BEIJING, Feb. 3 (Xinhua) -- China has decided to start public hospital reform with pilot programs in selected cities or districts in each province, autonomous region and municipality, according to a cabinet guideline passed Wednesday.The guideline on public hospital reform was discussed and approved by an executive meeting of the State Council chaired by Premier Wen Jiabao.The public hospital reform is aimed to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to a statement issued after the meeting.It was stressed at the meeting that public hospitals must retain its orientation of serving public interests and giving top priority to people's health.According to the statement, a coordination mechanism should be established between big public hospitals and grassroots medical service institutions so that they could cooperate with each other with proper division of labor.The management system of public hospitals should also be reformed so that operation and supervision of the hospitals are conducted separately, it said.The quality of public hospitals' medical services should be improved, whereas their incentive mechanism of income distribution should be perfected, the statement said.Public hospitals should also gradually quit profiting from drugs and rely on medical service charges and government subsidies.The guideline also encourages non-governmental sectors to invest in and set up non-profit hospitals.

BEIJING, Feb. 6 (Xinhua) -- The Chinese Central Government has sent eight inspection working groups to 16 provincial areas nationwide to prevent the melamine-tainted milk powder, which killed at least six in 2008, from being reclaimed illegally in producing milk products.Leftovers of milk powder contaminated by melamine were sealed in 2008 and required to be destroyed, but some might have been used as raw materials for diary products illegally in certain areas, according to local police.Police in Shaanxi Province on Thursday publicized a case on illegal use of leftovers of melamine-tainted milk powder.An initial investigation showed 10 tonnes of tainted milk powder leftovers were sold to a local diary producer Lekang Company in September and October in 2009. Three suspects were arrested.Three suspects from the Shanghai Panda Dairy Company were prosecuted in December 2009 on suspicion of using leftovers of melamine-laced milk powder in milk products. Local police said all the company's products had been recalled and caused no serious harms to the consumers.China's food safety authorities on Feb. 1 launched a 10-day checks for melamine-tainted milk products across the country.However, the string of problems gave another blow to China's efforts to restore confidence in its dairy products.The melamine-laced milk products scandal in 2008 killed at least six infants and sickened 300,000 children across the country.Any illegal practices concerning food safety would be punished severely, an official with the National Food Safety Rectification Office led by Health Minister Chen Zhu said earlier this week.The quality watchdog of Xi'an, capital of Shaanxi Province, has carried out food safety inspection on 73 batches of different brands of milk products and has not found problems.The northeastern Jilin provincial government kicked off a milk product safety check at the end of January."We must do our best to retrieve and destroy milk products that have quality problems. We can't stand a single pack of such milk powder to appear in market," said Zang Zhongsheng, head of the Jilin provincial administration for industry and commerce.There is no accurate figure on the amount of problematic milk powder that has not been destroyed in the 2008 milk products scandal. But in the bankrupt dairy producer Sanlu alone, more than 2,000 tonnes of melamine-tainted baby formula was sealed in 2008.Sanlu, based in Shijiazhuang in Hebei Province, suffered devastating losses and went bankrupt, standing in the spotlight of the melamine-tainted milk products scandal in 2008.How to destruct the melamine-tainted milk powder was still a tough nut to crack for many local authorities and dairy firms, according to industrial insiders.A number of experiments had been conducted to find a way to deal with the melamine-tainted powder in Shijiazhuang, but they all failed, according to a insider who declined be named."If we use the milk powder as fuels, it would cost much more to clean boilers than burning coal; if we use it as ingredients in cement, we could not get qualified products; if we just bury it, we worry someone might dig it out illegally as the volume is huge," the expert said."The milk powder piled like hills and people just don't know what to do," said Zhang Xingkuan, a lawyer who once handle cases on compensation for the scandal victims and frequently visited the dairy firms.It was more difficult to monitor small dairy firms, which were more inclined to use leftovers of tainted milk to cut cost, according to Wang Weimin, secretary-general of Xi'an Dairy Association."They will not do this when milk powder prices are low, but they will do this when milk powder prices soar," he said.To crack down on such practices, the Chinese government had vowed to investigate the case thoroughly and all factories that use prohibited materials in producing dairy products would be shut down with license suspended and punished severely.

BEIJING, Feb. 24 (Xinhua) -- Chinese military and international relations experts on Wednesday said that a recent Pentagon report playing down Taiwan's aerial combat capability was a front for more advanced arms sales to the island, which would seriously violate a Sino-U.S. agreement that Washington endorsed 28 years ago. "Any further arms sales, especially if the U.S. sells F-16 fighters to Taiwan, would increase already strained tensions with China," Prof. Tan Kaijia with the National Defense University of the People's Liberation Army told Xinhua. The report delivered by the Defense Intelligence Agency of the U.S. Department of Defense to the Congress has stressed that many of Taiwan's 400 active combat aircraft were not operationally capable due their age and maintenance problems. It also specified that Taiwan's 60 U.S.-made F-5 fighters have reached the end of their operating life and some of the island's F-16 A/B jet fighters needed improvement to increase combat effectiveness. The Pentagon's report came as Taiwan continued to voice its need for advanced U.S. weaponry such as 66 F-16 C/Ds, a substantial improvement model on Taiwan's current F-16 A/Bs. But the U.S. side excluded the fighters from the latest arms sale package. According to media reports, Taiwan currently operates 60 U.S.-made F-5 fighters, 148 F-16 A/Bs, 56 French-made Mirage 2000-5 fighter jets and 126 locally produced Indigenous Defense Fighter (IDF) aircraft. "If the U.S. equips Taiwan with new F-16s, replacing the second-generation F-5s, it would significantly increase the island's aerial combat effectiveness for F-16's compatibility to other U.S.-made weapon systems such as airborne early warning and control aircraft through Link-16 Multifunctional Information Distribution System," said Prof. Tan. According to the Communique jointly issued by the Chinese and U.S. governments on Aug. 17, 1982, the U.S. side states that "its arms sales to Taiwan will not exceed, either in qualitative or in quantitative terms, the level of those supplied in recent years since the establishment of diplomatic relations between the U.S. and China." "Comprehensive performance of the F-16s is far beyond that of the F-5s and the qualitative parameters of the F-16 C/Ds also exceed those of the F-16 A/Bs," said Tan. Selling such arms would "be an overt offense" against the Aug. 17 Communique, and promoting such a move by an elaborate report would not give any justification for the U.S. since the F-16 C/Ds would not be considered as a defensive weapon in any case, he said. Guo Zhenyuan, a researcher with the prominent thinktank China Institute of International Studies, told Xinhua that previous U.S. arms sales to Taiwan were covered by the front of "providing Taiwan with arms of a defensive character" to ease the backlash to the bilateral relationship from the Chinese side. "The U.S. side should know that the sooner it stops selling arms to Taiwan, the more willing China would be to work with it on global and regional issues," Prof. Jin Canrong with Renmin University of China said. HAIKOU, Feb. 13 (Xinhua) -- China's southern island province of Hainan saw a surge in travelers on Saturday, one day before the Chinese Lunar New Year, or Spring Festival, said local officials.A total of 65,397 people arrived in Hainan, a tourist resort, on Saturday, up 30.16 percent from the eve of the Chinese lunar new year of 2009, according to a spokesman with the local holiday and travel coordination bureau.A survey of 10 scenic spots in Hainan showed they received about 41,750 visitors on Saturday and their total ticket income hit 2.07 million yuan (303,000 U.S.dollars), up 7.32 percent and 12.37 percent respectively from the eve of the last Spring Festival, the spokesman said.Another survey of Hainan's 21 hotels showed they accommodated 6,101 travelers on Saturday, and reported an income of 5.04 million yuan, up 26.21 percent, he said.From Feb. 1 to Feb. 13, more than 3,800 foreign travelers arrived in Hainan for a holiday, according to statistics from the Haikou General Station of Exit and Entry Frontier Inspection."I am very happy to spend Spring Festival in such a beautiful island. BEIJING, Feb. 7 (Xinhua) -- China and Russia would strengthen coordination to better implement the regional cooperation program approved by state leaders last year, officials from the two countries said here on Sunday.The statement was made by Zhang Guobao, head of the National Energy Administration and vice minister of the National Development and Reform Commission, and representatives of the Russian government, at the China-Russian regional cooperation symposium.In September 2009, Chinese President Hu Jintao and his Russian counterpart Dmitry Medvedev approved the cooperation program between northeast China and Russia's far east and east Siberian region.Zhang said the cooperation program, covering many fields, included more than 300 key projects in local cooperation and infrastructure construction and transformation.The symposium is the first bilateral meeting aimed at promoting China-Russian regional cooperation since the approval of the cooperation program.
