HELSINKI, June 26 (Xinhua) -- Visiting Chinese Vice Premier Li Keqiang on Friday outlined guidelines for boosting Sino-Finnish relations in political, economic and social fields.     Politically, top leaders and senior officials of China and Finland should continue to frequently visit each other to improve the mechanism for bilateral cooperation, said Li while meeting with Finnish President Tarja Halonen. Economically, the two countries should make good use of their respective competitive advantages which compliment each other to deepen their pragmatic cooperation in business, environment, energy and other fields, he said.     Socially, China and Finland should promote exchanges in culture, education, health, tourism and other fields to build a stronger social base for their bilateral relations, he added. BEIJING, June 21 (Xinhua) -- A central government official has urged government complaints-receiving offices at all levels to work hard to contribute to China's reform, development and social stability.     Ma Kai, state councilor and secretary-general of the State Council, made the call during his recent research tour in Anshan and Shenyang of northeast China's Liaoning Province. A main purpose of this trip is to look into grass-roots efforts to respond to public complaints.     During this trip, he paid a visit to the family of Pan Zuoliang, a role model in the complaints-receiving bureau in Liaozhong County, Shenyang. Pan died on duty of cerebral hemorrhage last May. He was praised by the central authorities as a model official in dealing with public complaints.     He also visited urban communities, industrial enterprises and complaints-receiving offices.     Ma said the Central Committee of the Communist Party of China (CPC) and the State Council have always attached great importance to the work of dealing with people's complaints.     Since the 16th Party Congress, in 2002, when Hu Jintao took office as the General Secretary of the CPC Central Committee, the Party Central Committee has adopted a series of important resolutions and arrangements to improve the work, the official said.     He urged the complaints-receiving officials to safeguard the legal rights and interests of the people and actively solve matters that may cause instability so as to create a sound social environment for the celebrations of the 60th founding anniversary of New China, or the People's Republic of China (PRC).

URUMQI, July 14 (Xinhua) -- Abdul'ahat Abdulrixit, vice chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said Tuesday that ethnic unity was the "basic benefit" for all the people in Xinjiang.     "Ethnic unity is the basic benefit for the 21 million people of various ethnic groups in Xinjiang... and these people have a long tradition of loving and supporting each other," Abdul'ahat Abdulrixit told Xinhua in an interview in Urumqi Tuesday.     Abdul'ahat Abdulrixit, an ethnic Uygur, was born in 1942 in northwest China's Xinjiang Uygur Autonomous Region. He joined the Communist Party of China (CPC) in 1960 and was elected CPPCC National Committee vice chairman in 2008. "Ethnic unity is the basic benefit for the 21 million people of various ethnic groups in Xinjiang... and these people have a long tradition of loving and supporting each other," Abdul'ahat Abdulrixit told Xinhua here on Tuesday    "No matter whether in war or peace, people of Han and minority groups always had a strong emotional tie and they could not be separated from each other," he said.     Abdul'ahat Abdulrixit cited many heroic stories during the July5 riot in which people from Han and other ethnic groups risked their lives to save people from the violence.     According to media reports, an 81-year-old Uygur old man risked his life to save 18 people, and a Han boy named Li Huan saved more than 10 people and even captured a rioter.     "The loving relationship among us has gone through all kinds of weather and will never be destroyed by these ethnic separatists," Abdul'ahat Abdulrixit said.     He condemned the riot as an "extremely outrageous" crime organized by people who intentionally wanted to arouse ethnic conflicts and disturb social stability.     The unrest which occurred on July 5 in Urumqi, capital of Xinjiang, resulted in at least 184 deaths and left 1,680 injured.     Abdul'ahat Abdulrixit said that since the founding of the New China, health care, education, science and technology in Xinjiang had developed rapidly.

BEIJING, May 27 (Xinhua) -- China's State Council announced Wednesday further support policies, including expanded export credit insurance, tax breaks and more financial access, to help exporters. An executive meeting of the State Council, or Cabinet, also said the country would keep the yuan "basically stable" at a "reasonable and balanced" level to help exporters avoid exchange risks.     The meeting was presided over by Premier Wen Jiabao. For example, the government raised the tax rebate rate for textiles five times since August, most recently last month when the rate went from 15 percent to 16 percent. 

FLORENCE, Italy, May 22 (Xinhua) -- China's top lawmaker Wu Bangguo said here on Friday that China and Italy both have long-standing cultural traditions and should strengthen their cultural exchanges.     Wu, chairman of the Standing Committee of the National People's Congress (NPC) of China, made the remarks while meeting with Riccardo Nencini, president of the local Parliament of Tuscany Region in Italy.     Wu arrived in Florence on Friday afternoon to continue his official goodwill visit to Italy. BEIJING, May 24 (Xinhua) -- Natural disasters killed 88,928 people in China last year, according to a report released by the Ministry of Civil Affairs.     The number is the highest since 1976, when the 7.8-magnitude earthquake hit Tangshan City in north China's Hebei Province and killed more than 242,000 people, according to the report on the statistics of the country's civil affairs in 2008.     In addition, a total of 480 million people were affected by natural disasters, with direct financial losses of 1.175 trillion yuan (about 173 billion U.S. dollars).     In 2008, major natural disasters were frequent in China, with the unexpected strike of snows in the south and the devastating May 12 earthquake in Sichuan Province, the ministry said in the report.     The 8.0-magnitude earthquake left more than 87,000 people dead or missing and more than 374,640 injured in Sichuan and neighboring provinces.     Before that, the blizzards that struck much of central and southern China in early 2008 left 129 people dead and losses reached 151.65 billion yuan, according to the Ministry of Civil Affairs.

TAIPEI, May 31 (Xinhua) -- A Chinese mainland business delegation arrived in Taiwan Sunday to kick off a buying spree to expand trade ties and offset the effects of the global economic downturn.     The group, organized by the Mainland Association for Cross-Strait Economic and Trade Exchanges, comprised about 80 representatives of 35 companies, including IT and home appliance giants Lenovo, Haier, Changhong and ZTE.     The shopping list could include home appliances, machinery, textiles and foodstuffs manufactured on the island, said Li Shuilin, director of the association and delegation head.     The mainland businesses would hold talks with Taiwan firms in Taipei and Kaohsiung to learn more about their products and market potential in the mainland, Li said.     They would probably make some purchasing orders, although no exact plans had been announced, he added.     The delegation, the first of its kind, was warmly received on the island amid the mainland's repeated calls for collaboration across the Taiwan Strait to cope with the international economic downturn.     This marked a substantial step by the mainland to help boost investment in Taiwan and the purchase of Taiwan products, proposed by Chinese Premier Wen Jiabao in April, Li said.     The mainland announced last week that seven to nine procurement delegations to Taiwan would be organized from May to September to help develop the island economy during the global downturn.     The China Video Industry Association would organize a visit of leading mainland television producers on Monday to hammer out a planned 2.2-billion-U.S.-dollar contract for TV parts produced in Taiwan.     Also in June, tea merchants and fruit organizations would visit central and south Taiwan. In September, representatives of trading cooperatives from 11 provinces and cities, six industry associations and 13 agricultural products producers will visit the island.     Mainland telecommunications companies, including China Telecom, China Mobile and China Unicom, also plan purchasing visits the island.
