HONG KONG, Jan. 3 (Xinhua) -- Over 30 flights were canceled or delayed at Hong Kong International Airport on Sunday, due to heavy snow in the country's capital city of Beijing.     By 21:00 (1300 GMT) local time, seven departure flights to Beijing were canceled and 10 delayed. As for arrivals, eight were canceled and nine delayed, said the spokesman of the department of News Relations from the Hong Kong's Airport Authority. Flights to other cities including Dalian and Tianjing were also affected by the bad weather.     The spokesman said so far no special procedures were taken against stranded passengers for the flow stayed normal, and they would work with the airlines to smooth the situation.

BEIJING, Nov. 16 (Xinhua) -- U.S. Secretary of Commerce Gary Locke said here Monday clean energy technology is one of the most beneficial areas for U.S.-China cooperation and also the only way for the two countries to keep sustained economic growth and combat global climate change.     Locke, who accompanied U.S. President Barack Obama's visit to China, made the remarks at the Sino-U.S. clean energy round table conference held here Monday.     It has been Locke's third trip to China since becoming Commerce Secretary in March.     "The United States and China have the power and indeed an obligation to alter history for the benefit of all people on the planet," he said.     As the world's most productive and innovative economies, the U.S. and China are uniquely positioned to create the solar, wind, biofuel and renewable technologies that the world wants and needs, Locke said.     "We can do it by making clean energy the prime engine of the economic growth in the 21st century," he said.     Locke said he plans to lead an energy and trade mission to China next March, which would include U.S. firms from new energy technology sectors and make stops in Beijing, Shanghai and other cities.     U.S. Secretary of Energy Steven Chu also attended the conference, who expressed optimism about U.S.-China cooperation in the deployment and development of clean energy technology.     The conference was co-hosted by China's State Energy Bureau, U.S. Department of Commerce and Department of Energy, in a bid to advance mutual pragmatic cooperation in clean energy and promote the development of clean energy technology and industry.

BEIJING, Oct. 31 (Xinhua) -- China's top legislature closed Saturday its five-day bimonthly meeting, adopted a law on diplomatic personnel and appointed a new minister of education.     The legislation, aiming to enhance diplomatic personnel management, is the first of its kind to regulate Chinese government agents working in the 171 countries with which China has diplomatic ties.     Top legislator Wu Bangguo said the law clarified diplomats' duties and obligations as well as titles and ranks, which was "conducive to the implementation of the country's independent foreign policy."     Wu presided over the 11th meeting of the Standing Committee of the 11th National People's Congress (NPC), the top legislature.     The session also deliberated a draft amendment to the Electoral Law, which was enacted in 1953. BEIJING, Nov. 17 (Xinhua) -- China and the United States issued a joint statement in Beijing Tuesday, promising that the two countries would "take concrete steps" to advance "sustained and reliable" military-to-military relations in the future.     "The two sides will actively implement various exchange and cooperation programs agreed between the two militaries, including by increasing the level and frequency of exchanges," according to the joint statement issued after Chinese President Hu Jintao met with visiting U.S. President Barack Obama.     The two sides commended the outcomes of the visit to the U.S. by General Xu Caihou, vice chairman of the Chinese Central Military Commission, in October this year.     Preparations would be made for the visit to the U.S. by General Chen Bingde, chief of the General Staff of China's People's Liberation Army, and the visits to China by Robert Gates, the U.S. Secretary of Defense, and Admiral Michael Mullen, chairman of the U.S. Joint Chiefs of Staff, the statement showed.     The goal of these efforts, according to the statement, is to improve the Chinese and U.S. militaries' capabilities for practical cooperation and foster greater understanding of each other's intentions and of the international security environment.     Obama is in Beijing for a four-day state visit to China that started in Shanghai Sunday night.

BEIJING, Nov. 17 (Xinhua) -- China and the United States agreed here Tuesday to further collaboration to jointly research in the health sector and in the control of diseases, especially pandemics, according to a joint statement issued after the talks between Chinese President Hu Jintao and visiting U.S. President Barack Obama.     The joint research will include that on stem cells. Both sides will deepen cooperation on global public health issues, including the prevention, surveillance, reporting and control of the A/H1N1 influenza, avian influenza, HIV/AIDS, tuberculosis, and malaria, said the statement.     The two sides will also enhance cooperation on food and product safety and quality, it added.

WASHINGTON, Nov. 4 (Xinhua) -- The United States requested the World Trade Organization (WTO) on Wednesday to establish a dispute settlement panel to rule on China's export restraints on raw materials. But Chinese officials insist that they are consistent with WTO rules.     The materials at issue are: bauxite, coke, fluorspar, magnesium, manganese, silicon metal, silicon carbide, yellow phosphorus, and zinc, key inputs for numerous downstream products in the steel, aluminum, and chemical sectors across the globe.     The Office of the United States Trade Representative (USTR) said in a statement that the raw materials are "critical to U.S. manufacturers and workers."     The USTR also said that the European Union and Mexico are joining the United States in requesting the establishment of a WTO dispute settlement panel regarding this matter.     The U.S. and the European Union requested formal consultations with China at the WTO on June 23, 2009, and Mexico filed its consultations request on August 21, 2009.     "We believe the restraints at issue in this dispute significantly distort the international market and provide preferential conditions for Chinese industries that use these raw materials," said Debbie Mesloh, a USTR spokeswoman.     "Working together with the European Union and Mexico, we tried to resolve this issue through consultations, but did not succeed. At this point, therefore, we need to move forward with the next step in the WTO dispute settlement process," Mesloh stated. "We remain open to working with China to find a mutually agreeable solution to our concerns."     But the Chinese Ministry of Commerce defended China's export policies, saying they are consistent with WTO rules.     The chief aim of China's export policies is to protect the environment and conserve natural resources, said an official with the Ministry of Commerce in June.     China has been keeping communication and contact with the U.S. and the EU over China's policy on raw material exports, the official said, adding that China will properly deal with the consultation request in accordance with WTO dispute settlement procedures.     According to the procedures, China, the U.S., the EU and Mexico have 60 days to try to resolve their dispute through consultations. If consultations fail, the U.S., the EU and Mexico could ask for a WTO panel to investigate and rule on this dispute.
