China has delivered the first shipment of 50,000 tons of heavy oil aid it had pledged to the Democratic People's Republic of Korea (DPRK) and the rest is being sourced, said Chinese foreign ministry spokeswoman Jiang Yu on Tuesday.The first shipment of heavy fuel oil from China arrived in the Nampo port of DPRK on September 16, said Jiang at a regular press conference.The DPRK, under a joint document issued at the six-party talks on February 13, should declare all nuclear programs and disable all existing nuclear facilities in exchange for a total of 1 million tons of heavy fuel oil or equivalent aid, with the initial shipment of 50,000 tons.The Republic of Korea (ROK) delivered 6,200 tons on July 15, sooner after which the DPRK announced its shutdown of the Yongbyon reactor, a widely regarded substantial step, after a 10-member team of U.N. inspectors arrived in the capital Pyongyang to verify and monitor the reactor sealing.Top negotiators to the six party talks from host China, the DPRK, United States, the ROK, Russia and Japan, agreed in July to provide the DPRK with economic, energy and humanitarian assistance up to the equivalent of 950,000 tons of heavy fuel oil.Envoys also agreed to meet here in early September to compile a road map for implementing the second phase of DPRK's denuclearization process which is to declare all of its nuclear programs and disable all of its existing nuclear facilities."We consider it necessary for the six parties to reconvene at a proper time. Date for next-phase nuclear talks should be decided by all parties concerned," Jiang said."China is consulting with the relevant parties on the dates for the next phase of six party talks," Jiang added.The DPRK Vice Foreign Minister in charge of Chinese and Asian affairs Kim Yong Il reportedly arrived in Beijing on Tuesday morning.In response to a request to confirm the DPRK vice foreign minister's China visit, Jiang said Kim's visit was "according to exchange plans between Chinese and the DPRK foreign ministries".Chinese foreign minister Yang Jiechi and his deputy Wu Dawei will meet him. The China Meteorological Ad-ministration (CMA) Tuesday announced the completion of a national climate observation network to help mitigate global warming.CMA director Zheng Guo-guang said the network would collect accurate information about climate change."Climate change is threatening the environment, state security and economic development," Zheng said.Responding to a UN plan, China's first climate observation network was set up in 1997. Seven departments - meteorology, water affairs, agriculture, environmental protection, forestry, ocean and scientific research - joined the network.The network set up 16 key observation areas, Zhang Renhe, director of the Chinese Academy of Meteorological Sciences Director, said.These are: Atmosphere and land systems in the Qinghai-Tibetan plateau, glacier; water and ecological systems in the Tianshan Mountain area; Xilingol pastures in the Inner Mongolia Autonomous Region; Dunhuang desert in Gansu Province; forests in Northeast China; water circulation systems in Sichuan and Yunnan provinces; agriculture in the Yellow and Huaihe river basins; the lakes of Dongting and Poyang; the atmosphere around Mount Waliguan in Qinghai Province; ecological systems in source regions of the Yangtze, Yellow and Lancang rivers; the economic belt around Beijing; economic development zones in the Yangtze and Pearl river deltas; Sichuan Basin; the land-ocean-atmosphere system around Bohai Sea; air-sea interaction in the South China Sea; and comprehensive oceanic observations.By observation and data processing, the network should provide data about temperatures, glaciers, frozen soil, accumulated snow, aerosoles, greenhouse gases, ozone, plant and soil."This data can help China predict natural disasters, strengthen forecasts of extreme weather events and be more adaptable when it comes to industrial projects," Zheng said.A National Climate Change Program was released in June, which pledged to cut greenhouse gas emissions, but with no specific goals.

NANJING: Jiangsu province will constantly focus on environmental protection while maintaining strong momentum in economic development in the next five years, acting governor Luo Zhijun said in his work report to the first session of the 11th provincial people's congress on Friday.The province witnessed fast economic growth in the past five years with gross domestic product (GDP) increasing at an annual average rate of 14.5 percent, one of the highest rates in the country, official figures showed.However, such economic development has had a negative impact on the environment, Luo said.Workers try to clean a major moat of algae in Suzhou, Jiangsu province, last July. A massive algae bloom spread out last summer in several of the country's large lakes, including Taihu lake in Jiangsu and Dianchi lake in Yunnan province. Viruses wreaked havoc on at least 1 million personal computers during the weeklong National Day holiday, according to Jiangmin Co, a leading Chinese antivirus company.The company's monitoring system detected that more than 118,000 computers crashed on October 6 alone."Viruses have been extremely active during the long vacation because more people chose to stay at home and surf the Internet, shopping online or playing online games," He Gongdao, an antivirus expert at Jiangmin, said on Monday."More than 24,000 types of viruses were detected during the week," he said.He said computer users should be more aware of viruses that could be passed on through movable disks.Another antivirus company, Kingsoft, alerted the online community to a new virus it dubbed the "ultimate killer to antivirus software".The virus, a kind of Trojan, is capable of hijacking all kinds of antivirus software when it successfully attacks a computer."It will also automatically search the keywords, including 'antivirus, Kingsoft and Kaspersky', and coercively close the programs, Li Tiejun, an antivirus software engineer of Kingsoft, said."The virus has been supported and spread by a group of people who have developed a systematic and standardized business operation to make profit," Li said. Virus controllers could detect the IP addresses of each computer, he added.The new virus, which affected about 40,000 computers a day, will remain a critical threat to many computer users even after the holiday, Li said.According to the latest survey conducted by the Ministry of Public Security, China has encountered a rising Internet security problem over the past three years, mainly triggered by a growing number of profit-driven computer virus writers, hackers and illegal traders.Some 65.7 percent of 15,000 companies polled had suffered Internet security problems from May last year to May this year, 11.7 percentage points higher than before.

A pair of young giant pandas will soon call Adelaide Zoo in South Australia home.The couple will be the first pandas to settle down in the southern hemisphere - the last time the endangered species were seen was nearly two decades ago during a visit to the Australasian region .President Hu Jintao and Australian Prime Minister John Howard signed an agreement yesterday formalizing the 10-year loan in Sydney.Hu said the move is a friendly gesture and the pandas will become a symbol of friendship.Australian Foreign Minister Alexander Downer said after the signing ceremony that he played a key role in working with the Chinese to borrow the pandas as part of a global survival program."I love animals and I think the giant panda is one of the truly great animals of the world," said Downer.A native of Adelaide, Downer was excited that China agreed to send the pandas to the zoo where his grandfather was once the chief.It is hoped that the two-year-old male "Wang Wang", or "Net" and one-year-old "Funi", or "Lucky Girl", will breed when they reach sexual maturity.The two pandas are from the Wolong Nature Reserve in Sichuan Province and they were named by the public earlier this year, said Zhang Guiquan, a director at the reserve.Chris West, CEO of the Royal Zoological Society of South Australia, said that the pair's presence in Australia will signify international collaboration to secure a future for wildlife."We will send our staff to Wolong to receive training," West said. "Our staff will also visit the giant panda facilities at San Diego Zoo, where they have successfully bred and managed giant pandas, and the climate is similar to that in South Australia."The giant panda is unique to China and often serves as an unofficial national mascot. The animals were sent abroad as a sign of warm diplomatic relations or to mark breakthroughs in ties.In a related development, two giant pandas "Bing Xing", 7, and "Hua Zui Ba", 4, are scheduled to leave China today for a 10-year sojourn in Spain.Giant pandas are among the world's most endangered species. Online computer games and their related services topped the complaint list of Chinese consumers last year, followed by telecom services and mobile phones respectively, the China Electronic Chamber of Commerce (CECC) said here on Saturday.     The website www.315ts.net, which falls under the CECC, received 55,817 complaints in 2007, up 23.2 percent year on year. In total,24,634 cases were related to online products and included online sales fraud, website ID information theft and online games complaints.     The chamber said complaints about refrigerators surged 114.37 percent year on year to 761 cases, the highest annual growth rate among grievances of all electronic product items.     More than 60 companies, including LG, TCL, Haier, Fuji and Canon, were rated as outstanding enterprises in dealing with customer complaints, according to the body.     The CECC also named and shamed 40 companies that did a poor job in handling customer complaints last year. These included industry and retail sales giants such as Philips, Carrefour, Shinco and Hitachi.

According to the report, Chinese consumers are experiencing unprecedented wealth growth which is 3 to 5 times faster than developed countries in the past 50 years. Most Chinese consumers plan to spend more in near future to fulfill their family dreams."The past decade of rapid economic growth has brought prosperity but also uncertainty, resulting in a highly complex consumer market with diverse consumer attitudes," said Hubert Hsu, senior partner and managing director of BCG, at a press conference in Beijing."Capturing the next wave of consumer growth in China will involve developing deep consumer insights and creating marketing differentiation," said Hsu.The report said there are significant generational differences in terms of spending attitude among Chinese consumers. The strong interest in trading up, which means spending more money for more expensive products, was driven up by consumers' increasing desire for better goods and services and rising concern over safety and quality of cheap products.Chinese consumers put more faith in brand names compared with the US consumers and they believe good brand represents quality, safety, effectiveness and durability, said Hsu.Despite strong trading up desires, Chinese consumers continue to "treasure hunt" - make deliberate trade-offs to maximize "value" of their budgets. They use similar strategies for treasure hunting as their counterparts in other countries except several unusual tactics such as group purchase for volume discount, said the report.The report suggested global suppliers in China should establish strong, branded relationships with China's treasure-hunting consumers, provide the kinds of products that appeal to practical concerns and emotional needs, and be willing to customize their offerings to meet the needs of a geographically diverse population.While the retailers must make sure the categories they carry are the ones that treasure-hunting consumers will seek and focus on a product's technical and emotional benefits, said the report.
