BEIJING, March 3 (Xinhua) -- Lawmakers from ethnic minorities in northwestern China's Qinghai Province on Wednesday urged for more favorable policies for the minority groups with small population, or the groups each with a population of less than 100,000."I hope the country will provide more support for industries with ethnic features in the the formulation of the 12th Five-Year Plan (2011-2015)," said Han Yongdong, who is also head of Qinghai's Xunhua Salar Autonomous County government."We also need more support for education and employment. Those policies would help the small ethnic groups cultivate an independent 'blood-making' capability to sustain their own development," said Han from Salar, one of China's 22 ethnic groups with small population.Compared with the country's booming coastal regions, regions where ethnic groups with small population live, mostly in central and western inland regions, remain relatively backward.To accelerate the development of the regions where ethnic groups with small population live, China's State Council passed in 2005 a guideline, promising to build roads, schools and basic medical institutions, and provide them with access to electricity, TV and phone service, and drinking water, in addition to sufficient farms and pastures to live on.According to statistics from the State Ethnic Affairs Commission, China had invested more than 2.5 billion yuan (about 368 million U.S. dollars) in 8,065 projects aimed to support small ethnic groups between 2005 and November 2009.But for Qiao Zhengxiao, another deputy to the NPC and Party chief of the Qinghai University, the aid to ethnic minority groups was still not enough."The central government mainly focused on Tibet and other regions of ethnic groups with relatively larger population last year and this year," said Qiao, from the Tu ethnic group."I hope the government will attach more importance to ethnic groups with smaller population in the future," he said.He suggested ethnic minority groups each with population less than 300,000 be covered by the favorable polices passed in 2005.Meanwhile, Han Yongdong also suggested that museums and research projects should be set up to protect the small ethnic groups' culture."My own kid cannot speak the Salar language. BEIJING, Jan. 12 (Xinhua) -- China's National Marine Forecasting Station on Tuesday issued an alarm on sea ice as it was developing fast off the country's eastern coast.     In the following week, the floating chunks of ice could extend up to 90 nautical miles off the coast of Baohai Sea and 25 nautical miles in the northern Yellow Sea. The ice thickness could measure up to 40 cm, the station said.     The station warned of threats to port infrastructure, transportation and maritime operations. BEIJING, Feb. 19 (Xinhua) -- Chinese authorities will standardize all the primary school buses to ensure safety of pupils when they commute between home and school.The school buses refer to those that are able to carry more than 10 children. The set of standards, the first of its kind in the country, require the school buses to bear unified tag, according to the Beijing News on Friday.The tag features two school children on two separate pages of an unfolded book.According to the standards, school buses should have seat belts for each seat and there should be one seat or more for caretakers.Double-deck bus and articulated bus are not allowed to serve as primary school buses for safety concern.The standards also require the bus makers to install a device to record the driving speed, time and mileage of the vehicle.The standards, jointly issued by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and the Standardization Administration, will come into force on July 1.

CHANGSHA/HARBIN, Feb. 12 (Xinhua) -- As Chinese people are embracing the arrival of the Year of Tiger on Saturday, zoologists are worried about the survival of South China Tigers as the endangered species are facing a serious problem of inbreeding.No traces of the tigers have been found in the last decade, they said.The number of captive South China tigers (Panthera tigris amoyenesis) rose to 92 in 2009 from 60 in 2007 but all the tigers were the offsprings of six wild South China tigers which were caught more than 40 years ago, said Deng Xuejian, a professor with the Department of Biology of Hunan Normal University, based in Changsha, capital of central China's Hunan Province."The inbreeding may lead to genetic freaks, low survival rates and poor physical makeup," Deng said.All the genes have come from two male and four female tigers, which had lead to highly identical genes in the offspring, Deng said."The situation may reduce the genetic diversity and cause degradation or even the extinction of the species," he said.The tigers would lose genetic diversity if their genes were too similar, said Ma Zaiyu, president of veterinary hospital of Changsha Zoo."The number of the members of a species should be at least 1,000 to maintain the stability of the species," Ma said.Zoologists estimated the number of wild South China tigers could have been less than 30 in the 1990s. The remaining wild tigers are presumed to live in the remote areas of Guangdong, Hunan, Fujian and Jiangxi provinces, Deng Xuejian said.Based on analysis of relevant date combining field investigation, Deng estimated the number of wild South China tigers could be less than 10.No traces of wild South China tigers were reported in Hunan in the last two years, said Zhou Shuhuai, director of wildlife protection section of the Hunan provincial forestry bureau."The number is limited and the tigers scatter in different areas, which make it difficult for natural breeding between wild tigers," said Huang Gongqing, a tiger expert at South China Tiger Breeding Base in Suzhou, a city of east China's Jiangsu Province."The extinction of the wild tigers will happen sooner or later," Huang warned.Some experts have said that there may be already no wild South China tigers. "However, we cannot know as the animal is very difficult to trace," Deng said.Ma Zaiyu said to avoid extinction of the species, more captive tigers should be bred, and some genes might be recovered when the population reaches 1,000, while Deng suggested continuous search for wild tigers to enrich the captive tigers' genes.The situation is much better for the Siberian tigers (panthera tigris altaica) in northeast China as the number of the wild ones is quite stable, experts said.The number maintains at around 20 in China, among which 10 to 14 are in Heilongjiang Province and eight to ten are in Jilin Province, said Sun Haiyi, deputy director of Heilongjiang Wildlife Institute"But no more young tigers under one year old have been discovered in the past two years. The reason might be the number of female tigers are less than the males and the animals are relatively isolated by the mountains," Sun said.China established a breeding base for the Siberian tigers in Heilongjiang in 1986 and the number of captive tigers has increased from eight to current more than 800, Sun said.Experts called for more efforts to protect the habitats of the tigers for the purpose of protection and re-wilding of the tigers.

BEIJING, March 11 (Xinhua) -- China's supreme court and procuratorate vowed Thursday to step up anti-corruption efforts after a string of high ranking officials fell in last year's clean-up campaign.Prosecutors will focus on work-related crimes, commercial bribery and crimes that seriously infringe on people's interests this year, Prosecutor-General Cao Jianming told lawmakers in his work report to the parliament.More attention will also be given to criminal cases behind mass incidents and accidents, cases concerning construction projects, real estate development, land management and mineral resource exploration, Cao told nearly 3,000 lawmakers at the annual session of the National People's Congress (NPC).These areas are where corruption usually hide.Officials acting as "protective umbrella" for gangs will also be a focus of prosecutors' agenda this year, Cao said.In the work report of the Supreme People's Procuratorate (SPP), Cao said the country's prosecutors launched graft probes against 2,670 officials above county level last year, including eight at the provincial or ministerial level.The eight high-ranking officials included Huang Songyou, former vice president of the Supreme People's Court and Wang Yi, former vice president of the state-run China Development Bank.Also on the list were Chen Shaoji, former top political advisor of southern Guangdong Province, and Wang Huayuan, a former provincial official in eastern Zhejiang Province.Altogether, prosecutors investigated about 41,000 people, down 3.3 percent, in more than 32,000 cases, up 0.9 percent, for embezzlement, bribery, dereliction of duty and other work-related crimes last year, according to Cao's report.Among the probed, more than 18,000 were "extremely serious" corruption cases, while 3,100 were grave cases in connection to dereliction of duty or infringement of people's rights, it said.More than 9,300 government workers were implicated in cases of dereliction of duty, malfeasance and infringement of people's rights, Cao said.Nearly 3,200 bribers were punished "in an effort to strengthen crackdown on bribery offering crimes," he said.Cao said the authorities seized more than 1,100 on-the-run suspects involved in work-related crimes, with more than 7.1 billion yuan (about one billion U.S. dollars) embezzled or received in bribes recovered.NPC deputy Zhu Yong, also a political and law official in the provincial Communist Party committee in the eastern Anhui Province, said strict anti-corruption measures, such as auditing on officials who are leaving their posts, have produced fruitful results in fighting corruption.However, Zhu said some officials are still vulnerable to the temptation of bribes, and so fighting graft remains a challenge.Fighting graft is a very difficult task worldwide and cannot be efficiently addressed in a short period of time, Zhu added.VOWS TO CLEAN UP JUDICIARYChief Justice Wang Shengjun said courts will take actions on judicial corruption to prevent abuse of judicial power this year after Huang Songyou, former vice president of the Supreme People's Court (SPC), was jailed for life in January for taking bribes and embezzlement.Huang was convicted of taking more than 3.9 million yuan (about 574,000 U.S. dollars) of bribes from 2005 to 2008.Wang said nearly 800 court officials were punished for violating laws last year.Courts at all levels should "learn a lesson" from the case of Huang to pinpoint rooted problems on the management of judges and supervision of power, he said.Prosecutor-General Cao said the authority will "never relax its efforts" in the crackdown on judicial corruption.An extensive anti-gang crackdown in southwestern Chongqing municipality since last year revealed a grave situation of judicial corruption. About 200 judicial and public security officials in the city have been found to be implicated.Wen Qiang, former deputy police chief and head of the justice bureau of Chongqing, stood trial last month. He was accused of raping, taking more than 15 million yuan of bribes to protect criminal gangs, and possessing a huge amount of unexplainable assets.
