What we should do at the present stage is to find the gaps and fill them in a pragmatic and forward-looking way," he said.The Human Rights Council replaced the former widely discredited and highly politicized UN Human Rights Commission, created in 1946.One of the Council's major duties is to conduct a Universal Periodic Review of all 192 UN member states to scrutinize their human rights records at home, regardless of their size, wealth, military or political importance.Besides its three regular meetings each year, the Council can also hold special sessions to discuss crisis situations.While the Council's Universal Periodic Review mechanism has been widely praised, some nongovernmental organizations still criticize the agency for not working effectively to tackle human rights problems around the world.A review of the Council's working methods is expected to take place in 2011, in accordance with a UN General Assembly resolution.In the interview, He also highlighted China's increasing contribution to the United Nations and its deeper integration into the international system."From the start of this year, China becomes the 8th largest contributor to the UN regular budget, just following the seven industrialized countries," He said.He added China was by far the largest troop-contributing country among the five permanent members of the UN Security Council. SHANGHAI, March 12 (Xinhua) -- Shanghai General Motors (SGM) is contacting the owners of 2,065 Captive jeeps to recall the vehicles for repair due to risk of steering malfunction, the company said on Friday.The defected vehicles were manufactured by GM Daewoo Auto in the Republic of Korea between Sept. 18, 2007 and Dec. 31, 2008, said a spokesman with SGM.China's General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) released a bulletin on Friday, approving SGM's application for the recall.SGM had received no customer reports on the defect, the spokesman said.GAQSIQ has stopped the importation of GM Daewoo Auto's Captive jeeps, according to the bulletin.

SHANGHAI, Feb. 9 (Xinhua) -- Chinese bankcard holders' consumer confidence in January was up year on year, according to an index issued jointly by China Unionpay and Xinhua News Agency on Tuesday.The Bankcard Consumer Confidence Index (BCCI) stood at 86.81 in January, 2.44 points higher from the same period last year, and stayed at basically the same level as December 2009, said the index report.The increasing consumer confidence mainly stemmed from China's steadily improving macroeconomic conditions, the report said.China's economy resumed a double-digital growth in the fourth quarter last year, pushing the annual figure beyond the government target of 8 percent at 8.7 percent.The index also resulted from an increase of 9.1 million urban jobs and a higher-than-8-percent income rise for urban and rural residents in 2009, according to the report.The report also attributed the rising confidence to people's growing demand during the New Year and the approaching Spring Festival, the Chinese lunar new year, which falls on Feb. 14 this year.The report said China Unionpay would release the BCCI index on a monthly basis starting 2010.
