeting comes weeks after Italian oil giant, Eni Spa, also expressed interest in joining the country's oil sector, promising an oil refinery and a power plant.Eni wants to enter the sector by buying stakes of another oil company Heritage Oil which jointly operates two blocks with Tullow on a 50-50 percent venture.The Eni-Heritage deal which is yet to be concluded is embroiled in controversy as Tullow exercised a pre-emption move saying it has the first option to buy the Heritage stakes, a move the government said it would not accept because it would create a monopoly.Museveni told the CNOOC officials joined by Tullow officials that the government will discuss all proposals and announce its decision soon."President Museveni said that the government will discuss all proposals by companies operating in the oil and gas sector adding that the country looks forward to welcoming new companies," the statement said.The Museveni-CNOOC-Tullow meet also comes days after Aiden Heavey, Tullow's chief executive met Museveni urging Uganda to honor contractual obligations following the Eni-Heritage deal.Uganda's recently discovered oil is attracting a lot of attention from international oil giants.So far the country has discovered an estimated two billion barrels of oil and according to experts there is a possibility of discovering more.

BEIJING, March 10 (Xinhua) -- The Chinese government will adopt stricter measures to boost energy conservation this year to meet the goal set by an important five-year plan, Xie Zhenhua, vice minister of the National Development and Reform Commission, said Wednesday."It's the last and decisive year for us to realize the goals set by our country's 11th Five-Year Plan," Xie said at a press conference on the sidelines of the annual session of the National People's Congress, China's top legislature."The current energy conservation situation lags far behind the goal set in our plan and our task is still formidable," said Xie, one of China's leading negotiators for climate change talks.Under the 11th Five-Year Plan ending this year, China pledged to cut energy consumption per unit of gross domestic product (GDP) by 20 percent, or four percent each year, but consumption fell by a margin much smaller than the set target during the past four years.The per unit GDP energy consumption fell only 14.38 percent from the 2005 level.Xie said the Chinese government will enact a series of measures this year to boost energy conservation, including the introduction of an accountability mechanism for provincial governments and tight control of projects of high energy consumption and high pollution.China announced in November it aimed to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with 2005 levels.

BEIJING, Feb. 23 (Xinhua) -- Danish Prime Minister Lars Loekke Rasmussen earlier this month expressed his appreciation for Chinese Premier Wen Jiabao's important and constructive role in the Copenhagen conference, a Chinese Foreign Ministry spokesman said Tuesday.Rasmussen made the remarks in a letter to Wen on Feb. 12, said spokesman Qin Gang at a regular press conference.Premier Wen on Jan. 29 wrote a letter in reply to Rasmussen concerning the Copenhagen Accord, reiterating China's support for the Accord and the country's climate change commitments.Wen said in the letter that the Copenhagen Accord which resulted from the UN climate change conference in the Danish capital last year laid the foundation for advancing international cooperation on climate change and enabled future negotiations to take place.Rasmussen replied on Feb. 12 that he fully agreed with Wen on his evaluation, saying that he was inspired by China's support for the Accord, Qin said.The Chinese government had reported its emission cuts progress to the Secretariat of the UN Framework Convention on Climate Change (UNFCCC), reaffirming a reduction of carbon dioxide emission intensity per unit of GDP by 40 to 45 percent by 2020 against 2005 levels.Rasmussen welcomed the China's emission cuts progress. BEIJING, March 14 (Xinhua) -- China's parliament, the National People's Congress (NPC), adopted here Sunday the amendment to the Electoral Law, which grants equal representation in legislative bodies to rural and urban people.Lawmakers applauded after NPC Standing Committee Chairman Wu Bangguo announced that the amendment was approved with 2,747 votes from the 2,909 NPC deputies present at the closing meeting.The amendment is regarded as part of China's efforts to narrow the urban-rural gap.
