MILAN, May 18 (Xinhua) -- Top Chinese legislator Wu Bangguo arrived in the Italian city of Milan on Monday for an official goodwill visit to the country.     Wu, chairman of the Standing Committee of China's National People's Congress (NPC), began his tour in Italy at the invitation of Italian Senate President Renato Schifani and Chamber of Deputies President Gianfranco Fini.     In a written statement released at the airport upon his arrival, Wu said China is ready to work with Italy to maintain the sound momentum of practical cooperation so as to make contributions to overcoming the international financial crisis and spurring the recovery of the world economy. Wu Bangguo (R Front), chairman of the Standing Committee of China's National People's Congress, the country's top legislature, arrives in Milan on May 18, 2009 at the start of an official goodwill visit to Italy    Wu is scheduled to meet with Italian President Giorgio Napolitano, Prime Minister Silvio Berlusconi as well as heads of both houses of the Italian parliament and other Italian leaders to exchange views on bilateral relations and other regional and international issues of common concern.     Wu is also to visit a research and development center of the Italian National Agency for New Technology, Energy and the Environment (ENEA), which shows China's interest in using European technologies to improve energy efficiency of its economy.     After Chinese President Hu Jintao's attendance at the London G20 summit in April and Chinese Premier Wen Jiabao's Europe tour in January, Wu is yet another senior Chinese leader to visit Europe in the past few months.     Against the background of the worsening global financial crisis, Wu's visit highlighted the importance that China attaches to cooperation with Europe in addressing global challenges.     Italy, which currently holds the rotating presidency of the G8 group, will host a summit between the leaders of G8 nations and developing countries in June. Hu is expected to attend the meeting.     Wu's visit coincides with a G8 environment ministers meeting that is to be held in Italy on May 22.     China and Italy have witnessed smooth development of bilateral ties in recent years. Berlusconi visited Beijing for the Asia-Europe summit last October.     Besides Milan, Wu is also to visit Rome, Florence and Venice. Italy is the final leg of Wu's three-nation Europe tour, which had already taken him to Russia and Austria. 

BEIJING, June 2 (Xinhua) -- Representatives from the Communist Party of China (CPC) and the ruling United Russia Party met Tuesday to exchange views on the international financial crisis.     "This is the first official and high-level dialogue between the Chinese and Russian ruling parties," said Wang Jiarui, head of the International Department of the CPC Central Committee of his meeting with United Russia Party's council presidium secretary Vyacheslav Volodin.     Wang and Volodin signed an agreement on party-to-party cooperation on later Tuesday. Chinese Vice President Xi Jinping attended the signing ceremony.     Xi hailed the Sino-Russian relationship when meeting with Volodin before the ceremony, saying that China would work with Russia to promote stable and healthy growth of the ties, in a bid to benefit the two nations and peoples. BEIJING, July 5 (Xinhua) -- The Chinese government has allocated more than 126 million yuan (about 18.4 U.S. dollars) for disaster relief in six worst rainstorm-hit provinces, autonomous regions or municipalities in south China, the Ministry of Civil Affairs said here Sunday.     The six provinces, autonomous regions and municipalities include Guangxi, Jiangxi, Hunan, Hubei, Guizhou and Chongqing.     A total of 5,200 tents were also sent to Guangxi, Jiangxi and Hunan to provide shelter for the people displaced there, the ministry said.     While Beijing and neighboring provinces are fighting heat waves, the southern half of the country has been drenched in rain or flood since late June.     The latest round of rainstorms and flood, also this year's worst according to the ministry, had battered 12 provinces, killing 75 people and leaving another 13 missing and 938,000 homeless as of 4 p.m. Sunday.     Close to 40 million people were affected by the rainstorms and the flood, it said, adding that a total of 101,000 houses were toppled in the flood, causing over 13 billion yuan (about 1.9 billion U.S. dollars) in direct economic losses, it said.

BEIJING, May 27 (Xinhua) -- China's State Council announced Wednesday further support policies, including expanded export credit insurance, tax breaks and more financial access, to help exporters. An executive meeting of the State Council, or Cabinet, also said the country would keep the yuan "basically stable" at a "reasonable and balanced" level to help exporters avoid exchange risks.     The meeting was presided over by Premier Wen Jiabao. For example, the government raised the tax rebate rate for textiles five times since August, most recently last month when the rate went from 15 percent to 16 percent. 

BEIJING, June 5 (Xinhua) -- Chinese Vice President Xi Jinping met here on Friday with Timor-Leste's Foreign Minister Zacarias Albano da Costa.     Xi said China and Timor-Leste had maintained smooth relations since they forged diplomatic ties in 2002. China would support Timor-Leste's development by all means, he said.     He expressed gratitude to Timor-Leste for its adherence to the one-China policy, and its support on issues concerning China's core interest. BEIJING, May 24 (Xinhua) -- Natural disasters killed 88,928 people in China last year, according to a report released by the Ministry of Civil Affairs.     The number is the highest since 1976, when the 7.8-magnitude earthquake hit Tangshan City in north China's Hebei Province and killed more than 242,000 people, according to the report on the statistics of the country's civil affairs in 2008.     In addition, a total of 480 million people were affected by natural disasters, with direct financial losses of 1.175 trillion yuan (about 173 billion U.S. dollars).     In 2008, major natural disasters were frequent in China, with the unexpected strike of snows in the south and the devastating May 12 earthquake in Sichuan Province, the ministry said in the report.     The 8.0-magnitude earthquake left more than 87,000 people dead or missing and more than 374,640 injured in Sichuan and neighboring provinces.     Before that, the blizzards that struck much of central and southern China in early 2008 left 129 people dead and losses reached 151.65 billion yuan, according to the Ministry of Civil Affairs.

BEIJING, May 21 (Xinhua) -- Chinese Premier Wen Jiabao attended the 11th China-EU summit with European leaders in Prague on Wednesday, focusing on bilateral strategic partnership, the global financial crisis and climate change.     The two sides reached a number of consensus at the summit which will play an active role in promoting a sustainable development of bilateral relations in an in-depth and all-around way.     Premier Wen stayed in Prague for a mere of five hours, but needed a 20-hour flight to go forth and back, indicating his sincerity, responsibility and confidence in meeting with the EU leaders.     Sincerity, responsibility and confidence are crucial in pushing forward the comprehensive China-EU strategic partnership, which is the experience drawn from the past and the need of reality.     Under the complex international political and economic situation, the China-EU relations have gone beyond the bilateral scope and bears more international significance.     China and the EU enjoy a solid basis in continuing cooperation and meeting challenges jointly.     Up to now, the two sides have set up more than 50 consultation and dialogue mechanisms covering political, trade, scientific, energy and environmental areas.     It is not worthy that the China-EU trade volume exceeded 425 billion U.S. dollars in 2008 in face of global slump, representing a 19.5-percent growth over the previous year.     At a time when the raging financial storm hit the world, the major tune for bilateral ties should be mutual support.     Just as what EU Commission President Jose Barroso described, China is a "crucial partner" in international efforts to counter global challenges, such as the economic and financial crisis and climate change.     Challenge also generates opportunities while posing danger to the world. When the financial crisis is raging, it also serves as a opportunity for both sides to forge stronger ties.     During the just concluded 11th China-EU summit in Prague, the two sides signed three agreements on cooperation in clean energy, science and technology, and small and medium-sized enterprises.     Wen also announced at the summit that China will send another buying mission to the EU to increase imports from Europe, a pragmatic action of China to fight against protectionism. It also signals Beijing's confidence to jointly tackle the global financial crisis with EU partners.     As the world's largest developing country and the largest bloc of developed nations respectively, China and EU need to develop steadily by clearing obstacles first, thanks to the fact that both sides enjoy huge potential and broad prospects for further cooperation.     EU should recognize China's market economy status as soon as possible, loosen its control over export restrictions on high-techproducts and lift its arms embargo to China, measures which will be conducive to nurturing new growth engines for trade and economic cooperation and expanding fields of cooperation.     Since the first China-EU summit in 1998, the international political and economic situation has experienced profound changes. In this context, the strategic and mutually beneficial partnership between the two sides has been expanded rapidly, further deepened and consolidated.     As the China-EU Summit enters a new decade, it is believed that the China-EU relations will constantly move ahead as long as both sides work together in a forward-looking manner, adhere to the principle of mutual respect, non-interference in each other's internal affairs, take into consideration of each other's core concerns and properly handle sensitive issues to refrain from harming bilateral ties by individual incidents.

BEIJING, May 17 -- Shanghai will step up efforts to lure more talent, beef up development of its legal system and improve its credit database as part of efforts to develop a global financial center, Vice Mayor Tu Guangshao said Saturday.    The city will also enable financial markets and institutions to play an important role in financial innovation and make the Pudong New Area a pioneer for financial reforms, Tu told the Lujiazui Forum in Shanghai.     "To realize our goals, we need a combination of forces," said Tu. "We need guidance and support from the central government in terms of rules' drafting and coordination. We also need financial markets and companies to make contributions." One focus will be the establishment of a credit ratings system for small- and medium-sized enterprises to facilitate fundraising, Tu said.     Xu Lin, Party Secretary of Pudong New Area, told the forum the district will shore up its preparation for financial innovation, including establishing an over-the-counter equity exchange for start-up technology firms.     Pudong will also trial programs to settle cross-border trade using the yuan and to set up consumer finance companies to fund people's purchases of durables such as home appliances and electronics.     Xu also noted that Pudong will fast track the development of financial services for the shipping industry as China pursues building Shanghai into an international financial and shipping hub by 2020.     "The district will encourage capital from various sources to help innovation and upgrade industry," Xu said. "More credit support will be given to small companies in terms of innovation."     Financial experts attending the two-day Lujiazui Forum, which ended Saturday, called on the city to take more measures to retain talent and financial institutions.     "The major European and US markets are reshuffling after the crisis and it has created a good opportunity for Shanghai to lay a sound basis and infrastructure for rising as an international financial center," said Laura Cha, deputy chairman of the Hongkong and Shanghai Banking Corp.     "We should learn lessons from them and avoid the mistakes they have made."     Shanghai is still lagging behind in terms of financial talent both in quality and quantity, she added.     She suggested shoring up the city's financial high education sector and rotating financial talents to develop more overseas experience.

BEIJING, May 6 (Xinhua) -- Chinese President Hu Jintao and his U.S. counterpart, Barack Obama, on Wednesday discussed bilateral relations and the A/H1N1 flu epidemic during a telephone conversation.     Hu recalled that during their meeting at the Group of 20 summit in London in early April, he and Obama agreed to work together to build a positive, cooperative and comprehensive relationship in the 21st century.     The two leaders also reached extensive consensus on the establishment of the mechanism of China-U.S. Strategic and Economic Dialogues, joint efforts to tackle the international financial crisis, and enhanced coordination and cooperation on major global and regional issues, Hu said.     "Now, both countries are seriously implementing the consensus," the Chinese president said.     "China is willing to work with the United States to push for a healthy and stable development of China-U.S. relations," he said.     Obama, for his part, said the meeting with Hu was important because it outlined the future development of bilateral cooperation and made a good start on the China-U.S. strategic dialogue.     The United States appreciated China's efforts to promote bilateral relations, he said.     The Chinese president expressed sincere condolences over the A/H1N1 flu epidemic that has hit parts of the United States, and said the Chinese government has started emergency measures to prevent a spread of the disease.     "We are willing to keep contact with the World Health Organization, the United States and other parties concerned, and strengthen cooperation to jointly confront this public health challenge," Hu said.     Obama said his country has adopted effective measures against the disease and will continue to keep a close eye on the outbreak.     The U.S. president said he was looking forward to meeting with Hu again during a meeting of leaders of the Group of Eight nations and developing countries in Italy. Obama said he was also looking forward to visiting China.     The two leaders also exchanged views on such issues as the situation on the Korean Peninsula and the situation in South Asia.
