BALI, Indonesia, May 3 (Xinhua) -- Details of a sizeable foreign currency reserve pool among the Association of Southeast Asian Nations, China, Japan and South Korea (ASEAN+3) were finalized here on Sunday, two years after the initiative was first introduced to combat emergent financial problems.     Finance ministers of the ASEAN+3 nations reached the agreement on all main components of regional reserve pool, known as Chiang Mai Initiative Multilateralization (CMIM), and it will be implemented before the end of this year.     The agreement on the CMIM includes "the individual country's contribution, borrowing accessibility, and the surveillance mechanism," said a statement issued after the finance ministers' meeting.     The total size of the CMIM is 120 billion U.S. dollars with the contribution portion between ASEAN and the Plus Three countries at20 percent versus 80 percent.     China and Japan will each contribute 38.4 billion U.S. dollars to the pool, while South Korea will contribute 19.2 billion dollars.     Among China's portion, Hong Kong Special Administrative Region will contribute 4.2 billion U.S. dollars. "We welcome Hong Kong, China, to participate in the CMIM," said the statement.     The CMIM is set up to "address short-term liquidity difficulties in the region and to supplement the existing international financial arrangements," the statement said.     The ministers agreed to establish an independent regional surveillance unit to monitor and analyze regional economies and support CMIM decision-making. As a start, there would be an advisory panel of experts to work closely with the Asian Development Bank (ADB) and the ASEAN Secretariat.     In the statement, the ministers also endorsed the establishment of the Credit Guarantee and Investment Mechanism (CGIM) as a trust fund of the ADB with an initial capital of 500 million U.S. dollars. It could be increased once the demand is fully met.     "It's a welcoming step in coping with the crisis, and an important step to the financial architecture of the region and it will infuse confidence to the market," said ADB Managing Director General Rajat Nag after the meeting, referring to the finalization of the CMIM.     Asked whether the CMIM is meant to replace the role International Monetary Fund plays in the region, he said the mechanism is only "good complement" to what IMF does.     "Gladly, we don't have the situation like in the U.S. or Europe but it's better to be prepared. Once there is a need, we are able to present our concerns and there is facility there," said Philippine Finance Secretary Margarito B. Teves." BEIJING, June 27 (Xinhua) -- China's monthly power generation is expected to rise for the first time in June, after eight months of declines, said the National Development and Reform Commission (NDRC) Friday on its website.     The top planning agency based the forecast on statistics collected by State Grid and China Southern Power Grid from June 1 to 23.     Due to increasing economic activity and high temperatures, daily power generation topped 10 billion kilowatt hours for nine days during mid-June and exceeded 10.80 billion kw/hrs on June 23 -- the highest this year, said the NDRC.     Eight provinces and regions set power records from June 1 to June 23: Hebei, Hubei, Jiangxi, Sichuan, Yunnan and Hainan provinces and Guangxi Zhuang Autonomous Region and Xinjiang Uygur Autonomous Region.

Bilateral relations have shown a sound momentum of accelerated growth since President Koroma took his office.     The two heads of state agreed to explore cooperation in the areas of infrastructure construction and resource exploitation.     To boost bilateral ties, Hu proposed to keep close contacts among the two countries' leaders, maintain friendly exchanges between lawmaking organs and ruling parties, and make joint efforts to facilitate bilateral education, public health and human resources programs.     He told Koroma China values its trade ties with Sierra Leon, and is committed to helping speed up the country's economic reconstruction.     Hu welcomed more Sierra Leone young people to study in China, pledging to foster more professionals for the country.     China had offered scholarship to altogether 311 Sierra Leone students since 1976.     Hu also vowed to promote the accomplishment of existing bilateral projects as scheduled, offer aid to Sierra Leone's education, culture, public health programs, and enhance coordination with it on major issues including peacekeeping, poverty reduction and fighting against global challenges.     Koroma said his country welcomed increased investment from China to aid his country's economy, vowing to create sound environment and conditions.     "Sierra Leone highly values relations with China, and is ready to cement all-round cooperation with the country and learn from its development experience," he said.     Koroma called on enhanced bilateral cooperation on international and regional issues, in particular African issues, to further push forward Sierra Leone-China and Africa-China ties.     The two presidents attended a signing ceremony for three cooperative agreements including one on China's providing anti-malaria medicines to Sierra Leone.     The West African country, once British colony, gained independence in 1961 and founded the Republic of Sierra Leone. With a population of over 6.1 million and an area of some 71,740 square kilometers, the country is the lowest ranked country on the Human Development Index and seventh lowest on the Human Poverty Index, following years of civil wars.     China forged diplomatic ties with Sierra Leone on July 29, 1971. Between that date and this March, China had invested 33.9 million U.S. dollars in the country and helped build more than 30 projects including hydropower stations, a national stadium, hospitals and government buildings.     Sierra Leone rolled out its first CDMA network in the country last month with help from Chinese equipment vendor Huawei Technologies. Sierratel, the country's government-owned telecommunication company, received a delivery of 16.6 million U.S. dollars worth of wireless telecommunication equipment from Huawei, funded by the Chinese government's preferential loan.     Chinese ambassador to Sierra Leone Qiu Shaofang said China would build two hydropower dams in Sierra Leone in the next three years.     "China has offered long-term economic aid to Sierra Leone and has promised not to reduce assistance in spite of the global slump," said Qiu.     Bilateral trade topped 83.71 million U.S. dollars last year, up 30.4 percent year on year. With the global downturn, total bilateral trade in the first four months of the year was down 40 percent to 12 million U.S. dollars.     China mainly exports machinery and electrical products, textiles and chemical products to Sierra Leone, while imports logs, natural rubber and coco beans.     Koroma's ongoing China trip will also take him to central China's Hunan Province and the country's financial hub Shanghai.

UNITED NATIONS, May 11 (Xinhua) -- China voiced its support for the resumption of the Middle East peace process on Monday, calling upon all the parties concerned to create an environment conducive to the Middle East peace talks.     The statement came as Zhang Yesui, the Chinese permanent representative to the United Nations, was speaking at an open Security Council meeting on behalf of Chinese Foreign Minister Yang Jiechi. "At present, the situation in the Middle East is at a very critical stage," Zhang said. "We hope that parties concerned will stay firm to their conviction of resolving the issue through political negotiations, refrain from moves that may ruin mutual trust and reconciliation so as to create the condition for resumptions of negotiation," Zhang said. The resolution, adopted by the Security Council in January, called for mutually respected and last cease-fire in the Middle East following Israel's 22-day military offensive in the Gaza Strip.     It is hoped that the Resolution 1860 could be implemented comprehensively and effectively, said the ambassador.     "At the center of the Middle East problem is the Palestine issue," Zhang said. "The ultimate way out for the Palestinian issue is the realization of two states, Israel and Palestine, living side-by-side in peace."     Therefore, the Chinese ambassador called on parties concerned to continue to act in the spirit enshrined in relevant UN resolutions and adhere to the principle of "the Land for Peace" and "the two-state solution," saying that they should push for the earlier achievement of reconciliation between Israel and Palestine, the establishment of an independent state of Palestine and the peaceful coexistence between Arabs and Jews.     The realization of a comprehensive, just and lasting peace in the Middle East depends on the settlement of all relevant issues in the region, he said.     Describing both the Syria-Israel talks and the Lebanon-Israel negotiations as "important components of the Middle-East peace process," Zhang called for a holistic approach to promote such talks.     Meanwhile, he said other hot-spot issues in the region should also be "properly addressed so as to create a favorable environment for the peace process."     On the other hand, "the Middle East peace process cannot be achieved without the help and support of the international community," Zhang said, calling on the international community to continue to support the development of Palestine and immediately implement its commitment to the reconstruction in Gaza.     "Parties concerned should uphold just and strengthen the mediation efforts and at the same time consider the establishment of a broadly-represented, balanced and effective multilateral mechanism which will provide oversight and support for the peace process in the Middle East," Zhang said.     Zhang said China supports the efforts of the Quartet, a diplomatic group of the United Nations, the European Union, Russia and the United States in search of the Middle East peace, and Russia's proposal to hold an international conference on Middle East in Moscow.     The open council meeting, chaired by Russian Foreign Minister Sergey Lavrov whose country holds the rotating presidency of the 15-nation council this month, came at a time when the new Israeli government was headed by hawkish Prime Minister Benjam Netanyahu.     Netanyhu has so far refused to publicly endorse the creation of an independent Palestine state, the key element of an international plan to bring about a comprehensive, just and lasting peace in the Middle East.     Also present at the open debate are UN Secretary-General Ban Ki-moon, British Foreign Minister David Miliband, French Foreign Minister Bernard Kouchner, Turkish Foreign Minister Ahmet Davutoglu and UN ambassadors from other Council members.     Israel, Palestine and Arab states were not invited to address the meeting.

MILAN, May 18 (Xinhua) -- Top Chinese legislator Wu Bangguo arrived in the Italian city of Milan on Monday for an official goodwill visit to the country.     Wu, chairman of the Standing Committee of China's National People's Congress (NPC), began his tour in Italy at the invitation of Italian Senate President Renato Schifani and Chamber of Deputies President Gianfranco Fini.     In a written statement released at the airport upon his arrival, Wu said China is ready to work with Italy to maintain the sound momentum of practical cooperation so as to make contributions to overcoming the international financial crisis and spurring the recovery of the world economy. Hu is expected to attend the meeting.     Wu's visit coincides with a G8 environment ministers meeting that is to be held in Italy on May 22.     China and Italy have witnessed smooth development of bilateral ties in recent years. Berlusconi visited Beijing for the Asia-Europe summit last October.     Besides Milan, Wu is also to visit Rome, Florence and Venice. Italy is the final leg of Wu's three-nation Europe tour, which had already taken him to Russia and Austria.

(COMAC) unveiled its manufacturing and assembling center here Saturday, the latest step towards the goal to manufacture China's homegrown large aircraft.     The Final Assembly Center of the COMAC was based on the Shanghai Aircraft Manufacturing Co., with a registered capital of two billion yuan (292.7 million U.S. dollars), said COMAC's general manager Jin Zhuanglong.
