Pragmatic bilateral cooperation in all fields has yielded fruitful results, he added.     During Rakhmon's visit to China last year, China and Tajikistan signed a treaty on good-neighborly friendship and cooperation, which would guide the future development of bilateral ties, the Chinese foreign minister said.     China would like to work with Tajikistan to enhance cooperation and communication and contribute to maintaining regional stability and boosting common development, he said.     Rakhmon said Tajikistan highly evaluates relations with China and appreciates China's support to his country's economic and social development.     Tajikistan would continue to develop cooperation with China in all fields so as to elevate bilateral relations to a new high, he said. Yang said both sides should try to ensure the smooth implementation of major joint projects and explore other ways of cooperation that are compatible with market principles and conducive to economic growth of both countries. He also expressed the hope that Tajikistan will further improve its investment environment and create more favorable conditions for cooperation.     Akilov said Tajikistan expects to expand cooperation with China in such areas as power generation, transportation, mining and human resources and develop stronger economic links between the two countries' border regions. Akilov pledged his government's efforts to support and facilitate Chinese investment in the central Asian nation.

BEIJING, Sept. 4 (Xinhua) -- China's State Council, or the Cabinet, has ordered government agencies to take immediate actions to rectify the financial abuses exposed by the National Audit Office (NAO) in late August.     All units that misused funds were required to report their rectification results to the State Council before Oct. 31, according to an executive meeting of the Cabinet Thursday, which was presided over by Premier Wen Jiabao.     The NAO found 29.38 billion yuan (4.32 billion U.S. dollars) worth of "problematic" expenditures after auditing the 2007 state budget spending of 53 ministerial-level departments and 368 of their affiliates.     It also found 258 million yuan of disaster relief funds were embezzled and used for administrative expenses or government construction projects.     The meeting decided that more central agencies shall make public their budgets. Eleven of them did this last year.     The Cabinet also reviewed a draft ordinance complementary for the enforcement of the Labor Contract Law, and decided that further revision has to be done before it could be enacted.     The Labor Contract Law took effect on Jan. 1 and has raised concern in China's corporate world because of its enhanced protection of laborers' rights.

CHENGDU, Sept. 2 (Xinhua) -- Chinese Premier Wen Jiabao called the past 110 days since the May 12 quake "shocking and touching" when speaking to journalists in southwest China's quake-hit Sichuan Province on Tuesday.     "The past 110 days were days that shocked our minds, and also days that touched our hearts," said Wen. "It's not a long time, but what we did, as witnessed by people all over the world, will go down in history." No major epidemics were reported and industry and agriculture basically resumed.     The nation also demonstrated a kind of great spirit in the quake rescue and relief efforts and gained plenty of precious experiences in coping with emergencies, Wen said. "These will be more everlasting in the quake zone and in our hearts."     Citing soldiers rescuing life around the clock, volunteers taking care of survivors and local people helping each other, Wen expressed his appreciation for all the merits demonstrated on the rescuers and survivors.     Wen said the rebuilding of houses and infrastructures remained the most urgent and difficult task for relief work, citing that it took more than 100 days to fully repair the trunk road linking quake-hit Dujiangyan and Wenchuan and it required no less to keep it open as aftershocks continued to trouble the areas.     According to Wen, in October a nationwide campaign will be launched on donating clothes and quilts to the quake zone to help people there spend winter "safe and sound".     He vowed the central government would continue the relief work as best as it can along with local governments and residents.

LHASA, Oct. 7 (Xinhua) -- At least nine people were killed in a strong earthquake that jolted a county near Lhasa, capital of southwest China's Tibet Autonomous Region, on Monday, the rescue headquarters confirmed early Tuesday morning.     The previous "at least 30" death toll was inaccurate due to unauthoritative sources and needs further check.     Rescuers arrived at Yangyi Village, the worst-hit site in Gedar Township of Damxung County, late Monday night after repairing the road once paralyzed in the 6.6-magnitude tremor.     At least 147 houses in Yangyi and villages in a neighboring county collapsed. Rescuers recovered nine bodies from the debris, and 11 people were seriously injured while eight others received light injuries, Hao Peng, deputy chairman of the autonomous regional government and head of the rescue command, told Xinhua.     More than 600 soldiers, police officers, firefighters, traffic, medical and geological experts were rushing to the quake zone.     Food, drinking water, tents and other materials had been transported to the area. Rescue operation was underway. The injured were being sent to local hospitals.     An earthquake measuring 6.6 on the Richter scale jolted Damxung,82 km from Lhasa, at 4:30 p.m. Monday. The epicenter was at 29.8 degrees north and 90.3 degrees east.     Tremors were felt in Lhasa, but no major damages were found in buildings or historical sites there, including the famed Potala Palace and the Jokhang Temple.     "We examined every palace and building right after the quake and no damages were found," said Jamba Gesang, head of the management department of the Potala Palace. At level VIII, a quake can result in partial collapse of ordinary buildings.     "I was shaken for a few seconds, and lamps in the office swayed. Then everything returned to normal," Xinhua reporter Xue Wenxian said.     Classes ended early in some schools in Lhasa.     The national seismological network recorded another earthquake measuring 5.2 on the Richter Scale in the county at 8:10 p.m. Monday. The regional earthquake monitoring network said it had observed 15 aftershocks.     An emergency response scheme was launched across the region soon after the quake broke out. Chief delegates of the six-party talks on the Korean Peninsula nuclear issue ended talks on July 12, agreeing to establish a verification mechanism for denuclearization.
