BEIJING, March 5 (Xinhua) -- China budgets 1.05 trillion yuan (154.4 billion U.S. dollars) of fiscal deficit this year to support economic growth as government revenue will fall significantly short of expenditures, says a government work report to be delivered by Premier Wen Jiabao at the parliament's annual session Friday.The government vowed to keep the debt at "appropriate" level. YAOUNDE, March 23 (Xinhua) -- China and Cameroon said on Tuesday that they would make joint efforts to step up their parliamentary ties.The pledge came out of the hour-long talks between China's top political advisor Jia Qinglin and President of National Assembly of Cameroon Cavaye Djibril.Jia, the chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top advisory body, is on a three-day official visit to the central African nation.This is the first visit to the African continent by a senior Chinese leader this year.Jia said that exchange and cooperation between the CPPCC and National Assembly of Cameroon would help boost people-to-people relationship and state-to-state relationship."The CPPCC would like to increase personnel exchanges with the National Assembly of Cameroon and discuss how to run the state and promote livelihood," Jia said.Djibril said the National Assembly of Cameroon stands ready to work more closely with the National People's Congress, China's top legislature, and the CPPCC.On the broader China-Cameroon relationship, Jia said the two countries have withstood the test of time and vicissitudes in the international arena since they established the diplomatic ties in 1971."The two countries have reaped new harvests in recent years," Jia said, referring to bilateral cooperation in trade and economy, science and technology, education, among others.China appreciated Cameroon's adherence to the one-China policy and support to the most populous country on issues concerning China's core interests, Jia said.Jia reaffirmed that China would work with Cameroon and other African countries to implement eight new measures announced last year by Premier Wen Jiabao, including debt cancellation, agriculture production, infrastructure, education.As China and Cameroon will mark the 40th anniversary of the diplomatic ties, Jia called on the both sides to take the opportunity to boost exchanges at all levels and hold celebrations to uplift the relationship.Echoing Jia's proposal, Djibril said his country would like to cooperate with China to advance relationship and generate benefit for their peoples.Following the talks, Jia also delivered a key-note speech on China-African relationship.Jia will meet with President of Cameroon Paul Biya on Wednesday.Cameroon is the first leg of Jia's ten-day African tour which will also take him to Namibia and South Africa.

NAIROBI, Feb. 12 (Xinhua) -- Achim Steiner, UN Under Secretary- General and Executive Director of the United Nations Environment Programme (UNEP) told Xinhua in an interview on Friday that China played a significant role in the process leading up to Copenhagen Climate Change Conference."I think China played a very significant role in the process leading up to Copenhagen, and in a sense it became very engaged at the highest international political level in the process," the UNEP chief said.Steiner noted that China took a significant step forward when it made its announcements of voluntary actions a few weeks before Copenhagen. And that sent a very important signal to the negotiations."We saw similar actions taken by Mexico, by South Africa, by Brazil, by Indonesia and also India. That created an opportunity," he said.Steiner admitted that Copenhagen did not deliver what the world had hoped, which was a deal among developed and developing countries to achieve significant agreement in reduction of emissions. However, he maintained that it was also not the failure that some people had attributed to it."I think in history it shall be written as a missed opportunity. We are now focused on moving forward towards Mexico and the world has an opportunity to reach an agreement," he said to Xinhua.On China's situation of environmental protection and carbon emissions reduction, Steiner said the nation has made rapid progress yet challenges still remain.He stressed that China has begun to take a different development path. Chinese leaders and people have started to look at development also from a sense of balance. And therefore environmental protection and sustainable development have taken a far quicker route of being addressed today than by some industrialized nations have done in historical terms."I think many of the measures the government is taking, from establishing a ministry of environmental protection to new legislation, to setting pollution standards, showed that in a period of just 10 to 15 years, China has walked a distance that some other countries had taken 30 to 40 years," he said.The UNEP chief added that "also let us be very realistic that environmental challenge for China is significant, and therefore effective action is necessary and urgent."He lauded China for including the notion of ecological civilization and the transition to a green economy into part of the country's mainstream development planning and the next Five- Year Development Program."To me it provides some very encouraging signs that we will see a very different economic development philosophy emerging in China. CHENGDU, Jan. 31 (Xinhua) -- Two giant pandas in the United States will fly back home in the southwestern Chinese province of Sichuan next week, according to local officials.Tai Shan, a 4-and-a-half-year-old male panda born at the National Zoo of Washington D.C., and Mei Lan, a 3-year-old female panda born at Zoo Atlanta, will arrive in Chengdu Feb. 5 after a 14-hour journey from Washington.Experts from the two zoos will escort the two giant pandas back to China.Tai Shan, who was born in July 2005 and raised up in the National Zoo, will return to the Ya'an Bifeng Gorge Breeding Base of Wolong National Nature Reserve.Tai Shan was supposed to get back to China at the age of two. The Chinese government agreed to postpone its return twice in 2007 and 2009 at the request of the National Zoo, where millions of people visited him.Tai Shan's father Tian Tian, 13, and mother Mei Xiang, 12, are also due to return December next year.Mei Lan will return to the Chengdu Research Base of Giant Panda Breeding.Mei Lan was born in September 2006. Her parents Lun Lun and Yang Yang arrived in Atlanta in November 1999.There are now 13 Chinese giant pandas living in four zoos in the United States.Giant pandas, known for being sexually inactive, are among the world's most endangered animals.There are about 1,600 giant pandas living in China's wild, mostly in Sichuan and the northwestern provinces of Shaanxi and Gansu. Another 290 are in captive-breeding programs worldwide, mainly in China.
