BEIJING, Oct. 13 (Xinhua) -- The Communist Party of China (CPC) Central Committee recently held a forum to solicit opinions and suggestions from non-Communist personages on the documents of its latest plenary session held late last week.     CPC Central Committee General Secretary Hu Jintao briefed the leaders of the non-Communist parties, leaders of the All-China Federation of Industry and Commerce, and persons without party affiliation on what was considered when forming the document. He asked them to raise suggestions on its revision.     Some delegates made remarks, approving the summary made by the CPC Central Committee on the experiences of the 30 years of rural reform and development and supporting the guideline thinking, objectives, principles and measures of rural reform and development.     They raised suggestions on the overall plan of urban and rural development, farmland protection, grain security, spread of agricultural technology and rural financial system reform, as well as on deepening cross-Strait agricultural exchanges and cooperation and improving grassroots democracy.     After hearing the opinions, Hu said the suggestions were valuable and reflected the in-depth thinking of the participants. Relevant departments would conscientiously study and adopt them.     He added China was an agricultural country with the majority of its population in rural areas. Addressing issues on agriculture, the countryside and farmers would be taken as the fundamental work.     Since China launched its reform and opening up, the CPC Central Committee had held many plenary sessions to discuss agricultural and rural issues.     Facing new situations and tasks, the rural development system should be continually innovated, Hu said, adding rural reform remained the key to China's reform, and agriculture and rural development were still the strategic foundation of the country's development.     Promoting rural reform and development would bring the national economy and society into a new round of development, he added.     Hu asked the participants in the forum to contribute to the new socialist countryside construction by make in-depth study, identify and handle the protruding problems in rural reform and development in a timely manner, and raise relevant suggestions accordingly.     Wen Jiabao, Jia Qinglin and Xi Jinping, members of the Standing Committee of the Political Bureau of the CPC Central Committee, also attended the forum.     On Sunday, the CPC Central Committee approved a decision on major issues concerning rural reform and development at the close of a four-day meeting, such as doubling the income of rural residents, boosting their consumption by a big margin and basically eliminating absolute poverty in rural areas by 2020.

BEIJING, July 9 (Xinhua) -- The parties involved in the Korean Peninsula nuclear talks held intense bilateral meetings here to pave the way for the discussions between chief negotiators, which are scheduled for Thursday afternoon. Kim Sook, chief negotiator of the Republic of Korea (ROK) delegation, met with his U.S. counterpart Christopher Hill and Chinese chief delegate Wu Dawei on Wednesday.    After the bilateral meetings, Kim told reporters that he felt neither "optimistic" nor "pessimistic" about the six-party talks, and each party needed to cool down and detail the relevant issues. LANZHOU, Sept. 14 (Xinhua) -- Inspectors had found poisonous chemical in the Sanlu infant formula produced by one of its partner producers in northwest China's Gansu Province, an official said on Sunday.     Two out of the 12 samples randomly selected from the Sanlu milk powder produced by the Haoniu Dairy Co., Ltd. in Jiuquan City had tested positive for melamine, said Xian Hui, vice-governor of Gansu.     "The products of Haoniu have been sealed up," he said.     The test was conducted after the Sanlu Group, a leading Chinese dairy producer based in northern Hebei Province, admitted that it had found some of its baby milk powder products were contaminated with melamine, a chemical raw material strictly forbidden by the country to be used in food processing.     As of Saturday, a total of 432 babies throughout the nation have been sickened with kidney stones after drinking the contaminated milk powder.     Haoniu was founded in 2002 with the registered capital of 51 million yuan (7.45 million U.S. dollars). Its production was in line with the Sanlu standard and its products use the Sanlu trademark.     As of Saturday night, Gansu has reported 102 cases of infant kidney stone caused by the Sanlu milk powder. Two babies have died, Xian said.     The province has so far seized altogether 164,000 packs of Sanlu milk powder.

BEIJING, Oct. 10 (Xinhua) -- A new-generation short haul passenger aircraft solely developed in China has completed a successful trial flight, paving the way for commercial production next year, the manufacturer announced on Friday.     The Xinzhou-600, developed by Xi'an Aircraft Industry Company (XAC) of the China Aviation Industry Corporation I (AVIC I), flew on Thursday in Xi'an, capital of northwest China's Shaanxi Province, said the AVIC I.     The turboprop aircraft was a new version of the Xinzhou-60 that can carry 50 to 60 passengers. The Xinzhou-600 had been updated with a more comfortable cabin and better designed body structure and maintenance system, said Geng Ruguang from the AVIC. A new-generation short haul passenger aircraft solely developed in China has completed a successful trial flight, paving the way for commercial production next year, the manufacturer announced on Friday    It was also designed for inter-island flights, which would helpit in the Southeast Asia and island nation markets, Geng said.     XAC took about three years to develop the Xinzhou-600, which would be delivered to clients from the second half of 2009, he said.     The company has orders for 136 Xinzhou-60s and has exported them to Zambia, the Republic of Congo, Laos, Zimbabwe and Bolivia since 2006.     This would give China the edge to compete in the global market for turboprop aircraft, where demand is expected to reach 1,900 in20 years.     Geng said the company had started to plan the development of the next generation aircraft, the Xinzhou-700.

The Level I emergency plan covers the most serious class of natural disasters.     A disaster relief work group of the State Council, China's Cabinet, rushed to the quake-hit county of Wenchuan on Monday evening to coordinate the rescue and relief work.     Meanwhile, the ministry said strong winds and hailstorms lashed Hubei, Hebei and Jiangsu provinces from Sunday evening to early Monday morning, affecting more than 630,000 people.     In central China's Hubei Province, the hailstorms attacked 10 counties, affecting 515,000 people, collapsing 85 rooms of 33 households and damaging another 4,761 rooms as of 11 a.m. Monday. The direct economic loss was estimated at 385 million yuan (55 million U.S. dollars).     Hailstorms also lashed three counties of north China's Hebei Province on Sunday, affecting 92,100 locals and resulting in a direct economic loss of 7.65 million yuan.     In east China's Jiangsu Province, 24,000 people also suffered from strong winds and hails Sunday evening. MIANYANG, Sichuan, May 22 (Xinhua) -- Ten days after the devastating earthquake in southwest China, six days after he returned to Beijing, Premier Wen Jiabao was back on the front lines of quake relief.     He flew to Mianyang in Sichuan Province, one of the worst hit cities, on Thursday afternoon. Upon arrival, he conducted a fly-over inspection by helicopter of a "quake lake," which is formed by landslides that block rivers.     People would have found him on the same tight schedule early this year as Wen visited the regions hit by the worst winter weather in 50 years four times in nine days.     The Hong Kong-based daily Ta Kung Pao said in a commentary: "Chinese premiers have developed an image of being caring and conscientious since late Zhou Enlai, the first premier of the People's Republic of China."     When a 6.8-magnitude earthquake rocked Xingtai, in the northern Hebei Province in 1966, Zhou rushed to the region and oversaw relief work, risking aftershocks, Du Xiuxian, a photographer of Zhou's era, recalled in his published photographic memoir "The Last Legends."     Wen has inherited that tradition of Chinese premiership. Wen Jiabao made his second trip to the quake-battered zone on Thursday afternoon to oversee disaster relief work. Two hours after the quake rocked Wenchuan County in the northwestern mountainous region of Sichuan Province, he was in theair.     As a large part of the country felt the tremors and experienced great shock, Wen promised the country in front of China Central Television (CCTV) camera that the government would lead the people to win the battle against the earthquake.     "Confronted with the disaster, we need composure, confidence, courage and an effective command," he said with a sober and steadfast attitude.     During the next four days, Wen set foot in almost all of the worst-hit counties, walking over rocks and tiles, comforting weeping children and encouraging rescuers.     He made it very clear that the top task at the initial stage was to save lives, and he pressed officials and troops very hard to implement rescue work.     Back in Beijing on May 16, Wen did not relax but hosted several key meetings on rescue and relief work.     Observers found that he has presided over at least 13 high-level meetings since the quake.     At these meetings, the topics under discussion ranged from big issues such as the top priorities of the relief task force to tiny details like milk powder for infants.     He stressed prevention of epidemics and handling of victims' corpses, told an expert team to give scientific and technical support to rescue and relief work, and worked out solutions to homeless survivors' problems.     While guidelines were set for relief work, detailed orders were made as well, such as to send 6,000 temporary houses within two days and order rescue teams to reach all remote quake-hit villages within 24 hours. The latter "will be a harder and long-term task," he said.     Chinese are captivated by what the premier has done.     Chen Hui, a middle-aged mother in Chongqing Municipality near Sichuan that was also affected by the quake, participated in a text message prayer campaign for Wen.     She sent a text message to her son in Beijing, saying: "The 66-year-old Premier Wen has worked really hard for quake relief. He has comforted and moved us. Pass this on your friends, pray for him."     Chen received the message from a friend. The campaign, whose organizer is unknown, aims to collect 1 million prayer text messages.     A compilation of scenes of Wen's visit to Sichuan is popular on-line and Netizens have created a forum called "Premier Wen, we love you."     "As one of China's senior leaders, the premier not only manages the government's daily work but also displays the ruling party's ideals and principles personally," Ta Kung Pao said. "A premier of China can not be copied elsewhere."
