BEIJING, Oct. 8 (Xinhua) -- An aftershock measuring 5.4 on the Richter scale jolted Damxung County in southwest China's Tibet Autonomous Region at 10:07 p.m. on Wednesday, the China Earthquake Administration said.     The epicenter was 29.8 degrees north and 90.4 degrees east, and was 9 km underground, according to the State Seismological Network.     There was no report of casualties at the epicenter but one house collapsed, according to the quake-relief headquarters.     Damxung, 82 km from Tibet's capital Lhasa, was hit by a 6.6-magnitude earthquake and a 5.2-magnitude aftershock on Monday. Some said they would spend the night outside out of safety concerns.     Dainzhen, 33, sat in his car along with his wife in the square of Ramogia Monastery. "More than 50 neighbors decided to sleep here tonight because our 20-year-old house seems not safe," he said.     However, experts said the aftershock was a natural process during the quake force recession.     Zhu said there was no need to panic.

BEIJING, Oct. 12 (Xinhua) -- China's quality watchdog said here on Sunday that the latest tests on Chinese milk powder found no traces of melamine.     It was the fourth round of tests for the industrial chemical since the breaking of the tainted baby formula scandal that left at least three infants dead and sickened more than 50,000 others, according to the General Administration of Quality Supervision, Inspection and Quarantine.     The tests covered 39 batches of baby formula from 10 brands in six provinces and 133 batches of other milk powder from 45 brands in 18 provinces, the agency said.     So far, 499 batches of baby formula from 53 brands and 709 batches of other milk powder from 142 brands produced after Sept. 14 have been tested and none contained melamine, it added.     Melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make the protein levels appear higher.

BEIJING, June 22 (Xinhua) -- Shang Fulin, chairman of the China Securities Regulatory Commission (CSRC), on Sunday vowed to deepen reform and boost regulation to promote a stable and healthy development of the capital market.     The CSRC would rationally balance the market supply and demand, and regulate the pace of fund-raising, Shang told an interior meeting in Beijing.     The stock regulator would encourage and steer funds into the market for long-term investment and gradually improve the inner market stabilizing mechanism.     China's benchmark Shanghai Composite Index have fallen 54 percent from its all time high in mid October 2007. The steep decline came amid fears that the tightening measures would erode corporate profits and the equities supply would overwhelm demand.     Analysts said the regulator has been delaying approvals of initial public offerings over the past couple of months to stabilize market that was hard-hit by weak investor sentiment.     Shang noted the CSRC would boost cooperation with the prosecutors on crackdown on market manipulation, irregular information disclosure, and false information and rumors distributed to manipulate stock prices. Shang Fulin, chairman of the China Securities Regulatory Commission (CSRC)(    It would also cooperate with other financial regulators to closely watch the impacts of the domestic and overseas economic operation and the global financial market on the domestic capital market.     Shang said that during the process of market correction, some people deliberately spread rumors that disrupted market orders and increased volatility.

BEIJING, July 1 (Xinhua) -- Industries with high energy consumption and emissions are developing too fast in China, along with the quick economic growth, the State Council, or Cabinet, warned on Tuesday.     The traditional industry structure remained unchanged, while the service sector and high-tech manufacturing weighting fell in the national economy, State Councilors heard at a meeting focusing on energy saving and emission reduction, chaired by Premier Wen Jiabao.     Meeting the energy saving and emission reduction targets set in the 11th Five-Year Plan (2006-2010) remained an arduous task, they agreed. Outdated production capacity in cement, aluminum electrolysis, paper-making, iron and steel industries should be eliminated.     The government will fund key environment protection projects, including the construction of the sewage treatment facility network.     Environment-friendly construction materials should make up more than 80 percent of projects by the end of 2008.     China reported a drop in both sulfur dioxide emissions and carbon oxygen demand, a measure of water pollution, in 2007.     Last year, China saw a 3.27 percent year-on-year drop in energy consumption for each 10,000 yuan of GDP, Premier Wen Jiabao said in his government work report to the First Session of the 11th National People's Congress.     However, the government has admitted the difficulty of hitting the targets to cut China's total energy consumption by about 20 percent and emissions of major pollutants by 10 percent by the year 2010, a goal the government set in 2006.

BEIJING, June 19 (Xinhua) -- China's top economic planner announced Thursday night the country will raise the prices of gasoline, diesel oil, aviation kerosene and electricity, revealing an unprecedented broad plan to raise energy prices.     Beginning Friday, the benchmark gasoline and diesel oil retail prices will be marked up by 1,000 yuan (144.9 U.S. dollars) per tonne, with the price of aviation kerosene up by 1,500 yuan per tonne.     The prices of natural gas and liquefied petroleum gas, however, would be left unchanged, according to the National Development and Reform Commission (NDRC).     The benchmark retail prices of gasoline and diesel oil would be lifted to 6,980 yuan and 6,520 yuan per tonne, up more than 16 percent and 18 percent respectively.     The price rises also translate into mark-ups of 0.8 yuan and 0.92 yuan per liter, the measurement used at service stations in China, for gasoline and diesel oil respectively.     The commission said the oil price adjustment was made to ensure supplies in the country by diminishing the gap between continuously rising international crude prices, especially since February, and state-set domestic oil prices.     Crude oil price on the international market reached above 136 U.S. dollars per barrel on Wednesday, up more than 45 percent from the price when the country raised oil prices in November last year. In April, it rose 8.5 percent after a 12-year high of 8.7 percent in February.     The commission also said the average electricity tariff will be raised by 2.5 cents per kwh starting from July 1, up 4.7 percent on average.     It said the price rise was made in response to rising costs of the country's power plants, including rising power-coal prices, increased costs on desulphuration facilities and investment in grid upgrading.     More than 80 percent of all the power generation companies suffered losses in the January-May period due to power-coal price rises.     Official statistics showed that power coal prices went up by more than 80 yuan per tonne in the past two years. The prices had gone up by 60 yuan since the beginning of the year.     The commission also announced the country would exercise temporary price intervention on power coal as of Dec. 31, and power coal prices are capped below the price on June 19.     The policy was adopted as the commission expected the power-coal price to rise further because of the gap between domestic and international prices and tight supplies.     The commission also said urban and rural residents and sectors of farming and fertilizer production, as well as the quake-hit provinces of Sichuan, Shaanxi and Gansu, will be exempt from the price rise.     Industrial and commercial undertakings, however, would only see limited impact, as power expenses usually account for a small portion of their total costs, it said.     "The price rise in electricity would not have a fundamental impact on the country's inflation rate," said the NDRC official.

LANZHOU, Sept. 14 (Xinhua) -- Inspectors had found poisonous chemical in the Sanlu infant formula produced by one of its partner producers in northwest China's Gansu Province, an official said on Sunday.     Two out of the 12 samples randomly selected from the Sanlu milk powder produced by the Haoniu Dairy Co., Ltd. in Jiuquan City had tested positive for melamine, said Xian Hui, vice-governor of Gansu.     "The products of Haoniu have been sealed up," he said.     The test was conducted after the Sanlu Group, a leading Chinese dairy producer based in northern Hebei Province, admitted that it had found some of its baby milk powder products were contaminated with melamine, a chemical raw material strictly forbidden by the country to be used in food processing.     As of Saturday, a total of 432 babies throughout the nation have been sickened with kidney stones after drinking the contaminated milk powder.     Haoniu was founded in 2002 with the registered capital of 51 million yuan (7.45 million U.S. dollars). Its production was in line with the Sanlu standard and its products use the Sanlu trademark.     As of Saturday night, Gansu has reported 102 cases of infant kidney stone caused by the Sanlu milk powder. Two babies have died, Xian said.     The province has so far seized altogether 164,000 packs of Sanlu milk powder.

SHIJIAZHUANG, Sept. 20 (Xinhua) -- Chinese Vice Premier Li Keqiang had a full schedule on Saturday afternoon as he spent time in north Hebei Province visiting infant patients stricken by tainted milk powder, talking to doctors, dairy farmers and salesman in a local supermarket.     In Dingxing County Hospital of Hebei Province, he went to the infants ward where he talked to parents and inquired about the symptoms and progress of the patients' illness. Li made the remarks while talking to a salesman in Womei Supermarket in the county seat of Dingxing.     He then went to Shiqiao Village of Dingxing Township where he asked about the milk supply.     He asked local officials to take measures to ensure the farmers' interests would not be hurt by the scandal.     More than 6,200 infants developed kidney stones after drinking a baby formula tainted with melamine. The chemical, which was added illegally, makes the protein content of milk appear higher than it actually is. The formula has so far killed four infants.     Dairy giant Sanlu based in the Hebei provincial capital of Shijiazhuang was the first company exposed in the scandal.

The official government figures come out in mid-April.The bank said in a report issued on Thursday that the CPI would hit 8.2 percent in March, slightly down from the previous month as the effects from the snow chaos that hit China earlier this year died away.Inflation in China took its biggest jump in nearly 12 years in February when it rose 8.7 percent compared to the same period a year earlier. Food prices surged 23.3 percent while non-food prices edged up 1.6 percent from the year earlier period.Inflation was mainly fueled by rising food and energy prices in the global market, and compounded by domestic factors that included increased costs and a strong demand, the report said.The new round of global grain price rises, including rice and wheat, might add more pressure to the government's anti-inflation efforts.However, the inflation index would start decelerating in the second half of 2008 as the government's macro controls took effect. The continued global slowdown also weighed on demand and could gradually pull down prices, the report said.China rolled out a series of measures to fight inflation after the government was reshuffled last month. Among the latest moves was an increase in farm subsidies to boost production and curb grain price hikes.

TOKYO, June 14 (Xinhua) -- Foreign ministers of China, Japan and South Korea agreed here Saturday to strengthen trilateral cooperation for better political, economic and cultural relations.     Chinese Foreign Minister Yang Jiechi, Japanese Foreign Minister Masahiko Komura and South Korean Minister of Foreign Affairs and Trade Yu Myung Hwan reached the agreement at the second trilateral meeting of foreign ministers from the three countries.
