He referred to a case in August when a man was sentenced to four weeks in jail for spray-painting "China will win" on the gate of the United States Consulate General in Hong Kong to protest US interference in Hong Kong's internal affairs.
He recalled that each collector's allotted area covered about 700 square meters and was surrounded by a simple wall. The collectors not only operated their businesses from these areas, but also erected makeshift homes to live in, while the trash they collected was piled up outside.
He said efforts will continue to reduce the use of chemicals and pesticides while increasing their efficient use. Mechanization of the industry will also be promoted and emerging industries such as tourism will be fostered, he said.
